Meeting was called to order by Chairman Garland at 7:00 P.M.
The Pledge of Allegiance was said.

APPROVAL OF MINUTES: Regular meeting of February 8, 2005.
Mrs. Carbano noted that her name had been spelled wrong - Carbano instead of
Carbona.
Board Secretary said the correction would be made.

I make a motion we approve the minutes of the meeting held 1/11/05.

NEW BUSINESS: Experior Exam
Lunn, Dale I./General Contractor
Mr. Lunn was sworn in by Ch. Garland.
Mr. Lunn's verification of time was questioned by Mrs. Carbano.
Mr. Lunn noted that he held a temporary roofing license in the City of Sebastian.
There was a copy of Class B Contractors License he held in Virginia. It expired
in 1993.
He was asked if he had to take a test to be issued a license. He said yes. He said
he also held a home improvement license.
Mr. Lmm gave a brief run down of some commercials jobs he worked on.
MOTION: Morfis/Gilligan
I make a motion we approve Dale Lunn with a clarification of his license from the
Commonwealth of Virginia, more specifically the evidence that he passed the
general contractors exam with a minimum score acceptable to Sebastian.

Garber III, Rudolph C./General Contractor
Mr. Garber was sworn in by Ch. Garland.
After having a brief discussion conceming the experience being shown, Ch.
Garland felt not enough was being shown to allow him to take the general
contractor exam. Mrs. Lanning asked why he didn't take the residential or
building contractor exam. Mr. Garber said a building contractor exam would
provide him with what he needed to do.
The Board Secretary verified that Mr. Garber was changing to the building
contractor exam.

I make a motion that we approve Mr. Garber to take the Building Contractor
Exam.

Fortson, Charles T./Excavation
Mr. Fortson was swom in by Ch. Garland.
A brief discussion followed.

I make a motion to approve Mr. Fortson to take the specialty contractor exam for
excavation.

Velie, Steven R./Exterior Surface Coating
Mr. Velie was sworn in by Ch. Garland.
Mr. Velie gave a verbal background on himself during a brief discussion.

I make a motion that we accept Steven Velie to take the test for specialty
contractor, specifically stucco work.

Mr. Bayle came in late.
Bayle, Richard M./Residential Contractor
Mr. Bayle was swom in by Ch. Garland.
It was noted by Mrs. Carbano that neither of the letters of recommendation were
on letter head. Mr. Bayle said he was very specific about this but he was told by
both companies that this was the way they did their letters.
Mr. Gilligan asked if Mr. Firth who had done one of the letters was a general or
building contractor. His letter showed both.
Mr. Bayle said while working for Mr. Firth he did both new construction and
remodeling. He also told the Board that he currently worked for himself as a
carpenter and that he was licensed in Indian River County, Indian River Shores
and St. Lucie County. He said he did take a test for the license. Ch. Garland
asked why a copy of this license was not in the packet. It was noted that it was not
given to the Board Secretary.

I make a motion that we approve Mr. Bayle to take the exam for Residential
Contractor.

Ch. Garland - no
Mr. Wolfe - no
Motion denied 5 - 2.
Ch. Garland noted that it looked as though the motion failed because the Board
felt he did not have enough experience.
V.C. Morris said that typically letters showing experience were on letterhead and
the State of Florida mandates that the license number be shown on the letter.
Also, he felt that both of the verification letters began with the same verbage. He
said he might have felt different if they had been on letterhead.
VIOLATION HEARINGS: None.
BUILDING OFFICIAL MATTERS: None.
BOARD MATTERS: Ch. Garland welcomed new board members Cindy Falco
and Karri Lanning to the board.
Mr. Gilligan wanted to go back to Mr. Bayle's application and the Board's
reasoning behind denying it.
He noted that Advanced Carpentry does a lot of work and asked if they felt it was
a doctored letter. V.C. Morals said he felt there could be some conclusions drawn.
He mentioned the letter not being on letterhead. Mr. Gilligan said that the
company being a carpentry contractor probably wouldn't have it.
Mrs. Carbano noted that the letters were set up the same way..
Mr. Gilligan felt that there was a signature on each and they had been notarized.
Maybe they had someone type the letters that they would be signed and notarized.
V.C. Morris mentioned that on Mr. Firth's letter that at the top it showed CGC
with no number and at the bottom it showed CRC017293. He felt there was just a
lack of credibility.
Chairman Garland mentioned that Mr. Bayle said he had a carpentry license but
did not provide a copy with his application. The Board Secretary said she did not
know he had one, it was never mentioned. He said this brought doubt to his mind.
V.C. Morris said that if the letters had letterhead on them and he had a copy of the
license, he might have come to a different conclusion.
ATTORNEY MATTERS: None.
