Conclusion of Hurricane Debris Removal Pro,qram
Despite direction from the Federal Emergency Management Agency to
finalize construction and yard waste collection activities during the
November 6, 2004 weekend, please be advised that the City of Sebastian
Hurricane Debris Removal Program actually concludes today, Friday,
December 3rd. A management decision was made after the
aforementioned timeframe announcement in response to numerous
households continuing to position yard waste, construction and other
materials in swale areas throughout various neighborhoods citywide. As a
fewer number of individuals are currently continuing this practice, the Code
Enforcement Division is working with respective property owners to inform
them of their responsibilities to dispose of debris via private arrangements.
This is by no means an attempt to site individuals for illegal dumping and/or
the like. We simply have to work together as a community to maintain an
aesthetically pleasing environment accordingly, now and long after the
effects of both hurricanes have passed. The attached public notice began
broadcast earlier this week via Sebastian Government Channel 25, as well
as via advertisement in the Press Journal Newspaper Wednesday,
December 1st through Friday, December 3rd. Such efforts will hopefully
ensure effective communication that respective removal efforts have been
successfully completed and therefore cannot continue in perpetuity.
Policy Governin.q Municipal Complex Facilities Access
As city administration is currently working to finalize and formally institute
entrance and exit visitation and security policies governing facilities at the
Sebastian Municipal Complex, please once again be advised that the main
entrance into City Hall will be at the northeast corner of the building. This
route will effectively enable patrons to check in at the front lobby desk with
the respective customer service representative on duty. This process

includes an entry registration via sign in log, as well as issuance of visitor
passes to allow secured access throughout the building. The Building
Department will maintain accessible doors in the rear of its office area,
facing the main parking lot. As adjacent side hall double doors will remain
closed (accessible via employment and visitor electronic passes only),
building and inspection customers will enter and exit from the rear doors
appropriately. If such individuals have business to address with other
offices and/or departments, they will be required to engage the same
aforementioned registration process. All formal arrangements regarding
accessibility will therefore begin next week.
Presentations and Recommendations Concernin,q
Stormwater Utility Bond Capital Improvement Proiects
As referenced in the attached electronic mail message as compiled and
delivered by City Engineer David Fisher, please be advised that city
administration is currently working to assemble recommendations to City
Council necessary to engage implementation of the capital projects via
funding from the 2003 Sebastian Stormwater Utility Bond Issue. Sessions
and processes are also underway with the St. John's River Water
Management District to finalize design and permitting activities accordingly.
We therefore anticipate presenting construction contracts to City Council for
consideration to authorize circa early Spring 2005. Soon thereafter, both
city staff and representative from Camp, Dresser McKee and WCG Neel-
Schaffer will .offer various suggestions as to how to proceed with
infrastructure improvements to benefit the Collier Creek Waterway north of
Sebastian Boulevard. Such will include applicable financing (i.e. potential
contributions from the City of Sebastian and options for ancillary property
ownership financing), as well as actual scope and size of the project.
Construction completion schedules will range from 4 to 16 months after
respective authorizations have been granted, enabling the City of Sebastian
to satisfy the November 2006 timeframe as communicated to bond insurers
and rating agencies in early 2003.
Holiday Decorations in Sebastian
Some of you have inquired as to why the lack of holiday decorations on
main thoroughfares in Sebastian, notably Indian River Drive and United
States Highway One (US1). Of course no possibility in this regard exists on

Indian River Drive due to the fact that multiple decorative street light poles
remain detached. As far as US 1, many of the existing Florida, Power and
Light (FPL) electric utility poles presently are merely functional to the point of
being able to provide normal nighttime street lighting only (additional wiring
necessary to position holiday lighting on many poles remains detached
and/or without power, and therefore will have to be repaired by FPL in the
coming weeks or so). Once crews determined the current state regarding
electrical connections, the decision was made to suspend street holiday
lighting this season. Fortunately however, as electrical infrastructure
recently resumed availability in the Riverview Park vicinity, we will position
the Sebastian Holiday Tree between the recently constructed twin piers,
south of Harrison Street, facing Indian River Drive. This arrangement will
represent a primary contribution from the City of Sebastian for this evening's
communitywide lighting ceremony. In addition, staff from the Department of
Public Works recently decorated the Sebastian Clock Tower, which will also
be displayed accordingly.

City of Sebastian Stormwater Utility Capital Improvement Program -- Status Update
We have met at length with CDM and WCG / NeeI-Schaffer within the past two days to review progress, status, and
agenda/schedule going forward regarding the Stormwater Utility Capital Improvement Program now underway.
Following is a general summary of the current status and schedule going forward.
The SWU Capital Improvement Program is comprised essentially of seven (7) different projects, four (4) being
handled by CDM and three (3) being handled by WCG / NeeI-Schaffer.
By CDM:
Collier Creek Canal
Collier Creek Canal Seawalls
Twin Ditches (Main Street)
Middle Stonecrop
By WCG / NeeI-Schaffer:
Periwinkle Wet Detention
Lower Stonecrop Wet Detention
Potomac/Wentworth / Blossom Ditches
The overall general objectives of this current capital improvement program include:
(1) Providing proactive compliance with the stated goals and objectives of SJRWMD; and
(2) Creating additional stormwater treatment capacity that may allow the eventual permitting by SJRWMD
for the conversion of swales to curb and gutter in selected areas of the City.
The overall schedule for all seven (7) capital improvements is currently on track and, depending on City Council
action taken regarding the Collier Creek Canal Seawalls project, is expected to remain on track with all seven (7)
projects scheduled to be in place and substatially complete by October 2006 (about 23 months from now).
Both CDM and WCG/NeeI-Schaffer will each be meeting separately with SJRWMD within the next 2-3 weeks to
preliminarily discuss permitting issues for each of their assigned projects. There will then be a major joint
meeting in early to mid-January 2005 among CDM, WCG / Neel-Schaffer, SJRWMD, and the City to further
discuss all permitting issues and make sure permitting for all seven projects will be in hand on schedule (by
March 2005, 4 months from now), [We plan to have this meeting in the City of Sebastian's old Council
Chambers next to the Engineering Department.]
Pdor to that planned joint meeting with SJRWMD in January, CMD and WCG / Neel-Schaffer will confer with
each other to make sure the overall model is up to date and its application is consistent throughout all seven
projects and with the arguments put forth toward the ultimate goal of conversion of swales to curb and gutter in
various parts of the City.
· Current specific project activities include:
CDM preparing several (throe?) alternatives for dealing with the Collier Creek Canal seawalls north of
CR-512. These altematives will be further discussed internally and then presented to the City Manager
and City Attomey for their own internal review in January.
WCG / Neel-Schaffer conferring with Kozlowski subdivision engineer Joe Schulke regarding further
engineering details of the collaboration between the City and the Kozlowski project on a joint stormwater
management system. This collaboration/transaction involves approximately 3 acres of land and
approximately 5 acre-feet of stormwater treatment capacity and is a key component of the Lower
Stonecrop project.
Ken Jones is conferring the Boys Scouts of America regarding collaboration with their property holding
on Roseland Road that may well enhance the Potomac Ditch project component and could provide
additional stormwater treatment capacity that can be used to gain permitting approval for subsequent
conversion of swales to curb and gutter in that particular area of the City.
· The City Manager advises the construction bid packages for all seven (7) projects, including permitting in hand,
should be ready for Council go-ahead guidance / approval in mid-March 2005 (4 months from now).
Construction bids should be in hand by Pate May / early June 2005 (about 6 months from now). Contract award
should take place no later than June 2005 (about 7 months from now).
Construction completion of the various seven projects will range from 4 to 16 months thereafter depending on
the scope and size of the project. (The Collier Creek Canal and Seawall Project is by far the most complex and
the one requiring the most time to complete.)
