City Council Information Letter

Transition/Relocation -Sebastian Municipal Complex
As reported during Wednesday evening's meeting, the City of Sebastian
enjoys the ability to continue plans related to final construction and
relocation activities associated with the Sebastian Municipal Complex.
Beginning next week, tremendous momentum associated with the
development of the Municipal Complex Park portion of the project will
substantively engage. All assessments completed by city project
management staff, as well as representatives from the Suffolk Construction
Team, have confirmed very minimal time delays related to completion
schedules. As such, please be advised that arrangements are currently
underway to begin relocation activities into both the new city hall building
and the expanded areas of the Sebastian Police Station. As referenced in
the attached calendar, delivery and installation of furnishings and other
interior amenities will begin circa October 7th and will continue until the end
of the month. In addition, a great deal of applicable coordination will take
place with respective utility companies, notably Florida, Power and Light,
Bell South and Siemens, as well as necessary computer system
connections and infrastructure adjustments to accommodate a successful
transition. It is therefore anticipated that employees will begin reporting to
new offices during the first week of November - to afford opportunities for
unpacking and positioning work related items, as well as becoming adjusted
to the new working environment.
The remainder of September, as related to these efforts, will involve
preliminary planning and coordination with all involved, so as to establish
specific dates and timeframes for a formal dedication, as well as progress
related to the status of park completion activities. As such, I will offer a
more specific report regarding such in two weeks, via the October 1st City

Council Information Letter. This synopsis will include a most recent
comprehensive project funds available and expenditure report, as well as a
date for an actual ceremony to be publicized accordingly. During a regular
City Council meeting thereafter, you will have an opportunity to consider
formal naming opportunities for the park. To date, the Office of the City
Manager has received a total of 25 names for consideration from residents
via the nomination process that began a few months ago via the Spring
2004 Sebastian Pelican Brief publication. A respective list will therefore be
compiled and delivered via an agenda transmittal for one of your sessions in
October. After announcements have been made, both City Council
members and Sebastian Management Team personnel will have an
opportunity to offer input regarding festivity planning for the event.
Florida East Coast Railroad Crossing at Main Street
In response to concerns raised during Wednesday evening's meeting
regarding Florida East Coast Railroad's closure of the Main Street track
crossing, my office was informed yesterday that all necessary repairs were
completed earlier this week. However, as referenced in the attached
electronic mail message as compiled and delivered by City Engineer David
Fisher yesterday morning, the closure duration (since Monday or so) was
due solely to no electricity connection to the crossing signal. After initiating
calls expressing serious concerns to Florida, Power and Light Company
about this issue, electrical power was restored in the appropriate areas. I
am therefore pleased to report that the Main Street has been reopened as of
yesterday afternoon for normal access. Additional traffic generated on
Louisiana Avenue resulting from the aforementioned temporary street
closure should therefore become alleviated instantaneously.
Consideration of Port-O-Lets in Neighborhood Parks
In response to an idea communicated during your August 25th regular
meeting relative to the possibility of positioning port-o-lets in various
neighborhood parks in the community, please be advised that staff from the
Department of Public Works and the Building Department recently met with
me to discuss and offer respective consideration. The first assessment
involved in the decision making process entailed a review of building code
requirements governed at both the state and local level. Interestingly, no
provisions exists locally that would govern this type of an arrangement. In

addition, the Florida Building Code offers the position that port-o-lets are
viewed as temporary structures (transitional restroom facilities for
construction sites, special events, etc.) and not designed or intended for
permanent use. Respectfully for these reasons and others related to public
health, safety and welfare, we must remain as we are regarding
neighborhood parks and not install port-o-lets at this time. Should it ever
become warranted to consider construction of permanent restroom facilities
at respective sites, recommendations will be forwarded to City Council for
public consideration accordingly.
City Council Meeting Presentation by Representatives from
Florida, Power and Light
Days prior to engaging Hurricane Frances preparations, arrangements were
made to once again host Florida, Power and Light Company Treasure Coast
External Affairs Manager Nick Blount to discuss issues and decisions
pertaining to utility line and additional infrastructure installation activities
currently underway in various residential areas of Sebastian. Please be
advised that Mr. Blount will be joining us for a presentation during your
October 13th session. Perhaps this meeting will also provide an opportunity
to address other matters at hand. At this time, I would have to believe that
Mr. BIount would be prepared to respond accordingly.

Blocked FEC RR Crossing on Main Street

In response to your voice message from last evening, I talked with Mr. Andy Fowler, Signal Division of Florida East
Coast Railroad, this morning (thru tel 800-342-1131, ext 2311 or direct tel 904-826-2327).
He advises the closure is now due solely to no electrical power to the signal and the closure will be removed within hours
after power is restored there by FPL. He expects that to happen at any moment now. He said he would calll us as soon
as he gets the word from FPL that power is restored there. He expects the barricades to be removed within 2 to 6 hours
after power is restored.
In the meantime, Bdan Grzesiak and Marc Millette are supplementing the existing Detour signage with additional signs.
