MINUTES OF REGULAR MEETING
FEBRUARY 2, 2006
Chairman Allocco called the meeting to order at 7:00P.M.
The Pledge of Allegiance was said.

ANNOUNCEMENTS:
Chmn. Allocco announced that Mr. Mahoney, Mr. Keough and Mr. Oakes are excused
and Mr. Buchanan and Mr. Simmons will be voting in their place.
APPROVAL OF MINUTES:
January 19, 2006
MOTION by Paul/Celli to approve the minutes of January 19, 2006. A voice vote was
taken and the minutes were approved unanimously.
OLD BUSINESS:
A. Conditional Use Permit - New Model Home - Quasi-Judicial Public
Hearing - KB Home - 173 & 175 Stony Point Drive, Sebastian River
Landing
Chmn. Allocco opened the hearing and swore in staff, applicant and anyone wishing to
speak. Patricia of KB Home made the request and presentation for the conditional use
permit. Ms. Bosworth noted that they do not have driveways and have posted a bond
through the engineering department to install driveways when the homes cease to be
used for models and return to residential use. She added that they are not building in
Phase I but are the total builder in Phase II. Staff recommends approval.
The commissioners had questions about parking, which were answered by Patricia and
Ms. Bosworth. Mr. Celli was concerned that a model would be in a section that is
already completed and not in the section where KB Home will be building.

MINUTES OF REGULAR MEETING OF JANUARY 19, 2006
There was no public comment. Mr. Celli made a motion to deny but as there was no
second the motion died.
MOTION by Simmons/Allocco to accept staff recommendation with the one year
conditional that all applicable sign codes are met (for a conditional use permit by KB
Home for model homes at 173 and 175 Stony Point Drive.)

The vote was 4-1. The motion passed.

Mr. Paul asked if there was any information regarding the development behind Skyline
Drive. Ms. Bosworth said she would look into it. He also asked about the city sign on
66th Street that was blown down during the hurricane still has not been replaced. Mr.
Simmons inquired about the Firehouse Garage and if it meets the intention of what was
approved by the commission. Ms. Grohall said she reviewed the tapes from Planning
and Zoning and City Council and can report that the Code Enforcement people are
working with the owner on the issues. Mr. Buchanan commented on the tour of the
preserve area he attended. Mr. Celli noted he was going to write to the City Manager
regarding model homes and how many are operating within the code. Ms. Bosworth
offered a January to December period for model homes to make it easier to track
renewals.
DIRECTOR MATTERS:
Ms. Grohall informed the commission that within two weeks, at the next meeting, they
would be discussing parking regulations in the overlay district.
