1. Mayor McCollum called the Meeting to order at 6:30 p.m.
2. ROLL CALL

3. APPROVAL OF MINUTES -12/10/03
On MOTION by Mr. Coniglio, and SECOND by Ms. Monier the 12/10/03 minutes
were approved on voice vote of 5-0.
4. CRA ACTION ON COMMUNITY REDEVELOPMENT ADVISORY COMMITTEE
RECOMMENDATIONS (GMD Memo 9/16/04)
a. Commit All Available Funds from 2003/2004 Fiscal Year (CRA Revenues)
for a Gateway Enhancement Project Within the Sebastian Boulevard
Mixed-Use District Under the Capital Improvements Program and Have
the $64,000 in Fixed Operating Expenses and the Remaining as
Unencumbered
The City Attorney advised the CRA on applicable Florida Statutes and the
Community Redevelopment Advisory Committee's recommendation.

On MOTION by Mr. Coniglio, and SECOND by Mr. Barczyk, the Community
Redevelopment Advisory Committee's recommendation to commit remaining
2003/2004 funds to the gateway enhancement project was approved on a roll call
vote of 5-0.
On MOTION by Mr. Coniglio, and SECOND by Mr. Barczyk, the Community
Redevelopment Advisory Committee operating expenses budget of $64,440 for
fiscal year 2004/2005 with the remainder to be unappropriated for future budget
adjustments was approved on a roll call vote of 5-0.
b. Speed Limit for U.S. 1
The City Attorney advised that it was appropriate for the CRA to consider and
make a recommendation on this.
Robert Pliska, Sebastian said reducing the speed limit to 35 would hinder traffic
more and that police reports show that the area is currently safe.
Andrea Coy, Sebastian, cited the CRAC vote of 8-4 against lowering the speed
limit.
Ms. Monier cited the Community Redevelopment Master Plan which discusses
slowing down traffic on US 1, and a petition that was signed by most business
owners in the district. She said Chief Davis had stated that lowering the speed
limit to 35 would reduce accidents and he would stand behind it.
Warren Dill, CRAC member, stated his reasons for voting for 40 on the outskirts
and 30 in the downtown area.
Mr. Barczyk suggested more traffic lights to break up traffic.
Mr. Coniglio said having bike paths and parking make for more safety concerns,
FDOT is going to be doing another speed study on US 1, and if the City wants to
use the district the City needs to make it safe for them.
On MOTION by Mr. Coniglio, and SECOND by Ms. Monier, include Chiefs
comments and direct the City Manager to send letter to FDOT to investigate
lowering the speed limit on US 1 to 35 mph failed with a roll call vote of 3-2.
