SPECIAL MEETING
WEDNESDAY, JANUARY 12, 2005- 6:00 P.M.

Mayor McCollum called the Special Meeting to order at 6:00 p.m.
The Pledge of Allegiance was recited.

a. Appoint Interim City Mana,qer
The City Manager said the City Charter requires the City Manager to appoint an
acting City Manager in his absence, and after speaking with his department
heads soon after his arrival, selected Police Chief Jim Davis to act in his absence
based on his experience from previous communities. He said command staff will
be able to function for the time the Chief would act as City Manager; that
department heads respect Chief Davis, and that it is not necessary to implement
changes during an acting status but rather to keep a steady hand.
Sal Neglia, Andrea Coy and Damian Gilliams recommended the appointment of
the City Attorney as Acting City Manager.
Mr. Barczyk recommended against a department director directing other
departments.
Mr. Coniglio said the department heads indicated this should be a team effort
and they could do this for the chief, and that there should be three separate
charter positions for the check and balance. He recommended Chief Davis.
Ms. Monier agreed with appointing Chief Davis as Acting City Manager.
Mayor McCollum, asked, in an interim position, would a director act as a Charter
officer. The Human Resources Director said the interim would report to Council
no differently than the process in place now with Mr. Moore.
Mayor McCollum said he has the utmost faith in Mr. Stringer, but for his
protection it would be difficult to put a charter officer over two charter offices. He
said Mr. Davis has a substantial staff to assist him with day-to-day operations in
the Police Department. He agreed with the selection of Chief Davis as interim.
On MOTION by Mr. Conigiio, and SECOND by Ms. Monier, Chief Jim Davis was
appointed interim City Manager on a roll call vote of 3-1. (Barczyk - nay)

b. Provide City Manaqer Qualifications to Human Resoumes
The Human Resources Director had provided a schedule and advertisement for
Council comment.
In response to Mr. Coniglio, the Human Resources Director stated his reasons
for not posting a salary range. Mr. Coniglio suggested language relative to the
CRA.
Mr. Barczyk suggested adding language relative to knowledge of the City's
historic district.
MOTION by Mr. Barczyk and SECOND by Mr. Coniglio, the advertisement was
approved with changes on a voice vote of 4-0.
On MOTION by Mayor McCollum, and SECOND by Ms. Monier, salary for the
Interim City Manager was added to the agenda on a voice vote of 4-0.
Chief Davis requested no salary adjustment be given.
On MOTION by Mr. Coniglio, and SECOND by Mayor McCollum a 10% increase
was approved on a roll call vote of 4-0.
The reference to residency requirement was removed from the advertisement
and will be left open to negotiation.
Being no further business, Mayor McCollum adjourned the Special Meeting at
6:45 p.m.
