NEW ORDINANCE
MODIFIES PERMITTING
ACTIVITIES FOR
TREE REMOVAL AND
LANDCLEARING
Ordinance No. 0-05-18 amending Land Devel-
opll1ent Code Article XIV Tree Protection and
Landscaping; became
effective October 16th
2005. The amended arti-
cle states that a permit is
required before the com-
mencement of any grub-
bing, tree remova I or
land clearing on any real
property, lot or acreage
located \vithin the city. The applicant must post
the permit at the site zlIld said permitted activities
may only be undertaken between the hours of 8
a.lll. and 5 p.m., Monday through Friday, and not
during holidays in which City Hall is closed.

DOG IN THE PARK RULES

to allow dogs on leases Z1t all
city parks, with the exception
oi playground areas during
special events and or sports
activities. Pet ovvners Illust
pick up their dog waste and
use dog-waste receptacles
provided by the City.
Pets will not be allowed at the iollowing locations:

Riverview Park (Playground area)
Barber Street Sports Complex
Schumann Drive Tennis Courts
Friendship Park
Any other area where sporting activities or
special events may occur

MUNICIPAL ELECTION 2006

The City oi Sebastian Ceneral Election will take place on Tuesday, March
14,2006 for two two-year City Council seats.
Sebastian Council consists of five melllbers. Elections are conducted
annually for tv\,? seats in even-numbered years and for three seats in odd-
numbered years. Municipal elections are at-large and non-partisan.
Candidates who qualified for City Council seats are: Lisanne Moniec
Sal Neglia, AI Paternoster and Eugene WoHf.
In addition to the two Council seats, City Council has placed a referendum on the ballot by adoption of
Ordinance No. 0-05-19. The ballot question is:
REFERENDUM
Amending Section 1.02(11) concerning eminent domain power.
Shall the City oi Sebastian amend the City Charter to add the following provision?
"The city shall not use the power of eminent domain for a project having the purpose of transferring rights in
the properties acquired to a private party in pursuit of economic development."

Early voting will take place in Sebastian City Council Chambers from Monday, February 27 through Saturday,
March 11,2006,8 am to 4 pm excluding Sundays.

Professionals will offcr sever,)1 junior golf academies throughout the summer
months. Some new and cxciting changes are planned ior the academies

Weblink uses a Windows iormat to guide the user through
their scarch. Some of the documents available at this time are:
full Council agenda packets back to 1990, all Council and Board
minutes, resolutions, ordinances, contracts, leases, and Pelican
Brief editions. These records have been available at City Hall
using any of the City's computers, but now with Weblink thcy are
available to anvone with internet access at home. Weblink will
help you access records and print them out them in PDF format.

WELCOME ABOARD
On January 3, 2006, Ms. Rebecca Grohall, AICI~ began her
career with the City of Sebastian as the Growth Management
Director. Ms. Crohall brings a great mix of formal education
and valuable experience to the position. She is a certified
planner through the American Institute of Certiiied Planners.
She possesses a Bachelor's Degree in Sociology wi th cm phasis
in Business Administration. She also has a Master's Degrec
in Urban Planning. Her experience includes more than
twelve years in the public sector in growth management/
planning capacities. Most notably, Ms. Grohall served the
City of Coral Springs as a Planning Supervisor and Mobile,
AL as a Planner II. Welcome aboard clnd good luck!
FRIENDSHIP PARK IS OPEN
Friendship Park, located behind Sebastian City Hall, 1225 Main
Street, Sebastian, FL., opened June, 2005 and offers many park
amenities, such as a multi-purpose soitball /baseball / soccer
field, playground, picnic pavilions, sand volleyball courts,
shuffleboard courts, bocce ball courts, horseshoe pit and most
proudly four (4) Har-Tru clay suriace tennis courts. Our Har-
Tru c1av tennis courts allow ior a consistentlv slower ball

bounce, a cooler suriace during sweltering hot summer days,
more flexibility, allowing for less risk of injury and much softer
under ioot. Now is the time to develop your toughness, stamina,
patience and strategy. The City encourages and welcomes all
