Mayor Barnes called the workshop to order at 6:00 p.m,
The Pledge of Allegiance was recited.

It was the consensus of City Council to allow public input at the end of the workshop.

Section 75-7. Discussion took place on item (d) regarding sale of goods. Mayor Barnes noted it was started
to prevent flea markets in the park. The City Attorney asked what would happen ifa for-profit group wanted
to sponsor an art show.

The City Attorney advised that under its police powers, the Council can prohibit flea markets, and suggested
the policy be written so that the sale of goods is in conjunction with special events. Mrs. Cartwright noted
that there was provision in the Land Development Code that prohibits flea markets. The City Manager
suggested extracting that language and putting it in this ordinance.
Mr. Taracka suggested requesting that a health department certificate be submitted one week prior to the
event, Mrs. Sullivan suggested adding a line for the health department certificate number on the application
form and making the permit issuance conditioned upon receipt of the health department certificate.
Mayor Barnes said he was concerned for charging for electricity when someone wants to plug in a coffee pot.
Mrs. Sullivan again said she would like to see the health department permit number on the application and
Mrs. Cartwright said the application will have to be modified in light of changes made tonight.
Edra Young, 1151 Clearmont Street, Sebastian, suggested a bulletin board or kiosk at the park which shows
the park schedule. The City Manager said he thought this was a good idea. Discussion followed on whether
a time requirement for park reservations was necessary and the City Manager recommended first come fa'st
SeD/ed.
5. Being no further discussion, Mayor Barnes adjourned the workshop at 7:03 p.m.
