Review Narrative and Make Recommendation to City Council on ADolication for a Small Cities CommunitY DeveloDment Block Grant Mr. Fox briefly synopsized the grant application (see one page synopsis attached) and responded to questions from the Committee relative to use of the funds for storrnwater drainage improvements. Discussion continued regarding installation and location of sidewalks, impact on property owners, and subsequent repaving of Louisiana Avenue. Mr. Flood noted that some people on Louisiana Avenue do not want sidewalks. Judy Shuttleworth, 909 Louisiana Avenue said there is a petition with 19 signatures supporting preservation of trees on Louisiana. Arlene Westfahl distributed historic maps noting the historic significance of Louisiana. Mr. Fox noted that lighting and sidewalks would be the City's match and not directly funded by CDBG funds. MOTION by Andersen/Crippen I move that City Council proceed. VOICE VOTE carried 6-0. B~~n~ . . . . CITY OF SEBASTIAN COMMUNITY DEVELOPMENT BLOCK GRANT APPLICATION SYNOPSIS The project involves drainage improvements in the Louisiana Avenue service area. The service area has been established as the drainage basin for the area. The Louisiana A venue service area is prone to flooding during periods of heavy rain. The project proposes to construct the needed drainage improvements in the area. 04c-Flood and Drainage The project will require that both underground and surface drainage improvements be constructed along Louisiana A venue. The project will involve the installation of 3 ,940 LF of storm drainage piping, 7,400 LF of curb and gutter along the roadway. CDBG Cost-$552,000.00 . The City is committing one hundredfifty thousand ($150,000.00) to the project to be used as local match. The match will be used to pay the engineer for services associated with the project, install new sidewalks and add street Jig hting along Louisiana A venue and to pay for a portion of the proposed drainage improvements.
