Mayor McCollum called the Special Meeting to order at 6 p.m. 2. The Pledge of Allegiance was recited. 3. ROLL CALL City Council Present: Mayor Nathan McCollum Vice-Mayor Brian Burkeen Council Member Andrea Coy Council Member Lisanne Monier Council Member Sal Neglia Staff Present: Interim City Manager, Jim Davis City Attorney, Rich Stringer City Clerk, Sally Maio Human Resources Director, Jim Sexton Deputy City Clerk, Jeanette Williams 4. SPECIAL MEETING ITEMS Public Input Damien Gilliams, suggested naming one of the City Council members as the City Manager for one year to save money. He further suggested giving department heads a goal to come in under budget and award them with a bonus. He said the City has a knowledgeable City Attorney and a Chief who is doing the job now. He recommended Mrs. Blair (?), Mr. Melena, and Mr. Minner if Council is inclined to go the normal route. Special City Council Meeting April 6, 2005 Page Two A. Narrow Field to 3-5 Applicants and Establish Rankina Order The Human Resources Director said he had distributed questionnaire responses and applicant references to Council and said it is now time for Council to pick its top candidates and decide when and whom to interview. Each Council member listed his/her top choices in order: Mr. Nealia AI Minner Susan Boyer Rex Taylor Linda Bolton Ms. Monier AI Minner Mr. Malena Mr. Swansen Susan Boyer Mayor McCollum Rex Taylor Linda Bolton Susan Boyer Vice Mayor Burkeen Susan Boyer Rex Taylor Thomas Malena Ms. COy Thomas Malena Rex Taylor AI Minner Linda Bolton 2 Special City Council Meeting April 6, 2005 Page Three Ms. Boyer and Mr. Taylor had four votes; Mr. Minner and Ms. Bolton had three votes; Mr. Malena had three votes; and Ms. Swansen had one vote. Mr. Neglia asked to add Mr. Minner to the two top applicants for interview. Ms. Monier suggested all four top applicants could be interviewed. Vice Mayor Burkeen recommended interviewing Mr. Minner, Mr. Taylor and Ms. Boyer. Ms. Coy recommended Ms. Boyer, Mr. Taylor, Ms. Bolton and Mr. Malena as a fourth for interview. Vice Mayor Burkeen said Council was going to go to four, it might as well interview all five to answer all questions. Mr. Neglia said he would go along with five. Ms. Monier said one of the things Council wanted was someone with experience and Linda Bolton does not have management experience. She said she had asked eight staff members to review the applications and there was no affirmative answer on Ms. Bolton. Mayor McCollum said it looked like general consensus was for five. On MOTION by Ms. Coy, and SECOND by Mr. Burkeen the five applicants chosen for interview were AI Minner, Susan Boyer, Rex Taylor, Linda Bolton and Thomas Malena on a roll call vote of 5-0. B. Consider Schedulinq Interviews Mayor McCollum asked for a consensus on whether interviews should be one-an-one or interview as a group. He said he preferred one-an-one and City Council members concurred. It was the consensus of Council that the cost of an airline ticket and hotel could be paid by the City. The City Clerk said appropriation can be brought back to Council on April 13th if necessary. 3 Special City Council Meeting April 6, 2005 Page Four It was the consensus of Council for individual interviews to be held on Monday, April 18lh at 6 pm and a Special Meeting held on Tuesday, April 19th at 6 p.m. for final decision. The Human Resources Director invited Council members to visit with him individually to formulate questions and cautioned them on interviewing guidelines, which he will review with them. The City Attorney said these are one-on-one interviews and not public as long as Council later deliberates together as a body before making it's final decision. The City Attorney said individual members may invite people into its interviews if he/she so desires. Further discussion took place on paying travel fees. On MOTION by Mr. Neglia, and SECOND by Ms. Monier, Council gave Mr. Sexton authority to make travel reservations for applicants and that the City will pay for travel and two nights lodging if necessary for those who are beyond a 75 mile radius. 5. Being no further business, Mayor McCollum adjourned the Special Meeting at 6:45 p.m. Approved at the 4/13/05 Regular City Council Meeting. ~ Nathan B.
