HomeMy WebLinkAbout03052002Minutes of the City of Sebastian Canvassing Board $/12/2002 General Election Tuesday, March 5, 2002 - 3:00 p.m. Supervisor of Elections Office and 1st Floor Conference Room B Indian River Coun~y Administration Building 1840 25th Street Vero Beach, FL Present: City of Sebastian Canvassing Board Members: City Clerk, Sally Maio (Chairperson) and Deputy City Clerk, Jeanette Williams (substitute for City Manager). City Attorney, Rich Stringer was unable to attend due to illness. Other Officials Present: Indian River County: Supervisor of Elections, Kay Clem; County Attorney, Brian Connelly; Chief Deputy Supervisor of Elections, Cathy Hart; Absentee Ballot Coordinator, Marge Diehl. Representatives of Sequoia were also present. City of Vero Beach Canvassing Board Members: City Clerk, Tammy Vock; City Manager, Rex Taylor; and City Attorney, Charles Vitunac. City of Fellsmere Canvassing Board: City Clerk, Deborah Krages; Mayor, Joel Tyson; and City Attorney, Warren Dill. All canvassing board members and Supervisor of Elections staff met in the tabulating room of the Supervisor of Elections Office with representatives of Sequoia to witness the public testing of the new voting and tabulation equipment. Following the public test, Canvassing Board members Maio and Williams certified the test results and the certifications were sealed by Supervisor's staff. A copy oftbe public notice is attached to these minutes. Member Stringer was absent. All members then moved to Conference Room B for the Canvassing Board Orientation Meeting. Chairperson Maio called the Sebastian Canvassing Board meeting to order at 3:55 p.m. Supervisor of Elections, Kay Clem, discussed new election laws, the voting machine selection process, and public education on use of the new machines. She then briefly described the provisional ballot process and conducted a brief review of Supervisor of Elections and Canvassing Board Elections night procedures. Absentee balloting procedures and guidelines were discussed. She asked thafall canvassing board members arrive by 5 pm on March 12, 2002 for the absentee ballot count in Conference Room A of the County Administration Building, and following absentee ballot opening, move to the Supervisors' office for a public test scheduled for 6 pm (notice included in attachment) and to await the returns. MOTION by Maio/Williams "I move to approve recommended absentee ballot guidelines." VOICE VOTE carded 2-0 Voter Intent Guidelines/Optical Scan Ballots The Sebastian Canvassing Board decided to wait to approve these guidelines when the City Attorney was in attendance at the March 12, 2002 meeting. (See list of state recommended guidelines attached) Mrs. Clem briefly reviewed procedures regarding recount, protest and contest of election returns, and certification; and urged each canvassing board to review new election laws which she had provided. Canvassieg Board Meeting for Absentee Count ~ The Municipal' Canvassing Boards will meet on March lz, 2002 at 5:00 p.m. i~ Conference Room "A" of the County Administrafloit~ Building, 1,8~0 25th Street. Vero Beach, Flori- da, The meeting is open to the public. The Boards will convehe, fo canvass the'absentee ballots for lhe March 12-Munidpal Elections, to receive queries frdm the public about the absentee ballots, and to conduct a Public Test (6:00 p.m.) on the election tabulation equipment,and to ca'nvass all the election returns as necessary. All absentee ballots received for the March 12th Munictpa~ Elections will be availab e for public inspection at the Super- visor of Elections offfce fl'om'8:30 p.m- until 12:00 noon, March 12, 2002. Counting of the absentee ballots will begin at 7:00 p.m. March 12, 2002. The Muni~ipcl Canvassing Boards may need fo reconvene during the week o~/~arch~ 12, 2002.
