TREE AND LANDSCAPE ADVISORY BOARD MINUTES
SPECIAL MEETING
MONDAY, AUGUST 15th, 2005 - 5:30 P.M.
Chairperson Albury called the meeting to order at 5:35 p.m.

4. APPROVAL OF MINUTES

No announcements.
6. OLD BUSINESS:
Discussion and final review of Landscaping Code
Mr. Minner addressed the Board and accepted all comments and changes that were
suggested to be made. There was discussion. All changes would be made before being
presented to the Planning & Zoning Board on Thursday, August 18th.

Comments on page 1 paragraph A under specimen trees it show 4.5" it should be 4'5".
Correction will be made. No other comments.

Mr. Lagin's concerns were that the statement about lot clearing only being done during
regular City Hall hours is not in the code. Per a vote of the Board it was decided to leave
it out. P & Z and Council will discuss this line. (Instead of changing code make a stricter
penalty.) Also, he would like to see a change on page 4 item B reading Fruit trees
instead of Citrus trees. Also, that a circumference of the tree should have a minimum at
the base. Per a voice vote it was decided to leave it alone and not change from Citrus
trees. On page 4 section B - Cert. of Occupancy need to change "Any tree which dies
must be replaced within 30 days" NOT six months. Page 4 item C - Maintenance
Requirements section for tree care and treatment of trees. Mr. Lagin would like to see
something about not being allowed to hat rack or lollypoping or any other kind of
disastrous pruning. Change will be something like "Landscaped areas shall be
permanently and properly maintained to acceptable standards for watering, weeding,
pruning..."

Page 3 section A - Mr. Madsen wanted to know why the native trees were removed from
the required trees list. The statement needs to be added that the trees come from the
recommended list... Page 4 item 4 under Limitations - Mr. Madsen wants Queen palms
removed from the undesirable list. It was discussed and it will be changed in the code
to remove the Queen palm from the undesirable list throughout the code. There was
much discussion about palm trees and whether they are undesirable or not.
Mr. Madsen had some comments on the Commercial section of the code but it was
stated that the Board was not discussing that section at this time

Ms. Albury questioned whether the list of undesirable trees could be used as part of
the count of trees that were required as minimum trees. The answer was that they
(undesirable trees) could not be used. Is the longer list of desirable trees given to the
homeowners. Yes, it is.
The changes from this meeting will be given to the Planning & Zoning Board to review
on Thursday, August 18th.
Discussion on Champion Tree Clinic set for October 22, 2005
The event is meant to be a fun informational day to demonstrate to the public the correct
planting and care of trees. At the event the Board will present certificates to champion
tree owners. The Master Gardeners will have handouts. The clinic (awareness day)
was voted on with a unanimous decision to have the event on Saturday, October 22nd.
Mr. Lagin has lined up several speakers: Dale Armstrong, Dan Culbert, and Larry
Vickers is an arborist from Jimmy's Tree Service. Therese Miller will take the task of
contacting Home Depot, Publix, and Wal-Mart for prizes and a cake. She will get letters
for Board Secretary to put on City letterhead. Mary Bennett will create the flyer, which
will be used as the poster and invitation. Ms. Bennett will also be asked to create the
Champion tree certificate but this can be done later.

It was decided that the event would start at 9:OOam with people being able to walk
around and talking to the different groups then at 10:00am have one of the speakers
start then at 11:00am have another speaker talk and so on. Mayor McCollum will be
asked to speak around 9:30am. The Garden Club will be having coffee. The Master
Gardeners will have handouts and be available to answer questions.
Mary Bennett had to leave at 7:05pm
Henry Madsen will help Ms. Miller with picking up prizes. Charles Cardinale and (Veil
Lagin will go over the invitation list from Arbor Day to cut it down and come up with a
new invitation list. The invitations need to go out before the end of August. Lynn Albury
will get tickets for the door prizes. KIRB will be called to see if they would like to
participate. Larry Vickers, Jimmy's Tree Service, will need a couple of trees in the area
of City Hall to use for his demonstration on pruning. Mr. Lagin will contact Chris
McCarthy regarding what trees we could use. It was suggested that we use the oak
trees on the east side of the Police Dept. Mr. Cardinale will contact the press.
7. NEW BUSINESS:
No new business.
8. MEMBER MATTERS:
Mr. Madsen questioned why the board didn't review and comment on the Commercial
side of the Landscaping Code. There was much discussion and it was determined that
the residential portion of the code was more important to tackle first and do the
commercial at a later time.
Lynn Albury will contact Wayne Eseltine, Building Director, regarding the changes that
Council Member Coy requested be made to the code about the duties of the Tree board.
10. STAFF MATTERS:
No staff matters.
11. ADJOURNMENT:
Chairperson Albury adjourned the meeting at 8:00 p.m.
