Recreation Advisory Committee
April 24, 2005
Called to order by the Chairman:
Roll Call: The following members were present
William Ingui, Jayne Barczyk, Jessica Keaton, and Michelle Merlin, Jeanne
Jessup, resigned, Elizabeth Gray were absent excused — It was stated by the secretary that
Mrs. Gray had also resigned.
Staff members present were Linda Kinchen, Recording Secretary, Chris McCarthy, Parks
and Recreation Superintendent,
Approval of Minutes: A motion to approve the minutes of March 14, 2005 meeting was
made by Mrs. Barczyk second by Mr. Ingui passed unanimously.
Old Business: Mr. Ingui gave a brief synopsis of his trip to the City Council meeting and
then the discussion turned to where to put the handicapped equipment. It was suggested
that sand boxes and possible animal prints could be used in Riverview Park — new soft
surface and sand box, also Friendship park and Barber Street Park should have
Handicapped equipment.
Item #2 Dept of Agriculture sign request. This item was tabled indefinitely until the
riverfront is finished being repaired.
New Business:
Chairman made a summary 16 pages long of our past requests and wish lists for the parks
and also added the request for an additional full time person for the recreation staff.
It was discussed that the committee should make a direct request to keep the old council
chambers for recreation.
A motion by Mr. Ingui to recommend
1) Parks — That a Recreation Div be created under the Public Works Department
with its own budget
2) That a full time supervisor become the head of the division
3) That the Old council chambers building be completely devoted to recreation site,
offices, summer camp, various activities and classes.
4) Due to Public Demand that priority action plan for a summer camp program and
other new programs with new personnel be taken.
Second by Michelle Merlin — passed unanimously.

It was suggested that we put an observation deck on the Day Street lake.
Mr. Ingui asks Mr. Barczyck for a written request for the deck and it will be addressed at
the next meeting.
Member Comments:
Mrs. Barczyk — Signs for Park Names — what is happening.
The Indian Rvier Drive Sidewalk needs some signs that say "Watch out for Bike riders"
Mrs. Merlin asked what is up with the Easy Street Park.
Mrs. Keaton asks re: Guardrail at Hardee park — Chris advises the request was turned
over to Stormwater but has received no response.
Staff Comments: Chris has ls` draft of Easy Street, Riverview, Bryant Court park plans to
show to the committee. Their only comment was to add soft surfaces and shade on the
plans.

1) Preparation of a Summary Report listing the recommendations made by the Parks
and Recreation Committee in the past 3 years as a courtesy update for the recently
elected members of City Council and to use as a point of reference to review the
status of recommendations made.
