TREE AND LANDSCAPE ADVISORY BOARD MINUTES
REGULAR MEETING
MONDAY, JULY 11th, 2005 - 5:30 P.M.
1. Senior Member Henry Madsen called the meeting to order at 5:32 p.m.
2. The Pledge of Allegiance was recited.
3. ROLL CALL

4. APPROVAL OF MINUTES

5. ANNOUNCEMENTS:
Marsha Fusco handed in her resignation from the board due to health reasons.
A citizen called City Hall to state that there are two oak trees on Lake Street that are
larger than the oak tree at 841 Wentworth that the Board measured.
There was discussion on the procedure regarding Champion trees and getting residents
involved and what the proper certification process was. It was decided that we needed
to set up a Champion Tree Workshop. There was much discussion on when we should
have this workshop. Some suggestions were the Clam Bake, Arbor Day, Garden Fest or
any other City event. At some point the Champion Tree Workshop evolved into a
Community Awareness Workshop with Dale Armstrong. Discussion on if Mr. Armstrong

should just speak to the Tree Board or to the general public. No decisions were made
and it was decided that this matter would be brought up at the August meeting.
Ms. Dann stated that she will be unable to attend the August meeting.
6. OLD BUSINESS:
Champion trees / Field Trip on Saturday. 6/18/05 - Discussion on measuring tree at 841
Wentworth Street. Ms. Dann turned in the minutes from this meeting. It was discussed
how to get John Shearer's tree certified as a Champion tree. It was decided that this
oak might not be a laurel oak but instead a Water oak. The Board will wait until the
acorns are out to make the final decision.
Board Secretary will get blank forms from the State. Mr. lagin will contact Dale
Armstrong and Dan Culbert regarding certification process. Who is the appropriate
person to sign the form?
Again it was discussed that we need to talk at the August meeting about having the
workshop with the community. Who should give the workshop - the Tree Board or Dale
Armstrong? What is the best way to get the word out to the public? Should we have the
workshop before the end of the year?
Champion trees / Field Trip on Saturday. 6/25/05 - No Discussion on measuring tree at
685 Ervin Street. David Therrien is the owner of the grapefruit tree. Ms. Dann turned in
the minutes from this meeting.
Field Trip to clean UP qarden in front of KIRB's new buildinq on Thurs.. 6/23/05 - Minutes
from the meeting were turned in. The garden looks great. Sherry Hamlin is looking for a
bird bath and bird house for the garden.
Hardee Tree. Chris McCarthy is working on taking pictures of the tree, which is part of
the application. He will turn the paperwork in by the next meeting. He will discuss the
status under his matters at the August meeting.
It was suggested setting aside one Saturday a month to measure Champion trees. No
decision was made.

2005 Work Plan was discussed. It was consolidated and the changes were made to the
list. See attached work plan.
The Tree Board was invited to attend the Planning & Zoning Meeting on Thursday July
21, 2005 at 7:00pm. This will be a workshop for the two boards to discuss the changes
to the landscape code. There was much discussion on this matter. The Board
secretary will confirm this workshop with the Planning & Zoning secretary. After it is
confirmed the Tree Board secretary will contact each of the Tree Board members about
the time and place of the workshop. Maryann Krueger will invite members from the
Environmental Advisory Board to the meeting also.

7. NEW BUSINESS:
Election of new Chairperson - was tabled until next meeting.
8. MEMBER MATTERS:
Mary Bennett mentioned that the prison would like to have a Horticulture I Landscape
class for the inmates. Anne Dann will ask at the next Master Gardeners meeting if
anyone is available to help out.
Chris McCarthy noted that there were 35 (65 gallon trees) planned for Roseland Road if
we get the grant he is applying for.

9. PUBLIC INPUT:
Maryann Krueger, Environmental Board member. Ms. Krueger had some questions for
the Board.
1. Regarding the tree canopy for Sebastian. She would like an overview of the
inventory of the Natural Areas in Sebastian. No real answer was given. Too hard to do an
inventory.
2. How long do trees need to live on private property? She was told that this wasn't
something the Tree Board had control over because it dealt with "private property".
3. What is the health status of the trees in Riverview Park? The trees are good.
4. Is the Tree Board aware to the hotel going up on Indian River Drive and that they
want to remove to oak trees on the property. No one on the Board was aware of the hotel
but it still wouldn't be a Tree Board issue. The Codes need to be enforced.
Pat Beckwith, Environmental Board member. Ms. Beckwith had a question regarding a
huge pine tree that could come down in the next hurricane. Does she need a permit to
take it down? Can it be taken out? Being that it is a pine tree all she would need to do would
be to get a tree removal permit.
Maryann Krueger told the Board that they should push the City to hire a Forester using
the Building Departments reserve money. She stated that this is something the City
needs and it is important for the City Council to hear from other boards about this.
10. STAFF MATTERS:
Chris McCarthy is working on the tree grant that is due by July 15th. It looks good that
the City should get some money for trees.
11. ADJOURNMENT:
Vice Chairperson Dann adjourned the meeting at 7:40 p.m.
