HomeMy WebLinkAbout10-15-20041225 Main Street [] Sebastian, Florida 32958 Telephone (772) 589-5330 [] Fax (772) 589-5570 City Council Information Letter October 15, 2004 Contractor Selection Process - Old Sebastian Elementary School/City Hall Restoration Pro.qram The Office of the City Manager recently hosted a pre bid conference with construction firms interested in assisting the City of Sebastian with implementation of the Old Sebastian Elementary School/City Hall Interior Restoration Program. This arrangement involved tours of the facility to ascertain respective conditions, as well as discussions with architect of record John Dean to clarify specific requirements, to enable respective individuals to submit proposals within the next few weeks. It is therefore currently anticipated that applicable recommendations will be offered during your November 17th regular meeting. Once authorizations are granted, constructions activities will become possible as a result of office vacancies to engage as describe in last week's report. Condition Status of Historic Cain House and Relocation Earlier this week, Chief Building Official Wayne Eseltine and his staff performed an assessment of the post hurricane structural condition of the Historic Cain House currently located on United States Highway One. As referenced in the attached electronic mail message report, exterior damage was sustained to the roof, the south side of the facility and to a couple of windows and one door. However, other than evidence of water infiltration, very little interior damage was sustained. The building therefore appears to still be repairable. However, some form of roof coverage will be required immediately after relocation has been completed. Staff is currently working to ascertain revised coordination dates with respective utility companies to once again attempt relocation activities. I anticipate offering an additional update to this effect in the coming days. City Council may also feel free to City Council Information Letter October 15, 2004 Page 2 offer additional guidance regarding this effort during your October 27th session. Otherwise, staff is working to proceed pursuant to original policy directives. Small Aircraft Transportation System Demonstration Sebastian Municipal Airport and Golf Course As referenced in the attached electronic mail message (and accompanying press release) as compiled and delivered by Airport Director Jason Milewski, please be advised that the City of Sebastian will be able to continue with previously made plans to host a Small Aircraft Transportation System Demonstration at both the Sebastian Municipal Airport and Sebastian Municipal Golf Course Thursday, October 28th beginning circa 9:00 a.m. This initiative, sponsored and administered statewide by Embry Riddle Aeronautical University, provides opportunities for aircraft service and manufacturing firms to demonstrate various technological innovations recently produced by the industry, such as radar and navigational instrumentation equipment, as well as components for small aircraft. Interestingly, Sebastian Municipal Airport currently remains one of only a few general aviation airports in the Central Florida vicinity available to partner with Sebring Municipal Airport to host such an event. City Council members who have an interest in participating in respective activities should therefore contact Mr. Milewski by calling 388-8208. Sebastian Employee Appreciation Picnic Just a friendly reminder that the City of Sebastian will continue plans to host its annual Employee Appreciation Picnic next Saturday afternoon, beginning at 12:00 noon at Riverview Park. As referenced in the attached revised flyer advertising the event, the RSVP deadline is Wednesday, October 20th. This timeframe offers an opportunity for various board and committee members to register for participation. Hopefully, each of you will be able to join us as well. Revised Schedule for Sebastian Student Government Day As a result of inconveniences from both hurricane events, as well as the need to offer pupils and students in our community as much time as possible to make up resulting lost classroom hours, it was recently decided City Council Information Letter October 15, 2004 Page 3 to postpone and reschedule Sebastian Student Government Day from Wednesday, October 27th until Thursday, January 20, 2005. This revised timeframe will also enable greater levels of participation in that staff in respective departments will by this time be well adjusted in new facilities accordingly. With the help of City Clerk Sally Maio and Director of Human Resources Jim Sexton, all area school principals and other representatives were officially notified to this effect, and therefore were asked to please revise their plans concurrently. The roof is missing approximately 1/3 of the metal roof covering, however; the roofing membrane material installed below the metal roof has stayed mostly in tact. A severe wind must have impacted the south side of the house because there are signs that the 2x4 wood joist tails were snapped off at the soffit area when this portion of the roof covering lifted off. There is also broken windows and a door that was blown open on this side. The inside of the building has surprisingly sustained little damage. The second floor back rooms below the area where the roof blew off is getting steady water infiltration at the walls and signs of fungi indicate that it will continue to deteriate if the roof is not repaired. The damage to the ceilings appears to be minimal at this time, due in large part because the roof membrane stayed in place when the metal roof covering came off. Unless a roof repair is made to the southwest side, the building will continue to deteriate at the walls and ceilings. Originally, SATS representatives and invitees were to to five different locations then convene at Sebring airport for the upcoming Sport Aviation Expo. Due to the recent storms across the state, those attending the event will now fly to only one location, Sebastian Municipal Airport, whereby they will view related SATS technologies then choose to either play in a three-club, nine-hole scramble at our golf course or tour the Velocity production plant. After the both activities, the groups will reconvene then fly back to Sebiing. Below is an excerpt from an email from Ray Wabler, the Demonstration Coordinator: "Due to damage to Piper and Zephyrhills golf course, we have had to modify the demonstration plan. As of today all aircraft will depart from their respective airports for arrival at Sebastian Airport where the participants will view the Iow cost lighting exhibit and then either have a tour of the Velocity manufacturing plant or they will play in a nine-hole golf scramble. Everyone will depart Sebastian Airport in order to arrive at Sebring Airport in time to have lunch beginning at noon. At 1PM the participants will observe five aircraft participating in a demonstration of the Higher Volume Operations technology. Following that they will have an opportunity to see the SATS exhibits and tour the US Sports Aviation Expo before flying home to have supper with their families. I hope this is the last change." Though it is unfortunate that the other airports can no longer participate do to hurricane damage, it is a great opportunity for us to showcase both Sebastian Municipal Airport and Golf Course. It is also a great opportunity for Velocity to promote their products and services. As the date approaches, I'll have more information regarding the specific details of this exciting event. On October 28, 2004, aircraft from numerous airports around Florida will participate in a Small Aircraft Transportation System (SATS) demonstration that will kickoff the Community Air Service Initiative (CASI). The aircraft will fly to various initial destinations and then all converge at Sebring airport for a High Volume Operation technology demonstration. Various SATS technologies will be on display at Sebring which will also be hosting the U.S. Sport Aviation EXPO. The demonstration will show participants the advantages of a Small Aircraft Transportation System for rural communities and the resulting economic development opportunities. Ray Wabler, the demonstration coordinator, says "SATS airports will be the off ramps from the super aerial inter-nation expressway. Similar to the economic growth of cities located near the ramps off of interstate highways, future economic development will be in cities that have SATS airports." Aircraft owners and airport authorities who are interested in participating should contact Mr. Wabler at ray.wabler~prodigy.net. The SATS program is a NASA/FAA/industry initiative in response to the demand for expanded intermodal transportation as projected in the next ten years. The nation needs an alternative transportation system to relieve the safety and congestion problems on our highways and in the air. With small airports already in place across the country (in almost every locality) a small aircraft transportation system that is both a safe and affordable alternative to current transportation systems would provide the optimal solution. A solution that offers significant economic growth to any community that elects to take advantage of this opportunity. The Southeast SATSLab Consortium (SESLC) is initiating the Community Air Service Initiative (CASI) to assist Southeast states in becoming the first to seize this opportunity. - more - Media are invited to participate in the October Demonstration and experience first hand a "Day in the Life of SATS"!
