CITY COUNCIL CHAMBERS 1225 MAIN STREET, SEBASTIAN, FLORIDA 1. Chairman Adams called the meeting to order at 6:00 p.m. 2. The Pledge of Allegiance was recited. 3. ROLL CALL Present: Absent: Trish Adams Michael Mugas Patricia Beckwith Michael Kidde Mary Ann Krueger Therese Miller Jim Slattery Kristi Yanchis Also Present: Ken Jones, Stormwater Utility Engineer Jeanette Williams, Recording Secretary 4. APPROVAL OF MINUTES - NOVEMBER 1, 2005 MOTION by Ms. Krueger and SECOND by Mr. Kidde the minutes were approved by a voice vote of 7-0. 5 NEW BUSINESS A. Ken Jones, City of Sebastian Stormwater Engineer Mr. Jones gave a geographical description of the City, plans to improve water quality and the current capital projects. He then answered questions from the members. Side 11, Tape 1, 6:47 p.m. B. Tim Glover, President, Friends of St. Sebastian River Mr. Glover described the Friends' projects which include formation of a greenway; inventory of the river basin by the Sebastian River High School's Temporary Environmental Advisory Committee December 6, 2005 Page Two Environmental Sciences Program; establishment of a sign program for public education; and an upcoming seminar to organize an adopt -a -drain program. The Chairman encouraged the continuation of dialog. Ms. Krueger asked about the health of the river. The Chairman asked if the Friends had concerns that the Committee should bring to Council. Mr. Glover applauded the stormwater projects, applauded the additional river buffer requested by Council in the Turtle Grove project and suggested the participation of purchasing property for conservation. 6. PUBLIC INPUT None. 7. OLD BUSINESS None. Tape 1, Side 11, 7:25 p.m. 8. CHAIRMAN'S MATTERS Ms. Adams asked if this was Mr. Mugas' third absence. Ms. Williams' reported it was and she would let Council Member Neglia know since he was appointed by him. Ms. Adams discussed Council's reaction to the Committee's requests and pointed out that Ms. Miller is the Committee's liaison to the Tree Board and dialog is present. Ms. Adams thought Council would have more interest in the environmental specialist position. She suggested that a committee member report to Council after each environmental meeting so that Council gives the Committee more input with their activities. Ms. Krueger reported that she attended the previous night's Tree Board meeting and received Board support for the environmental specialist and the new resident letter. She reported on the rescheduled Tree Clinic to be held January 7t'* Ms. Adams stated that an additional impact fee could pay for the specialist. Ms. Beckwith asked if working directly with the Tree Board violated Sunshine laws. It was decided to advertise and take minutes of any joint meeting of the two boards. 16 Temporary Environmental Advisory Committee December 6, 2005 Page Three Ms. Adams stated a Council Member recently contacted her stating the Committee was going in the wrong direction to which she explained the priority list was a result of her asking the Mayor what he would like the Committee to do. She suggested Council contact the Committee if there was an issue the Committee should look into. A joint workshop was suggested to combine concepts and work out a new resident letter. Ms. Adams said she would contact the Tree Board chairman to pick a date. A. Set Next Agenda This was postponed to the end of the meeting. 9. MEMBERS' MATTERS Krueger Reported that she attended the recent pesticide seminar at the McKee Botanical Gardens and gave the address of a helpful website www.wsprs.wsu.edu. She also met the Extension Services Media Coordinator who might lend advice to the Committee in the future. She stated using dish soap as a pesticide was discussed. Miller None. Mugas Not present. Slattery Recommended having more frequent meetings or workshops to meet Council's expectations. Yanchis Asked Ms. Krueger if a particular brand of dish soap was recommended. Side 11, Tape 11, 8:33 p.m. Ms. Beckwith reported the University of Florida recommends 2 tablespoons of baby shampoo or liquid hand soap and one gallon of water with or without 2 tablespoons of salad oil. 3 Temporary Environmental Advisory Committee December 6, 2005 Page Four Beckwith None. Kidde None. Setting the Agenda Ms. Williams suggested using the next meeting date as the joint meeting date to discuss the homeowner letter and commercial landscaping. Ms. Adams agreed to contact the Tree Board chairman. 10.
