Equipment in City of Sebastian Parks
In response to recommendations as offered to City Council by the Parks and
Recreation Advisory Committee during your December 8, 2004 session
regarding the possibility of implementing special needs playground
equipment programming in park facilities throughout the community, please
be advised that both the Department of Public Works and the Department of
Finance were recently directed to incorporate respective financing
opportunities via the second quarter budget adjustment process (via
possible allocation assistance from the Parks and Recreation Impact Fee
Fund), anticipated within the next three months or so. As referenced in the
attached memorandum as compiled and delivered by Parks and Recreation
Superintendent Chris McCarthy, additional purchase and installation
recommendations will be offered via the Fiscal Year 2005/2006 capital
improvement schedule. It was recently determined that immediate benefits
can be offered at both Easy Street Park and Filbert Street Park, given the
space available, as well as consistent with previous plans to possibly
expand equipment installation at both sites later this year. Mr. McCarthy will
discuss more specific details regarding these suggestions during the Parks
and Recreation Advisory Committee's public input session scheduled to
take place next Saturday, January 29th, beginning at 9:00 a.m. here at City
Hall.
Pro.qrammin.q and Staffing Recommendations - Friendship
Park Tennis Courts and Clubhouse Facilities
Staff from the Office of the City Manager, Department of Public Works and
the Department of Finance recently convened to discuss potential
recommendations for staff and programming to accommodate new tennis
facilities at Friendship Park at the Sebastian Municipal Complex. As stated

during the December 8, 2004 dedication ceremony, many park features will
become available for public use circa late February, necessitating the need
to engage ideas and/or recommendations regarding staffing, hours of
operations and programming fees. The attached memorandum as compiled
and delivered by Parks and Recreation Superintendent Chris McCarthy
offers suggestions for consideration regarding such, based on benchmark
information secured from other municipalities in Florida providing these
opportunities, notably nearby Melbourne. Ideas regarding resident and non-
resident rates of $2.00 and $3.00 respectively ($3.00 and $4.00 with lights)
were also shared with members of the Sebastian Friendly Tennis Group,
who expressed their endorsement for such an arrangement. However, City
Council will have an opportunity to consider recommendations, as well as
offer other direction as determined appropriate during a regular meeting
sometime in February.
Student Government Day
Just a reminder that city administration once again recently rescheduled its
annual Student Government Day program, now scheduled to take place
Tuesday, January 25th beginning circa 9:00 a.m. This adjustment was
engaged in an effort to accommodate revised testing dates for area students
and pupils resulting from various inconveniences of the 2004 hurricane
season, as well as per request of various educators to accommodate such.
This year's event will therefore continue to enable youth from the elementary
to the high school level to participate in an invaluable experience to assist
their efforts to learn more about local government operations, services and
decision-making processes. For those of you with flexible schedules that
may be able to join us, please feel free to do so. Young people assigned to
my office during the event will serve as the mock City Council, City
Manager, City Clerk and City Attorney for the day. As such, I therefore
would like to encourage any of you to visit this office sometime prior to the
"City Council" session.
Final City Council Information Letter Report
As previously reported, my final City Council information letter will be
delivered to each of you next Friday, January 28, 2005. The primary
purpose of this report will be to provide various synopses regarding current
projects, programs and related matters. Updates will therefore include the
status of finalization of the Sebastian Municipal Complex (to likely include a

final expenditure report to once again clarify that both effective project and
budget management practices were fully engaged); implementation of the
Old Sebastian Elementary School/City Hall Restoration Program;
continuation of the Louisiana Avenue Improvement Program; as well as
various capital projects underway at Sebastian Municipal Airport. Of course,
I will be happy to meet and/or discuss with any of you individually regarding
questions and/or concerns above and beyond the content of next week's
statement. As such, please feel free to contact me should the need ever
arise.

Special Needs Playground
The Parks and Recreation Advisory Board had requested Council that we explore
the possibility of constructing a Special Needs Playground in the City. After
discussions at our January 10, 2005 meeting, we would recommend programming
two Special Needs Playgrounds into the 2005 - 06 Capital Improvement budget at
a cost of $100,000.00 ($50,000.00 each). Recreation Impact Fees might be
available in funding these projects. I am also looking into the Florida Boundless
Playgrounds Initiative for additional funding. The playgrounds could be located at
Easy St. Park and Filbert St. Park. This would give us a Special Needs
Playground north and south of Sebastian Blvd. I will attend the Parks and
Recreation Advisory Board public input meeting on January 29, 2005 and should
come away from that meeting with some good ideas regarding this matter.

Staffing, Hours of Operation and Fees for Clay Tennis Courts
at Friendship Park
The new clay tennis courts at Friendship Park are currently under construction
and are scheduled for completion at the end of February. After discussions at our
January 12, 2005 meeting, it is necessary to make recommendations regarding
staffing, hours of operation and fees to use the courts. We recommend hiring three
part time attendants for the courts. We can implement this with 2nd Quarter budget
adjustments. The hours of operation and fees charged would be in the form of a
Resolution for Council approval at the February 9, 2005 meeting. We visited the
City of Melbourne's Fee Avenue Tennis Courts to gather information about how
they operate. The Fee Avenue Courts have four clay courts along with several
asphalt courts. We have attached their hours of operation and fee schedule to this
memo. We will consider annual memberships in the 2005 - 06 budget. Here are
our recommendations for the Friendship Park Courts.
