Meeting was called to order by Chairman Garland at 7:00 P.M.
The Pledge of Allegiance was said.

APPROVAL OF MINUTES: Regular meeting held 2/8/05.
MOTION: Carbano/Morris
I make a motion we approve the minutes of the meeting held 2/8/05.
A voice vote was taken - Motion carried unanimously.
OLD BUSINESS: None.
NEW BUSINESS: Experior Exam

Mr. Dahlberg was not present at the meeting.
Severino, Chris/Ltd. A/C Contractor
Mr. Severino was swom in by Chaim1an Garland.

I make a motion that we approve Chris Severino to take the A/C licensed exam with
Excrior.

North, David/Irrigation
Mr. North was sworn in by Chairman Garland.
Chainnan Garland noted that we require verification of construction experience and he
didn't see it in the folder.
Mr. North said that froml989 to 1998 he owned Coastal Irrigation and Landscaping in
Brevard County as a sole proprietor.
It was noted that this information was not in the folder.
Mr. North said it should be since his CPA faxed the information that he did the taxes for
him.
Chainnan Garland said that occasionally he calls the people who write these letters. He
spoke with a gentleman from the CPA office and he agreed that he did furnish the letter
but they could not verify that Mr. North was licensed. Mr. North said that he was not
licensed anywhere in the State of Florida at this time.
It was noted that Mr. North was presenting the Board with 3 letters and they are all
stating basically that he was performing work in this category for them. Without a license
no work should have been done at all.
Chainnan Garland recommended that Mr. North withdraw his application, refresh it with
the right data and verifications of employment and any licensing held in the past and get
copies of it and then come back to the Board.
Mr. North withdrew his application.

I make a motion that we accept Mr. North's withdrawal of his application for the
irrigation license.

I make a motion that we allow Mr. Biggles to take the test for specialty contractor Ltd.

Mr. Echols was not present at the meeting.
Chairman Garland noted that this case is for unlicensed contractor, willful disregard of
the building codes and abandonment of a construction project. A letter from the
homeowner was given to thc Board.
MOTION: Morris/Carbano
I make a motion that violation 26-171(a) unlicensed contractor with regard to Ronald
Echols etal Ronald Echols Floor 4 D, Inc. bc fine $500.00, 26-172(1), willful disregard of
the building codes, $500.00 and 26-172(10), abandonment of a construction projcct be
fine $500.00 which is the maximum fine for that occurrence.

It was noted that in the paper work scnt to Mr. Echols that he be given 30 days from the
date of this hearing to respond and if he fails to do so we will investigate in the criminal
fashion.
Marcus Murray

Mr. Murray was sworn in by Ch. Garland.
It was noted that Mr. Murray was a temporary roofing contractor and that he was
replacing drywall in a majority of the house.
Mr. Murray told the Board that he was just to help someone out and that the job got
bigger than it was suppose to. The nephew of the homeowner kept wanting more of the
drywall torn out and he just kept going. The nephew ended up finishing the drywall in
the house.
A contract was not written up until the nephew got involved and then I gave them a
proposal of S 14,000.00 if I had done the job, which I did not finish. This included the
drywall, insulation and painting.
V.C. Morris said that he would request a letter from the homeowner and make sure that
she got a lien release from you and that she write a letter to the Board stating that it was
handled in an equitable manner.

I make a motion that we fine Mr. Marcus Murray on violation 26-171(a), unlicensed
contractor 5250.00, violation 26-172(1), willful disregard of the building codes, $250.00
for a total of $500.00.

BUILDING OFFICIAL MATTERS: None
BOARD MATTERS: Chairman Garland suggested that perhaps a workshop could be
set to discuss the penalty fines that would be used at a violation hearing. The Board
Secretary said she would check the calendar for the council chambers to see what would
be available over the next couple of weeks and check with Atty. Stringer to see when
would be the best date for him to attend. The Board would be polled with the dates and a
date would be set.
