General Itinerary for Municipal Complex Dedication
The itinerary for the Sebastian Municipal Complex Dedication Ceremony
scheduled to take place Wednesday, December 8th includes various formal
agenda items, notably a color guard presentation, comments from Mayor
McCollum, myself, as well as from representatives of both REG Architects
and Suffolk Construction. If other City Councilmembers have an interest in
offering a few kind words publicly during festivities, please contact Executive
Assistant Jean Tarbell by Wednesday December 1st, SO that arrangements
can be made to include respective names on the program brochure to be
distributed to those in attendance.
Historic Cain House Relocation
As recently reported, the City of Sebastian has reinitiated the Cain House
Relocation Program, including developing a revised schedule with
commissioned structural moving contractor Rodney Hall, as well as
applicable arrangements with utility companies. As referenced in the
attached electronic mail message as compiled and delivered by Chief
Building Official Wayne Eseltine, arrangements are currently underway to
engage respective physical activities, most likely during the second and/or
third week of December. Specific dates for relocation will be contingent
upon progress of infrastructure repair on Indian River Drive - as significant
stabilization of the thoroughfare will be necessary to ensure a safe
transition. Please be advised that all respective coordination activities are
therefore underway to ensure success accordingly.
Sebastian Police Department Marine Patrol Program
As referenced in the attached electronic mail message as compiled and
delivered by Police Chief Jim Davis, veteran police officer Thomas Poore

was recently assigned to marine patrol duties on a full time basis. This
arrangement became possible in part due to the City of Sebastian recently
hiring two additional officers per directives governed in the Fiscal Year
2004/2005 Approved Budget. Marine patrol service functions include
responses to existing derelict vessel issues as well as identifying underwater
obstructions that may be hazardous to boaters. Essentially, implementation
of the Sebastian Police Department Marine Patrol Program will assist
communitywide efforts to ultimately clean and enhance the Indian River
Lagoon and other waterways that meander Sebastian Corporate Limits.
Comcast Cable Channel Lineup Additions and Adjustments
Pursuant to requirements in the City's franchise agreement with Comcast
Cablevision, company representatives recently delivered copies of the
attached notice to area customers announcing the addition of 21 channels
to the Sebastian system. As referenced on the first page of the
announcement, respective services will take effect Saturday, January 15,
2005. At this time, no additional price increases for monthly subscription
service are being realized in connection with the aforementioned additional
broadcasts. Should any decisions to the contrary be made, the Office of the
City Manager will be notified to this effect, well in advance of respective
effective dates.

Thanksgiving Holiday Weekend. Usually, Thanksgiving Day festivities are
held at my home here in Sebastian, notably featuring in-laws from the South
Florida area. However, June, Parker and I will leave town late Wednesday
evening, November 24th to assist with preparations for dinner in Fort
Lauderdale. We will return either late Friday evening, November 26th or
Saturday, November 27th. Should any of you require speaking with me
during this time, I will be accessible via cellular telephone by calling (772)
633-7693. No information letter report will therefore be delivered next week.

Terrence,
I did get a chance to speak to Rodney Hall House Moving Inc. earlier this week and he said that he has the move set up
with the utility co.'s tentative for Wednesday December 1st. The only problem is that due to the re-construction of Indian
River Drive the road is single lane in some areas and he needs both lanes to get the house through. When I talked to
Terry Hill he said they are still in the process of awarding the contract for the mad repair and could not be sure if the road
would be stabilized in time. He said it might be possible to have the City crews temporarily stabilize the road to allow the
house to be moved. He also said that the 2nd or 3rd week in December might be a better time to make the move.
