Metropolitan Planning Or.qanization Funding
Sebastian Boulevard Beautification Program
As previously reported, the City of Sebastian was recently informed by the
Indian River County Metropolitan Planning Organization (MPO) about
financial assistance to be made available to our community to help fund the
well supported Sebastian Boulevard Scenic Beautification Program. As
referenced in the attached letter and background information compiled and
delivered by MPO Staff Director Phil Matson, the project was ranked as the
number two-priority enhancement program. Subsequently, respective
funding from the Florida Department of Transportation is being scheduled
via two allocations, one to cover design expenses (Fiscal Year 2006-2007)
and a second for actual construction activity (Fiscal Year 2007-2008).
Arrangements will therefore soon engage to compile a required
Memorandum of Understanding to govern partnership activities accordingly.
Respective recommendations are therefore anticipated to be forwarded to
City Council in the coming weeks.
Request Partnership from Indian River County
New Fire Station Construction Project in Sebastian
As I am sure you have read (by now) in the attached letter by Indian River
County Administrator Joseph Baird, the Emergency Services District is
interested in ascertaining the possibility of partnering with the City of
Sebastian to develop and construct a new fire station facility to
accommodate respective response activities in our community. A most
compelling inquiry pertains to the possibility of considering a site north of the
new Sebastian Municipal Complex (I am not sure what "north" of the
Sebastian Municipal Complex means. Perhaps such commentary
represents a geographical reference error, and he actually means "west" or
"adjacent" to this area). As city facilities, including passive and active

features currently being installed to benefit Friendship Park, were planned
without consideration of such a possibility, I have no recommendations
and/or thoughts at this time as to how such an arrangement can engage.
However, I have agreed to meet with Mr. Baird and other county officials to
learn more about what their leadership staff specifically have in mind
regarding enhanced response services in Sebastian. As such, I hope to be
able to offer an update to City Council regarding this matter in the coming
weeks, including any substantive recommendations that I may offer publicly
after discussions with county staff have been completed satisfactorily and
productively.
Presentations and Recommendations Regarding
Sebastian Comprehensive Plan Amendments
As referenced in the attached electronic mail message as compiled and
delivered by Director of Growth Management Tracy Hass, please be advised
that recommendations regarding the adoption of revised Sebastian
Comprehensive Plan and respective elements will be offered publicly for
review and consideration via public workshops anticipated to take place next
month. Respective presentations to City Council will therefore engage in
coming weeks following, whereby you will have an opportunity to accept and
adopt recommendations from the community's local planning agency. This
process, a directive of the 1985 Florida Growth Management Act, requires
municipalities to update and adopt elements of the plan every five to ten
years or so. Specific anticipated revisions include updates for long term
capital improvement programming, as well as parks and recreation facility
scheduling and coordination.
Historic Cain House Relocation Schedule
As referenced in the electronic mail message compiled and delivered by
Chief Building Official Wayne Eseltine, construction contractor Rodney Hall
will engage relocation of the Historic Cain House from its present location on
United States Highway One to the approximate site as recommended to City
Council by the Parks and Recreation Advisory Committee in the recently
expanded Riverview Park beginning Tuesday, December 14th circa 11:00
p.m. A police escort is also being assigned to assist with traffic related
activities as well, a special unit detail consisting of four uniformed patrol

officers. City administration will therefore begin activities in early 2005 to
ultimately finance, restore and begin reopening activities, including the
procurement of grants and other allocations that may become available to
the City of Sebastian for this purpose. Staff therefore remains confident that
respective improvements can and will begin as quickly as possible.
Continuance of Economic Development Marketin.q Efforts
Now that the City of Sebastian is working to resume implementation of both
normal services and previously directed policies and programs to benefit the
community in the immediate and long term, administration wishes to
continue economic development marketing efforts as well. In addition to the
recent authorization to proceed with necessary processes with both the
State of Florida and the Indian River County Chamber of Commerce to
secure an Enterprise Zone designation to encourage light industrial and
commercial development at Sebastian Municipal Airport Corporate Park
West, we also need to assemble written informational materials as
packages for distribution to potential businesses, as well as other initiatives
to directly market Sebastian as desirous of new opportunities accordingly.
As such, recommendations will be offered publicly in these regards in early
2005, including those related to additional assignments for Patterson-Bach
and potentially, Barbour Multimedia. Airport Director Jason Milewski will
also likely be in position to provide substantive announcements as well,
notably dates for dedicating and officially opening Runway 9-27 and
scheduled availability of 150+ acres of light industrial and commercially
zoned property available for lease resulting from respective infrastructure
improvements.
Comcast Cable DiRital Plus and Di.qital Premier Rate
Adjustments
As reported via the November 19, 2004 City Council Information Letter,
Comcast Cable is currently in the process of updating broadcast capabilities
and programming for the Sebastian system via the addition of 21 channels.
Earlier this week, the attached notice was delivered to my office by Klayton
Fennell, Vice President, Government and Community Affairs informing the
City of Sebastian about price adjustments to impact both Digital Plus and

Digital Premier cable television services. As referenced on the
accompanying chart, monthly subscription rates will increase between $1.00
and $2.00, depending on the number of premium service options being
utilized by customers. Respective increases will take effect Sunday,
January 2, 2005, several days in advance of the aforementioned channel
additions.
Waste Management Holiday Schedule
As both Christmas Day and New Years Day fall on Saturdays during this
year's holiday season, no waste collection schedule disruptions are to be
experienced in the City of Sebastian. However, my office anticipates that
concerted efforts will be made by assigned Waste Management crews to
complete reutes via significantly earlier hours during both Christmas Eve
and New Years Eve, enabling respective employees to spend time with their
families as soon as possible. Any questions and/or concerns regarding
waste collection activities can be addressed by contacting Waste
Management's local area office by calling 569-1776.
Happy Holidays
As today's report will serve as the last City Council Information Letter for the
2004 calendar year, I wish each of you and yours a happy and safe holiday
season. Please be advised that City Hall will officially be closed Thursday,
December 23rd, Friday, December 24th and Friday, December 31st in
observance of Christmas Eve, Christmas Day and New Years Day
respectively. However, numerous employees will utilize additional vacation
days in an effort to once again make the holiday season more productive
and enjoyable. With exception of being away from the office Monday,
December 13th and Tuesday, December 14th to spend time with June and
Parker to take care a various matters, I will continue to report to City Hall
during other normal business days for the remainder of the month. We will
also host my grandmother this season. She will arrive in Sebastian by way
of Orlando International Airport from Chicago on Wednesday afternoon,
December 22nd. I will therefore remain accessible via home (388-9757),
office and/or cellular telephone (633-7693) in the event that any of you
require speaking with me personally during these times. As such, your next
information letter report will be delivered Friday, January 7th, along with the

January 12th Regular City Council Meeting Agenda. Otherwise, I look
forward to seeing most of you Saturday evening at the City of Sebastian

In reference to the 2004 Enhancement Project Application submitted by the Ci.ty of
Sebastian (Scenic Beautification on CR 512), please be advised that the MPO
adopted this project as its number two priority Enhancement Project. Subsequently,
FDOT funded the project in the new five-year tentative work program (TWP).
Design funding is programmed for FY 2007 and construction funding is programmed
for FY 2008.
To receive these funds, the City must be Local Agency Program (LAP) certified with
FDOT. For information on LAP certification, please contact Steve Gonot. FDOT
District IV LAP Coordinator, at (954) 777-4309. The City must also provide FDOT
with additional cost information and agree to enter into a maintenance memorandum
oCa~m-eeme~t (MOA) with FDOT. Prior to LAP a~eemenr, FDOT requires a MOA
for enhancement projects involving landscaping (see pages 1 and 4 of the
attachment).
The attached letter from FDOT contains additional information on local
responsibilities with respect to the enhancement program as well as an enhancement
funding summary. If you need any additional information, please do not hesitate to

SUBJECT: 2004 Final Enhancement Eligibility Determinations and Funding
Enclosed is the Indian River County Enhancement Project spreadsheet for the 2004 Cycle, reflecting final
ehgibility deten~in~tions and rankings approved by the MPO. All projects that were ranked "Pending" have
been reassessed and assigned "Ehgible" or "Not Eligible" status, based upon additional data submitted by the
sponsor.
The District used this spreadsheet and the MPO Project Priority List as a guide to program eligible projects
within available funding levels for the third year (2007/08) of the upc~oming Adopted Work Program (FY
2005/06 I 2009/10). As a reminder, once a project is included Into the Work Program and during the course
of project development, flit is ascertained that the project cannot be built for anv reason, the project will be
te~erninat~l regardless of its original eligibility stares. Additionally, any changes'to funding commitments or a
change to the scope of a project will require iMPO approval.
iMPO and local government r~ponnihilifies
MPOs are asked to notify project sponsors of the final funding status of their applications as reflected
in the unclosed spreadsheets. The District requests that this ~ and all enclosures b~ included
m your notification to project sponsors.
The project spon~r must certify ownership and/or possession of right-of-way or easements prior to entering
into a required Local Ag~cy Prog,,,m (LAP) Agreement for those projocts which still have applicable
comments as described in the enclosed enhanc~anent spreadsheet. This certification must be completed, and
submi~n:l to the Distri~ Offs, before federal authorization for conslmaJon is giveaL Polities on Uniform
Relocation~ssistance and Real Property Acquisition for federal and federally assisted programs must be
followed when seeuring additional right--of-way or easements. Failure to provide this eerfifieation will
delay or cause the project to be removed from the Department's Adopted Five-Year Work Program.
Maitllenanee Memorandum of Agreement (MOA) is required for enhancement projects involving
landscaping and is due prior to the LAP Agr~n~nt for the project. Federal authoriTation for conslm~on
will not be given until this MOA has been executed.

Additionally, review of landscaping along state roads and at state road intersecaons will require FDOT

Dear Mr. Moore:
As a result of storm damages from Hurricanes Frances and Jeanne, a structural inspection of
Emergency Services Station 9 indicates the nearly 20-year old building is a total loss. We are working
with FEMA to establish a temporary housing unit in the parking area of the existing Station but are
encountering set-up problems due to the slope of the property. In the interim, the EMS crew from
Station 9 is responding from the Sebastian Hospital and the Station 9 Fire-Rescue crew is co-located
with Station 8. We remain hopeful that the emergency crews will move back onto the existing Station
9 property in early December.
Given the above, the County has begun the required advertising to secure an architect to design/build a
new Station 9. As we move through this process, we are considering other nearby sites within the City
to locate the new facility. One suggestion has been to seek the City's approval to place the new station
north of the new Municipal Complex and Police Station. As we weigh our options for a new location,
the Emergency Services Director, John King, and I would like to meet with you, and the City Council
if you deem it appropriate, to discuss this issue in greater detail.

Per our discussions, Growth Management will be coordinating efforts with the Iler Planning Group to complete the
previously contracted comprehensive plan update/revisions. We received a draft plan on December 1, 2004, and we are
scheduled to meet with lPG on Wednesday December 15, 2004 in order to finalize the draft plan for presentation to the
Local Planning Agency.
Specifics requirements contained within the Land Development Code stipulate public hearings and workshops are
required pdor to presentation of the Comprehensive Plan amendments to the City Council for consideration and
adoption. We anticipate holding the first public workshops during the month of January with ultimate presentation to the
City Council to occur following receipt of a recommendation from the Local Planning Agency with regards to acceptance
of the proposed amendments.
Please advise if you need any further updates with regards to the processing of the comprehensive plan amendments.
