RESOLUTION OF THE CITY OF SEBASTIAN REQUESTING
ONE HUNDRED PERCENT (100%) FEDERAL DISASTER
RELIEF FOR HURRICANES FRANCES AND JEANNE;
PROVIDING FOR CONFLICT; PROVIDING FOR EFFECTIVE
DATE.
WHEREAS, the City of Sebastian suffered catastrophic losses due to the direct impact of
Hurricanes Frances and Jeanne; and
WHEREAS, Hurricanes Frances m~d Jeanne were officially recognized and declared disasters by
the local, state, and federal government agencies having appropriate legal authority to do so; and
WHEREAS, direct impact of two hurricanes on a single community within a period of three
weeks is historically unprecedented; and
WHEREAS, the ability to maintain the present tax base has been jeopardized as a result of the
two combined disasters; and
WHEREAS, the fiscal and economic recover5' of the City of Sebastian will be of a long duration;
and
WHEREAS, the magnitudes of two combined disasters has seriously jeopardized the abili~ to
meet local disaster obligations.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
SEBASTIAN CITY THAT:
Section 1. AUTHORIZATION. The City Council hereby petitions the Governor of the State of
Florida to declare tlie City of Sebastian eligible for one hundred percent (100%) reimbursement of
disaster related expenses for both hurricanes.
Section 2. The Council further requests the Governor to petition the United States
government to also to declare the City of Sebastian eligible for one hundred percent (100%)
reimbursement of disaster related expenses for both hurricanes.
Section 3.

Section 4.

A motion to adopt the foregoing Resolution was made by Councilmember
Conigl io . The motion was seconded by Councilmember Monier
upon being put to a vote, the vote was as follows:

The Mayor thereupon declared this Resolution duly' passed and adopted this 17th day of
