Recreation Committee Meeting Minutes
City of Sebastian
Recreation Advisory Committee
September 26. 2005
Called to order by the Chairman:
Roll Call: The following members were present
William Ingui, Michelle Merlin, Gary Barth, Kevin Miller, Jessica Keaton
Staff members present were Linda Kinchen, Recording Secretary, Chris McCarthy, Parks
and Recreation Superintendent, and Al Minner, City Manager
Approval of Minutes: A motion to approve the minutes of August 22, 2005 was made by
Mr. Miller, Second Mrs. Barth passed unanimously.
Old Business: NONE
New Business:
1) Cain House Options - Mr. Ingui says his letter will be sent to Lowes, Walmart,
Home Depot and This old House for assistance. Chairman reads his letter into the
record.
Mr. Minner feels purpose behind the letter is fine also seeking outside funds is a
good idea He feels location questions and usage need to be settled first. Mr.
Minner says the location is premature. Mr. Ingui says the City Council needs to
make a decision because the committee voted to put it at Riverview Park
however, not in the location it is currently standing in. Mrs. Keaton feels it should
remain where it is because we had public meetings but no one showed up to voice
any opinions. Mr. Miller feels the council is apprehensive until the use is defined.
Mr. Minner won't sign the letter he says he will talk to council October Ith their
next meeting and also individually. He suggests that it go back before council for
a definite decision.
2) Boys and Girls Club update by Ronnie Hewlitt
Mr. Hewlitt states that they are hoping to open the first or second week in
December and a grand opening before the end of the year. He says they are
looking at being a partner with the City for programs and in other areas.
They will be able to accommodate more kids with more programs then the old
location. They hope to start a teen center at the club. Their hours will be Monday
thru Friday from 3-8 Weekend specials occasionally. In the summer they will be
open 7AM to 6PM The cost is $35.00 per year or $25.00 per week. Phase II will
be a gymnasium and Phase III will be an expansion of the building. The Gym
would be a joint use facility and could be rented out etc.

Members Comments: Mr. Miller states that Vero and the County are very interested in
joining back up with the City of Sebastian and the City ofFellsmere.
Mr. Minner speaks about the County Meeting -
No Staff Comments
Mr. Minner leaves the room to talk to the Council - This will come before them again on
October 26th for a definite decision. Cost estimates are $250,000 to fix
Mrs. Keaton says Bill should bullet important points on the letter.
Mr. Ingui to revise the letter for the next meeting-
Next meeting scheduled for October 24th, 2005.

Restoration of 1 00 Year Old Cain House
Indian River Drive
Riverview Park / Near Pelican Island National Preserve

Dear Business Partner,
In May 2004, the Parks & Recreation Advisory Committee recommended to the City Council of the
City of Sebastian, Florida, that an historic home, known as the Cain House or "Snowshoe House" as it
is sometimes called, be moved to a location central to the town called Riverview Park.
The Committee made this recommendation with a vision for the City of Sebastian:
· Riverview Park has become a focal point for citizens of all ages for recreation and relaxation along
the Indian River. The Committee saw the site as a place where children and visitors could learn more
about the rich heritage of the community, while enjoying the river and what Pelican Island has
become for this town - one of the first national wildlife preserves set aside by President Theodore
Roosevelt more than 100 years ago. What better place for an historic building. Our business
partners can make this dream come true.
· Hurricane's Francis and Jeanne devastated hundreds of houses, while the Cain House was unscathed
by the ravenous storms. Perhaps the craftsmen of a hundred years ago knew how to construct a
home. What better building is there to renovate than one that has already "been there and done that?"
With the support of business partners, the Cain House can continue to weather future storms and
serve the community.
· The large part of the citizen population of Sebastian are senior citizens who walk: our streets, use
Sebastian's city parks and recreation facilities, and have chosen Sebastian to live out their days with
others of a like mind - NO ONE looks at the crags in their faces, the slow or stooped walk of age, the
hands that once defended our nation as soldiers in wars past. THEY are the CAIN HOUSE and with
the materials provided by business partners, the City Council will enlist the help of our seniors in
renovating the Cain House.
· Hund{e~s pt:craftsmen and artisans live in this community and could lend their hand to renovation of
this ~ey know the businesses that support their community and frequent their stores. With
the materials made available by business partners, the City Council will seek to enlist local
craftsmen in the renovation of the Cain House.
Can you provide assistance as a business partner to help us
renovate a part of America's heritage and our community?
