Recreation Committee Meeting Minutes
City of Sebastian
Recreation Advisory Committee
December 5, 2005
Called to order by the Chairman:
Roll Call: The following members were present
William Ingui, Michelle Merlin, Gary Barth, Kevin Miller, Jessica Keaton, Jeff
Kagan
Staff members present were Linda Kinchen, Recording Secretary, Chris McCarthy, Parks
and Recreation Superintendent
Approval of Minutes: A motion to approve the minutes of September 26, 2005 as
amended was made by Mr. Miller, Second Mr. Ingui passed unanimously.
Old Business: Cain House
Mr. Miller says perhaps council feels it will be painted into a comer re dollars for
renovations. Mr. Ingui says what if we ask for pledges not actual dollar donations. No
one will give funds ifthere is dissension on what to do with the house and won't put their
names on it.
Jessica feels use needs to be determined first
Mr. Miller feels if we ask to rent it they may not give us the much-needed community
center. Ifthe council doesn't want to renovate it then maybe it can be auctioned off, or
it can be rented or leased to a private business to renovate and use.
New Business: None
Mr. Ingui informs the committee of his intent to resign and reads his letter of resignation.
He does agree to write the report to city council and Mr. Miller is to present it at the
meeting.

The next meeting is set for January 23rd at 5:00 PM in the council chambers.

RE: The Riverview Park
Dear Ms. Kinchen,
I am writing to you in regards to some ideas for the Riverview Park. We NEED to bring our Main
park into THE LAND of the LIVING and have it become People friendly.
I see brick walkways, stamped or the real deal and vintage type lamposts.( We need more lighting
for all the events that are held in this park) and sitting area's with a water fall and park benches
with nice urns filled with f10rals and greenry. A water system needs to be put in so more foliage
and greenry can help bring this park to LIFE. It is a spooky place to be escpecially at night. I
see the little huts painted with colors, some rock pathways that lead into some sort of either
monument or historical interest or statue. Diffferent vinettes, possibly a pergula over the cement
area that they use for musicians at some of the festivals with again a stamped concrete or with
real brick and some plants.
We need things for the young, the old and in the middle. You don't really see many children in the
park or for that matter many people in the park unless their is an event.
I will be gathering pictures and renditions of other parks for the meeting in January. Please keep
me abreast of the day and time.
A suggestion: Maybe we could get the Garden club, Busy Bee Nursey, Rock Garden Nursey or
any other landscape/Nursery company in our area, to do an area and in turn the city puts a plaque
donated by: They will get free advertising and the Park will get some landscaping and design for
free. Just an Idea.
If we can think outside of the box I know that we can create the most Beautiful Main Steet Park
(Riverview) in our area.
I believe that this is very important for our community to have a park that ALL feel welcomed and
ALIVE especially because this is the park that everyone coming into Sebastian see's. We need a
WOW!!! not a DUD!!!
I am very interested in helping this park be a vital participant in our community and to help breathe
life into it. .

New Options / Recommendations
Sebastian City Council

At its meeting of December 5,2005, the Parks & Recreation Advisory Committee reconsidered its focused and
singular plan for use of the George A. Cain House or "Snowshoe House" as it is sometimes called, from a museum to
several "options" it would recommend for Council consideration.
Background: The City Council had accepted the Committee's recommendation to move the Cain House to Riverview
Park along the Indian River over 18 months ago. The focus - to preserve the structure in a location all residents
could enjoy. The home was ideal for the plan it originally considered - Built over 90 years ago by George Albert
Cain (1867-1919), one of Sebastian's founding families - It would become a gateway to the Pelican Island Preserve,
the first national wildlife preserve set aside by President Theodore Roosevelt more than 100 years ago. In addition,
we realized it was an extraordinary structure, having weathered the 100 mph plus wind and rains of Hurricanes
Francis and Jeanne with little to no structural damage.
Revised Plan / Options: In its review ofthis original "museum" plan, the Committee believes that the renovation /
remodeling for any purpose could be as much as $450,000. The cost of a new building though might be closer to
$1,000,000. It would therefore be reasonable to say that the Committee decided to make new recommendations in
the form of "options" - in an effort to be fiscally responsible while using this structurally sound building. Primarily,
all of the options are intended to return an income to the City.
Option # 1 - Renovate and Rent for Special Occasions: The building would remain in the hands of the City and
funds to remodel and renovate the structure could be sought from local businesses or even from donors who would
be permitted to name a room in honor of someone. Renovation could include a small kitchen, restrooms, a
handicapped ramp, and rear porch or gazebo. The building would be rented for private parties, small family
weddings or gatherings, or business meetings, thereby offsetting the costs incurred by the City. Such structures exist
in many communities and the City Manager could work with the Committee to learn more about how other
communities make use of similar structures for rental income.
Option # 2 - Lease to a Business: The building would remain in the hands of the City and it would be leased to a
business that would accept the cost for remodeling and renovating the structure. The City Council can determine the
guidelines for such a lease; ex. - a restaurant or professional building. One only has to look at the old hardware store
on the corner of Main Street and US 1 to know what can be done. It is an ideal location for many businesses _
including ample parking and a prime location overlooking the Indian River.
Option # 3 - Sell the Building: The building would be sold and could be moved to a location determined by the
purchasing party.
Variations of these options are of course available to the Council and the Committee will continue to work as a team
with the City Manager.
