As recently stated publicly, citywide damage assessment activities includes
ascertainment of conditions at both the Sebastian Municipal Golf Course as
well as Sebastian Municipal Airport. As you realize from previous
authorizations, respective exercises at the golf course enabled facilitation of
financial claims to the City of Sebastian property insurance carrier so as to
proceed with repair expenditures accordingly. The same process for the
airport enables an ability to pursue funding opportunities from related
funding programs available. As referenced in the attached electronic mail
message as compiled and delivered by Airport Director Jason Milewski, I am
pleased to report that staff recently became successful in securing a
$338,000 allocation from the Federal Aviation Administration (FAA)
Hurricane Relief Fund. This financial assistance will enable implementation
of any minor damages and delays to infrastructure improvement programs
at Sebastian Municipal Airport. Fortunately, unlike most grant programs, no
matching contributions will be required. Therefore, these funds will be made
available to the City of Sebastian on a 100% contribution basis after
authorization of an applicable agreement with FAA. Respective
recommendations are therefore anticipated to be offered publicly in the
coming weeks.
Status Report ReRardinR Sebastian VillaRe
In response to questions raised by a couple of you recently regarding the
status of development and construction of the Indian River Drive
condominium project (initiated early this year) formally titled 'Sebastian
Village', please be advised that Director of Growth Management Tracy Hass
recently met with developer representatives regarding this matter. As
referenced in his attached electronic mail message report, the project now

consists of a single 3-story building containing 4 units per floor,
encompassing a total of 12 residential condominiums. Additionally, a 2,950
square feet office/retail facility will be constructed on the western side of the
property, adjacent to North Central Avenue. Exterior design features remain
consistent with previously submitted and authorized site plan proposals, with
notable features to include stucco interior finishing and barrel tile roofing.
As the Department of Growth Management was able to execute zoning
documentation several days ago, representatives will be able to submit
building constructions plans for permitting purposes. Resumption of
construction activity at this site is therefore anticipated soon after these
exercises have been completed.
Proposal Solicitation Process - Old Schoolhouse Interior

As you all realize, many property owners in the community (and throughout
Florida for that matter) are experiencing some difficulty in securing
assistance from construction professionals to engage repair and rebuilding
efforts in a timely fashion. In addition, such issues enable contractors to
increase prices resulting from respective supply and demand dynamics to
the extent possible and legal. As such, in an effort to solicit local contractor
interest consistent with project budget and grant funding guidelines, please
be advised that city administration has extended the proposal delivered due
date for the Old Schoolhouse Restoration Program from this month until
February 2005. It is a consensus of a number of interested firms that they
will be in position to accept contractual commitments from local
governments for these types of projects by that time. Respective agreement
and expenditure recommendations are therefore anticipated circa March
2005. Arrangements are now underway to secure necessary grant
agreement extensions from the Florida Bureau of Historic Preservation, as
agency officials are very well aware and understanding of this dilemma.
Venue for Next City Council Meeting
Despite the fact that staff is currently experiencing a relatively smooth
transition into both new Sebastian City Hall and Police Station facilities, the
next few weeks will enable subcontractors representing the Suffolk
Construction Team to finalize various details and "punch list" items
incorporated into the overall project scope. Such activities also include

positioning of furniture and completion of carpentry work in the new City
Council Chamber. As such, your November 17th session will remain
scheduled to take place at the old facility. Beginning the following morning,
Thursday, November 18th, arrangements will begin to disconnect all
electrical infrastructure applicable to the existing audio and video system.
This exercise will therefore engage the conclusion of official public meetings
in the old chamber, paving the way to enable sessions to take place in the
new room beginning in December.

FAA Award for Hurricane Damages
Terrence,
I'm pleased to announce that after considerable efforts in assessing damage, compiling detailed submittals, and an
exhausting amount of follow-up coordination, airpor~ staff has succeeded in securing $338,000 in Hurricane Relief money
from the Federal Aviation Administration. This is a total reimbursement representing every eligible dollar we had
requested. This is also 100% funding, therefore no match on our part is required.
At present, there is no fu~her information regarding dispersement, administration, or other related methodology, as this is
the first time such an appropriation has been granted on such a large scale. As soon as I receive more detail, Ill prepare
an agenda transmittal for Council's consideration to formally accept the funding. This has been a very significant
accomplishment for Sebastian Municipal Airport and will go a long way in assisting us to repair and replace infrastructure
and facilities damaged by the storms.

In response to your call, it just so happens that I met with representatives of Sebastian Village earlier this week and have
the following update for you. The project now consists of a single 3-story building containing 4 units per floor, or 12 total
condominium units. In addition to the condominium units, a 2,950 sq. ft. office/retail building will be constructed on the
westernmost portion of the site adjacent to North Central Avenue. The exterior design remains identical to the previous
submittal including stucco exterior and~barrel tile roof. Growth Management will be signing off of the zoning approval this
week, which will permit the developer [o submit construction plans for building permits next week. The development
group reportedly is very anxious to commence with construction as numerous delays have been encountered.
