HomeMy WebLinkAbout06282004 RECRecreation Committee Meeting Minutes City of Sebastian Recreation Advisory Committee 6-a8 - 041 Called to order by the Chairman: Roll Call: The following members were present William Ingui, Wayne Leboeuf, resigned, Elizabeth Gray, absent, Jayne Barczyk, Mrs. Jeannie Jessup, absent excused and Jessica Keaton, Staff members present were Linda Kinchen, Recording Secretary, Chris McCarthy, Parks and Recreation Superintendent, Approval of Minutes: A motion to approve the minutes of April 25, 2004 was made by Mr. Barczyk second Mrs. Keaton Passed unanimously. Old Business: Chairman states the Cain House will be moved to Riverview Park do we know when. Miss Gray arrived at 5:05 PM Chris states will mobilize last week in July and move the first of August Public Works has to remove the chimney and porch addition and need to get a contractor to build a stemwall foundation. St. Johns Letter — Chair has concerns about swimming and the machinery — Letter to Council was approved. New Business: 1) Effect of Parks and Recreation committee on Personnel — Chris states he will be getting two new people this year. 2) Chris states that the Recreational impact fees will be restructed May 6, 2004. City Hall will require major renovations. Discussion turns to uses for the buildings and Chris states the committee should ask Terrence if the committee should recommend uses for the vacated buildings. He states the Boys and Girls Club is a private organization and we have no control over what they offer in their building. Parks and Recreation minutes June 28, 2004 Page Two Mr. Barczyk says wait until a couple of months and then discuss a recreation building. Mrs. Gray feels this committee should be talking about recreation and not parks all the time. Chris states at this time we do not have a Recreation Department. Chairman asks the committee to bring ideas to the next meeting. Jessica Keaton states there is a need for more help even if it is part time so the City can hold things like father —daughter dances or mother -son parties. Senior dances under the stars at Riverview park. Asks what does the City Do now. Chris states we offer the Easter Egg hunt, Haloween parade and the City has the Santa Sail In. Suggestions should be emailed to Linda for distribution. It is suggested that the committee should go to the budget meetings on July 8 and July 22 which are held at 6PM. Mrs Barczyk says we need to hold classes for parents on good sportsmanship. Rumor has it that the old City Hall building will be turned over to IRCC on the second floor for classes and the historical society on the first floor. Mrs. Keaton feels the Historical Society should be in the Snowshoe House. Staff comments — Chris states benches on South side of Creative Playground have been installed swing sets at George Street and Filbert Street parks are complete Irrigation has been installed on the east side of Riverview park. July 14th the City Council will approve contracts to the architects for designs on the proposed park improvements. The next meeting was scheduled for July 261h at 5PM. The meeting was adjourned at the park at 6:00 PM. Approved July 26, 2004 , Chairman June 28, 2004 Parks & Recreation Advisory Committee City of Sebastian., Florida Communication St. John's Storm Water Retention Pond Recommendation to Sebastian City Council The Parks & Recreation Committee has met Mr. Ralph Brown, PE, and Supervising Professional Engineer for the St. John's River Water Management District on two occasions: Monday, August 25. 2003 — Time: 5 PM Mr. Brown discussed the plans for the storm water ponds located on approximately 149 acres of land off Englar Drive. He discussed the design that involved a passive park and trails around the area. The Committee recognized, at that time, that a partnership of cooperation between the City of Sebastian and the St. Johns River Water Management District seemed very unique. The Committee heard from citizens to learn more. Monday, Apri124, 2004 —Time: 4:30 PM The Committee met Mr. Brown at the Storm Water Pond for a tour of the property. Members commented that his team was creating a beautiful environment that would help to keep our run-off water clean and that would maintain the natural surroundings, serving the City and its citizens for many years. Recommendations to the Sebastian City Council St. John's Storm Water Retention Pond 1. The park should be kept as natural and pristine as possible 2. Primitive paths for walking can be designed into the landscape 3. A few benches, without tables, on the top of the berm system, used to provide observation areas for the public to enjoy the view. 4. Depth markers in all ponds should alert the public that these ponds have deep water. 5. The City Council should decide on signage messages posted as both aop sitive and negative meaning the "not permitted" postings for park use. This list could include: ■ No dogs, fishing, cooking or fires, boating, camping, dirt biking or 4 -wheelers or swimming — This is a major concern for the Committee where there are large water systems and automatic pumps that can endanger the lives of people misusing the property. ■ A list of suggested ways to enjoy the park could include marking locations for observing wildlife, describing the foliage on the property and what structural methods were used to construct the ponds and how they work to help the environment, serving an educational purpose for walkers. 6.
