Discussion followed on the type of work he planned to do and the break in work noted on the submitted Echelberger letter. MOTION by Mr. Morris/Mr. Gilligan "Mr. Chairman I make a motion that we approve Mr. Bashton to take the exam." Discussion followed on his prior experience. He said he would be doing repair work. Mr. Morris pointed out that his documents met the requirements for the exam. MOTION by Mr. Morris/Mr. Gilligan "I'm going to make a motion that you be able to take the Experior, Mr. Archbold that you take the Experior exmn for residential contractor." It was pointed out that he had previously taken an Experior exam. MOTION by Mr. Mitchell/Ms. Carbano "In that case I make that Mr. Bonin be able/allowed to take the exam." Discussion ensued as to his roofing foreman experience. Mr. Morris pointed out that his letter only states general contracting experience and more roofing supervision was necessary. MOTION by Mr. Morals/Mr. Gilligan "Mr. Chairman, Mr. Wolf I make a motion that we approve Steve Damato to take the Experior exam contingent upon a letter of job verification from a licensed roofing contractor with a minimum of 2 years hands on and 1 year supervisory." MOTION by Mr. Gilligan/Ms. Carbano "I make a motion that we approve Harvard C. Young to the take the Experior specialty contractor in aluminum." ROLLCALL: Mr. Garland - absent Mr. Wolf- aye Mr. Gilligan - aye Mrs. Morris - aye Ms. Carbano - aye Mr. Conover - absent Mr. Mitchell - aye MOTION CARRIED 5-0 MARK STAMP was sworn in and stated he needed a category for his specialty of gypsum finish on 2n~l story plywood floors. He further stated that Broward County did not know what category to use so they had him take the business and law extort, Mr. Morris made a motion but rescinded it for the following motion: MOTION by Mr. Morris/Mr. Gilligan "That we mark this stamped to the category of whatever license to be determined later by the Building Official of Sebastian, Florida." VIOLATION HEARINGS - none 8. BUILDING OFFICIAL MATTERS: WAYNE ESELTINE - NEW BUILDING DIRECTOR The Building Director introduced himself and gave information on his background. He stated he is proud of his department's customer service and next day inspections. He spoke very highly of his staff. He stated he felt there was too much licensing especially on the City's part. He advised the board that Council is considering an ordinance to remove the City as a testing site, which will return his adminislrative assistant to her duties and save the City revenue. The Building Director stated he would consult with the City Attorney to learn the process of eliminating the City as testing site. Tape I1, Side I (8:40pm) The Board expressed concerns that violation cases are not brought before the board. The Building Director stated that four offenses are 3a degree felony and the individual could go to jail. The Board also expressed concern that they could be personally sued for issuing licenses to incompetent individuals. The Building Director stated that in the near future the department hopes to issue and track permits by the computer with a 15 day turnaround. He then excused himself to attend the Cain House relocation. 9. BOARD MATTERS: The board is interested in dissolving if they are to continue reviewing exam applications or they would like to see more violators fined and meet only when that is necessary. It was discussed that the Depamnent is 10 years behind and that perhaps the elimination of the examinations would allow the Department to catch up. Tape I[,, Side II (9:28 pmJ Mr. Morris indicated receipt of a letter fi.om the City Clerk inviting the board to make bi-unnual or annual reports to the City Council. With the Board's approval he asked the record reflect that in lieu of impending ordinance changes it may not be necessary to make a report but the letter had been received. 10.
