TREE AND LANDSCAPE ADVISORY BOARD MINUTES
REGULAR MEETING
MONDAY, DECEMBER 5th, 2005 - 5:30 P.M.
1. Chairperson Albury called the meeting to order at 5:35 p.m.
2. Pledge of allegiance was recited.
3. ROLL CALL:

4. APPROVAL OF MINUTES

"I make a motion to accept the November 7,2005 minutes with changes."
5. ANNOUNCEMENTS:
Chris McCarthy will join our meeting around 5:45pm because he is attending the Parks &
Recreation meeting which started at 5:00pm.
6. OLD BUSINESS:
Field Trip to 99 Jov Haven Drive and 734 Rose Avenue on Saturdav. November 19th at
11 :OOam. Both trees were Live Oaks and the second one measured was the Champion
tree. It was decided that people that didn't have champion trees would receive a citation.
Anne Dann would draft the letter and bring it to the next Board meeting for approval.
Update on Champion Tree Clinic. It was decided that the new date for the Clinic would
be January 7th at the same time. The updated flyer was passed out to the board. Mr.
Lagin stated that the Master Gardeners would be at the event. KIRB was invited but
unsure if they were attending. Also the speakers would be Dale Armstrong, forester
and Dr. John Alleyne, Director of Martin County Cooperative Extension Service. Dr.
Alleyne would try to bring some of the Master Gardeners from Martin County. The
Board Secretary would get the cable & website slides updated. Everyone knows what
they are doing and bringing to the event. Mr. Lagin was taking a stack of flyers to SPOA

this evening. Flyers would be placed in City Hall, the Chamber, posted at different
places and others mailed to our list.

Arbor Dav - The date of April 8th was set for the celebration. It will be held at Easy
Street Park on the north, south or west side. There will be no power so we will have to
use a generator at the event. Possible list of speakers is: Dr. Brown from Valkaria
Gardens (Dr. Brown said he would be pleased to speak); Christine Kelly; Dan Culbert;
Larry Vickers from Jimmy's Tree Service. Mary Bennett will contact Christine Kelly first.
If she is unavailable Neil Lagin will call Dan Culbert and Larry Vickers. It was decided
that the Board would have an art/photo contest. Neil Lagin will contact the Garden Club
about refreshments. Mary Bennett will call the Eco Troop. There was much discussion
about having outside vendors selling trees/plants at the event. Dr. Brown wanted to sell
trees. It was decided that Therese Miller and Mary Bennett would call local vendors to
check on interest. They will bring back the results to the next meeting.
The Board needs to get funding for contest prizes. Macho and the Jr. Women's Club
donated the prizes last year. It was suggested asking the high school to participate in
the contest. The contest needs to be brought before the School Board to get their
permission. Lynn Albury will handle this. Charles Cardinale will handle the press. Dan
Sullivan, Master Gardeners should be contacted about a booth. KIRB could be
contacted.
2006 Work Plan - With no new suggestions on work plan items, Chairman Albury read
the line items from the 2005 draft of the work plan. The list was updated and would be
revised and distributed by the board secretary at the next meeting.
The Board needs to set up a time with John Almada, in the spring, to work on weeding
the courtyard in front of KIRB again.
Work Plan item "Consider asking Sebastian Residents (with City Council approval) to
improve their individual streetscape by planting trees/palms approximately ten feet
behind their front property lines (to achieve tree lined streets)" was discussed. It was
decided that the board try to get SPOA (Sebastian Property Owners Assoc.) involved
with this item. Maybe they can run with this. The Board secretary will put this on the
agenda after the first of the year.
7. PUBLIC INPUT:
Maryann Krueger, Temporary Environmental Advisory Board spoke at the meeting. The
Environmental Board wants the Tree Board to back their "concept" to make the City hire
an Environmental Specialist / Code Enforcement Officer. The money to fund this
position would come from the Building Department not from taxes.
The Environmental Board also wants the Tree Board to back them in their "concept" of
sending a letter/packet to all Sebastian residents and newlfuture residents. This
information would included letting residents know that they don't have to take out all the
trees on their lot, as well as other environmental issues. There was much discussion
about these issues.
The Tree Board does back their "concepts" and would like to be involved. The Tree
Board gave Ms. Krueger a copy of a letter that the Tree Board wrote for the new
residents package. The Tree Board also wants to know that both of these issues have
the approval of the City Council.

Neil Lagin left the meeting at 7:10pm. Before he left he wanted the Board to know that
he was in favor of the letter going out to new home owners but for the Environmental
Specialist he would like to get more information so he would abstain from voting on that.
The board felt the letter should go out to new homeowners and information go in the
Pelican Brief for the existing residents.
Ms. Krueger said that she would report back to her group and that once their letter is
ready they would send the Tree Board a copy. The Tree Board wanted to approve the
letter before it is finalized and Ms. Krueger said that wouldn't be a problem.

"I move that we accept the concepts of the Environmental Advisory Board and
encourage the approval to the letter that will be sent out to prospective buyers in our
Community. "

The Tree Board said yes they felt the City needed an Environmental Specialist and
agreed with the "concept" but they wanted to get more information. This was conveyed
to Ms Krueger so she could take this information back to her board. Therese Miller will
be the liaison between both boards.
Ms. Krueger stated that the Environmental Board has applied for grants for the seals on
the storm drainages on the manhole covers.
8. NEW BUSINESS:
Neil Lagin would like the Board to come to his house, 838 Wentworth Street to measure
a pine tree on Saturday, December 10th at 11 :OOam, with a rain date of the 11th at
noon. The Board Secretary will post the field trip. Someone will have to take minutes.
9. MEMBER MATTERS:
No member's matters.
10. STAFF MATTERS:
No staff matters.
11. ADJOURNMENT:
Chairperson Albury adjourned the meeting at 7:25 p.m.
