Present: City of Sebastian Canvassing Board Members: Sally A. Main, MMC, City Clerk; Rich Stringer, City Attorney
and Jeanette Williams, CMC, Deputy City Clerk
Other Officials Present: Kay Clem, Supervisor of Elections; Brian Counelly, County Attorney; Cathy Hart, Chief Deputy
Supervisor of Elections; and Marge Diehl, Absentee Ballot Coordinator
City of Vero Beach Canvassing Board Members: Tammy Vock, City Clerk; Charles Vitunac, City Attorney; David
Merkarski, City Manager
The Indian River County Supervisor of Elections began the meeting and pointed out manuals for each member for their
review and introduced Brian Counelly who will act as the Supervisor's attorney for this election.
The Supervisor then cancelled the scheduled March 5th meeting due to expected low turnout, advising that
absentee and provisional ballots can be processed on election night. She then advised the Board to watch the
machines and tape during the equipment test run.
The Supervisor stated an emergency rule was still in effect requiring the equipment to print an image of the cast
ballot if needed.
Mr. Counelly reiterated the emergency rule was before the courts at this time. He said having voters file provisional ballots
only in their precincts was also under consideration. Mr. Counelly advised the Board to look for uniformity and consistency.
The Board members then agreed to reject the following absentee ballot conditions:
no voter signature
voter signature does not match
voter signed wrong ballot envelope - other ballot envelope not found
voter deceased or canceled since ballot returned
ballot returned aD, er close of polls
voted at polls
voted wrong election ballot
The Board agreed to accept ballots where the voter signed wrong ballot envelope and the other ballot envelope found.
The Board then moved to adjoining room to witness the test machines held a zero count. Steve Dehmers then conducted a
public pre-election test on the machines and tallied the counts, which went as expected.
The Deputy Supervisor of Elections then sealed the test machines and logged the identification numbers and seal numbers.
The meeting was then adjourned at 4:45 p.m.

PUBLIC PRE-ELECTION TEST
CERTIFICATION OF TABULATING EQUIPMENT TEST
FOR THE MUNICIPAL GENERAL ELECTION
MARCH 8, 2005
The undersigned members of the Canvassing Board do hereby certify that
on February 16, 2005 at ~ ;,~0 .p.m., the automatic tabulation equipment to be
used in counting the election systems ballots was tested to ascertain that the
equipment will correctly count the votes cast for all offices and all measures on
the ballot. The test was conducted by processing a pre-audited group of ballots
so marked as to record a predetermined number of valid votes for each
candidate.
The tabulation devices tested were as follows:

individual presence and sight, no results cartridges, results cartridge trays or
ballots were in any manner altered or tampered with by any person, and no
person touched any results cartridges or ballots, except a person authorized to
do so.
