another step in the right direction.!
The extensive search for a City
Manager has resulted in the
appointment of Mr. Alfred "AI"
Minner, III.
Mr. Minner holds a Master's
Degree in Public Administration and
a Bachelor's Degree in Political
Science and History. In addition to
his academic credentials, Mr. Minner
has over ten years of government
management experience. Mr. Minner
served as City Manager of Fort
Meade, FL and City Administrator
for VandaIia, Missouri.
Mr. Minner and his lovely family
(wife, Kris, and two dal,lghters,
Madelyn (age 3) and Cecelia (8
months), have already relocated to
our beautiful city and are now part
of the Sebastian community.

Friendship Park Opening June 4,2005
We are proud to announce the opening of Friendship Parks located behind the new City Hall
Complex. The park amenities include a playground, 2 pavilions with picnic tables, four shuftleboard
courte, a horseshoe pit, 2 bocce ball courts, restrooms, attendants and storage building, walking
path, two volleyball courts, a lighted softball field and four lightsd clay tennis courts. Hours of
operation for tennis courts are Monday through Friday 8:00 am. to 12:30 p.m. and 1:30 p.m.
to 9:00 p.m., Saturday and Sunday hours are 8:00 a.m. to 12:30 p.m. and 1:30 p.m. to dusk.
The fee schedule for the use of the tennis courts is as follows:
City Residents - $3.00 for 11/2 hour sessions
Non-Residents - $5.00 for 1 1/2 hour sessions
Juniors (Under 18 years of age) - $2.00
No fees for the use of the horseshoe pit, volleyball, shuffieboard and bocce ball courts. You
must provide your own equipment.

Waterways.
What's is a Coastal Watershed?
Spring is here and thoughts have turned to the yard and garden and getting
them ready for the growing season, Spread the weed and feed on the lawn, spray the
pesticides to prepare for the onslaught of summer pests. But at the same time we
need to stop and remember those fertilizers and pesticides, if not properly used,end
up in the Sebastian River and the Indian River Lagoon,
Florida Yards & Neighborhoods
The Florida Yards & Neighborhoods (FY & N) Program, part of the University
of Florida Extension Service, was developed to address serious problems of pollution
and disappearing habitats by enlisting homeowners in the battle to save our natural
environment.. This program provides special educational and outreach activities
directed at the community to help residents reduce pollution and enhance their
environment by improving home and landscape management.
Tips From FY & N for Your Yard When You Fertilize
Fertilize only as needed and follow the manufacturers directions to maintain
quality lawns and landscape plants and to prevent waste and over fertilization,
Use organic or other slow release fertilizers
Use iron instead of nitrogen to make your lawn turn green during the summer.
When You Treat Pests
Treat only affected plants or lawn areas with pesticide applications and avoid
indiscriminate spraying. Check your landscape every 1.2 weeks for signs of insect
problems, Learn to identify five beneficial insects that provide natural controi of
harmful pests. Use environmentally friendly pesticides such as horticultural oils- and
insecticidal soaps. Use non-chemical approaches to pest control where possible, such
as pruning off affected areas, hand removing insects, etc.
Recycle When Possible
Recycle grass clippings by allowing them to remain on the lawn but blow them
away from the swale flowline. Use leaves and pine needles found in your yard as
mulch. Create and maintain a compost pile with yard clippings, leaves, kitchen
scraps, etc.
Irrigation
Mow lawns high to encourage a deeper, more drought and pest tolerant root
system, Irrigate lawn and landscape only when they wilt and then apply 3/4 inches
of water per application. Install a rain shut-off device on your sprinkler system.
Use drip or micro-irrigation system in plant and flowerheds. Maintain a 2"-3" layer
of organic mnlch over tree roots, shrubs and plant beds, Replenish mulch once or
twice a year to maintain 2"-3" depth, Applying these tips to our yards will help reduce
the pollutants that eventually reach our Sebastiao River and the Indian River Lagoon,

2005 Relay For Life
The 2005 City of Sebastian Relay for Life Team was awarded with certificates for
raising $4,500 and for its team banner for the April 30th event at Sebastian River
High SchooL
The fourth annual North County Relay for Life event raised over $86,000 for the
American Cancer Society, a new record for the event which began in 2002.
Relay for Life is an overnight event in which teams raise funds for cancer research.
The 2006 Fifth Annual Relay for Life is already in the works, Its theme will revolve
around countries of the world and several teams have already signed up to participate.

Public Works Update
Repairs Are Nearing Completion
The Roads and Maintenance Division of the Public Works Department is nearing completion of repairs on Indian River
Drive. The total scope of work included the removal of debris, filling and stabilizing washed out banks, repairing the sidewalks
and street lighting.
River Bank Stabilization
The Indian River Drive shoreline repair has been
done with the cooperation of the Federal Emergency
Management Agency (FEMA). The City was able to
mitigate and stabilize the banks by using the same
method used in the Riverview Park Area. This method
includes filling with soil, covering with a soil stabilization
material and then the placement of variQuS size rocks
on top ofthe material. This method has been proved
to work against hurricane force winds and seas.
Sidewalk Repair
The entire length of sidewalk along Indian River
Drive has been repaired with the exception of a short section near the Main Street boat ramp, which will be realigned very
soon.

The streetlights along Indian River Drive have been reset. The City is currently waiting for additional parts. Once the parts
are received, fmal repair is anticipated to be within the coming weeks.

National
Night Out
Event
On Tuesday, August 2, 2005, you are invited
to join forces with thousands of communities
nationwide for the 22nd Annual National
Night Ont crime and drug prevention event.
Last year we had a great turnout and we
would love to see you at this years event.
National Night Out is designed to (1)
Heighten crime and drug prevention
awareness; (2) Generate support for, and
participation in, anticrime efforts; (3)
Strengthen neighborhood spirit and police-
community partnerships; and (4) Send a
message to criminals letting them know
neighborhoods are organized and fighting
back.
From 7 to 10 p.m. On August 2nd, residents
in neighborhoods throughout Sebastian and
across the nation are asked to lock their
doors, turn on outside lights and spend the
evening outside with neighbors and police.
There will be a special event at Riverview
Park from 6 to 8 p.m. and you are invited
to join the Sebastian Police Department.
There will be "FREE FOOD" and activities.
There will be demonstrations and displays
from our Police Marine Unit, Motorcycle
Unit, K-9 Unit, Special Response Team,
School Resource Unit, Volunteer Unit and
Community Resource.

Greeting From The City Of Sebastian
On behalf of our community, I wekome you to this year's Sebastian Independence
Day Celebration.
During the last nine years, the City of Sebastian has worked in conjunction with
the Lions Club of Sebastian to host this highly regarded event, to be enjoyed by
families and friends within the area in an effort to celebrate America's Birthday
safety and wholesomely.
We give thanks to all the people who work so hard to organize the parade, fireworks
and all other planned events and activities. The City of Sebastian is also most
appreciative of the numerous governmental, business, group and individual partners
that contributed to respectivefundraising efforts. Such financial assistance is most
viable to successful events such as this, as it is our hope that such partnership is
maintained.
In short, Hapl'~ Birthday to the greatest nation on earth! Enjoy, be safe and God

City Council 2005/2006
The March 8, 2005 Municipal Election resulted in a change on the Sebastian City
Council. Incumbent Mayor Nathan McCollum returned to City Council for a second
two-year term. Newcomers Brian Burkeen and Andrea Coy were each elected to
two-year terms. Sal Neglia was elected to the one-year seat that was vacated by
former Council member Mike Hepinstall.
Brief biographies and photos of our new City Council can be found on the City

Following the swearing-in ceremony on March 14th, City Council selected Nathan
McCollum as Mayor and Brian Burkeen as Vice.Mayor for one-year terms to March
2006. The fIfth member of Council is Lisanne Monier, who was elected in 2004.
City elections are conducted annually on the second Tuesday in March. Two seats
are filled in even-numbered years and three seats are fiIIed in odd-numbered years.
City Council terms are two years and elections are at.large and non-partisan.
The next City election for three .City Council seats will be held on Tuesday,
March 7, 2006.
