The Meeting was called to order by the City Clerk. 2. The Pledge of Allegiance was recited. 3. Roll Call Members Present: Brad White Linda DeSanctis Bruce Zingman Members Absent: Adrina Davis (excused) Cory Richter (excused) Staff Present: City Clerk, Sally Maio Finance Director, Shai Francis Deputy City Clerk, Jeanette Williams Also Present: Kimberly Daniels, Jordan and Associates Amanda Sabatini, Jordan and Associates 4. Introduction Ms. Daniels introduced herself and Ms. Sabatini, and members Brad White, Linda DeSanctis, and Bruce Zingman introduced themselves. 5. Explanation of the Role of the CA TF Ms. Daniels said their role is to recommend projects for this grant that would benefit the community. She said that the City has recommended a project to improve Easy Street stormwater, citing the recent success of the Louisiana Avenue improvement CDBG. She explained there are many factors to consider in determining the viability of the project. Citizens Advisory Task Force Meeting May 24, 2006 Page Two She asked the task force's participation in completing an LMI (low to middle income) survey on Easy Street, explaining that she had been unable to contact six of the residents. She said beyond this, their only other role would be if anything in the scope of the project changed, they would have to look at that. Ms. DeSanctis asked for a time limit on contacting the remaining residents. Ms. Daniels said mid-June. Mr. White asked if the six people will affect the City's eligibility and Ms. Daniels said it might. Mr. Zingman asked about the survey's questions and Ms. Daniels enacted a sample survey. The Finance Director stated $1.25 million has been identified for this project and the grant money would compliment the City's efforts. Ms. Daniels explained if the City matches the grant monies, the City would score better but municipalities do not have to match the grant award. Ms. Daniels advised the members to approach the residents in pairs. Mr. White asked for information on the project to promote it to the residents. The Finance Director suggested a City employee accompany the members. 6. Discussion of the Potential Proiects The public was invited to speak on the project or offer any other projects. One gentleman expressed concern that his property would be depreciated if low- income neighbors are identified. The City Clerk described the property benefits of the Louisiana Avenue grant project. Dan Karsteers asked about the park on Easy Street and Ms. Daniels explained this grant is more for the road and drainage. He asked for improvements on yard the side ditches. The City Manager joined the meeting at this time. 7. Recommendation Ms. Daniels stated the Board did not need to make a recommendation unless they were ready and offered that another meeting could be scheduled. The City Manager stated Council would need to identify a project by the first June Council meeting, and hold a second public hearing June 28th, to make the grant application July 21st deadline. The City Attorney joined the meeting at this time. Ms. DeSanctis asked to table the recommendation. Ms. Daniels stated a list of projects could be presented for grant funding. The City Manager explained Easy Street is the only project staff has identified and surveyed for the LMI requirement. Ms. Daniels stated if they are not surveyed they have to be marked as high-income residents which make the City ineligible for this grant program. Mr. White suggested continuing the meeting to May 31st at 6:00 p.m. 8. The meeting adjourned at 6:45 p.m. to allow the City Council Special meeting and public hearing to begin.
