RECREATION ADVISORY COMMITTEE

May 24, 2004 — 5:00 p.m.
1. Chairman Ingui called the meeting to order at 5:00 p.m.
2. The Pledge of Allegiance was recited.
3. Roll Call:
Members Present: William Ingui (Chairman), Jayne Barczyk, Jeannie Jessup,
Jessie Keaton, Wayne LeBeouf
Members Absent: Elizabeth Gray
Staff Present: Chris McCarthy, Parks and Recreation Superintendent, Sally
Maio, City Clerk
4. Approval of Minutes: April 26, 2004 and May 3, 2004
Mr. Ingui noted a correction to the May 3, 2004 minutes — last line of first page
change "states" to "stakes"; and complimented the committee secretary for her
note taking in the rain.
Ms. Keaton noted a correction to the May 3, 2004 minutes on page two for the
proposed location of the snowshoe house; and the committee agreed it should
be "the southeast corner of Riverview Park west of Indian River Drive."
MOTION by Barczyk, SECOND by LeBeouf to approve April 26, 2004 minutes
and May 3, 2004 minutes with corrections passed 5-0.
5. Old Business
Letter to Council Re: Snowshoe House
The Committee approved of the letter prepared by Chairman Ingui as presented
for the May 26, 2004 Council meeting. Mr. Ingui said he would ask that Council
move the snowshoe item up on the agenda, and Vice Mayor Barczyk, who was in
attendance, said he would make the request.
Summary of Visit to Stormwater Park for Council Recommendation
The Committee reviewed the draft letter prepared by Chairman Ingui after he
read it for the record.
Minor changes were made, i.e., change "dyke" to "berm", added that two years
after completion the site becomes property of the City, add to list of prohibitions
"no sidewalks, no dirt bikes". Mrs. Jessup requested that a sign with a positive
message rather than telling people what they can't do be installed.
Mr. Ingui said he would finalize the letter and forward it to Council.
Mrs. Jessup asked for an answer to what will happens when the parks opens
with St. Johns River Water Management District as the overseer.
6. New Business
Mr. Ingui said a letter from Shirley Kilkelly objecting to the snowshoe house in
Jordan Park and a letter from Rene Van de Voorde, Historical Society
recommending placement of the snowshoe house in Jordan Park had been
received by the Committee.
Mrs. Barczyk said the Committee owes it to residents who spoke out in favor of
Jordan Park remaining a neighborhood park. Mr. Ingui shared photos of the tour
of sites, and Mrs. Barczyk said there are endless opportunities for Sebastian
history if the house is placed in Riverview Park.
7. Input from Public
Robert Shoenfelt, 1092 Topsail Lane, Sebastian, objected to placement of a
storage facility in Barber Street Sports Complex on Rosebush Terrace which will
be used to store equipment for this and other areas of the City, stating it was
much too large and unnecessary for the site.
Chris McCarthy said a meeting with him and Mr. Shoenfelt and the City Manager
has been scheduled for June 14, that the proposed building had been denied by
Planning and Zoning, and that it may not even be budgeted for in the next fiscal
year.
Mr. Shoenfelt distributed some photos and correspondence he had requested
from the City and said he understood that Council discussed the item on
February 25th and only send it back because they wanted stucco but not a
smaller building.
Mr. Barczyk noted P & Z turned it down and said it must be stucco, that the
building could not be funded from recreation impact fees, and the item was put to
rest until the new budget. He said they never knew it was planned to be so large.
Mr. Ingui said Mr. Shoenfelt's concern seemed to be a dead issue but a red flag
is up.
8. Members Comments
In response to Ms. Keaton, Mr. Ingui asked that the full map of Riverview Park
from the CRA Report which includes the map key be copied to City Council for
their May 26th meeting. The City Clerk said she would make the copies.
10. Set Next Meeting
It was decided to set the next meeting for June 28th at 5 pm although Mrs. Jessup
and Mr. LeBeouf would not be able to attend. It was decided to review
Recreation's proposed capital improvement budget at this meeting.
It was noted that the Recreation time on the City website still says 5:30 p.m.
9. Staff Comments
Chris McCarthy gave an update report on park improvements and asked for any
new ideas.
Mr. Ingui suggested seeding the perimeter of the fence area at Creative
Playground.
Mr. Ingui said he asked the City Attorney if this Committee's recommendations
can have an impact on personnel staffing issues and he said that would not be a
problem.
It was decided to discuss staffing issues for the July Committee meeting and
Chris McCarthy was asked to give a broad view of how many people it takes to
maintain a park.
10. Being no further business, Mr. Ingui adjourned the meeting at 6:10 p.m.
