The voters iil Sebastian probably saved their private property rights in the
last March 8 city election when they selected council members with proven
records of public service to represent them. -
A majority of past councils favored big "special interests" over everything
and everybody else,
A refreshing change happened when public spirited people took office,
They listened to and represented the residents. NOW:
Joining incumbent Councilman Sal Neglia in opposirigthe, 'taking' of
private property in Tuesday's election is AI Paternoster, President of the
Sebastian Property Owners Association apd city council candidate.
These four Sebastian .City Council
members acted to' limit their own
powers by allowing a public vote to
protect private property rights.
Neglia and ,Paternoster have been endorsed for election by the Indian
River Neighborhood Association and Mayor Nate McCollum, '

Indian River Neighborhood Association Fighting Back!
As big developers push to Petitioning for annexations for A Press Journal editorial said it
over-build and change the face of thousands of acres for new houses, best: "If readers could tell elected
the Treasure Coast, a~ they did developers create the same officials on the Treasure Coast one
south Florida, citizens are over-crowding that caused south thing in 2006, it would be to 'get a

Leading the fight to preserve the
quality of life in Indian River
County are the Indian River
_ Neighborhood Association and
The Sebastian Property Owners
Association.
As people begin fleeing from the
south, because of over-crowding,
developers have cast their eyes on
Indian River County.
:But local residents are digging in
their heels. and watching elected
city -~md county officials who
cave-in to developer pressure.
Major traffic .problems are seen
with over-development. And the
cost of growth has been greater
than the revenues produced.

'Urban Service Area' Expansion Threatens
Sebastian Taxpayers
City Officials join Commissioner Gary Wheeler in Fight
Expanding the boundaries to
provide county-wide taxpayer
serVIces will hit everyone,
including Sebastian property
owners, in the pocketbook.
The city council, by a 4-1 vote,
- supported state legislative action
allowing county voters to decide
any change in the area's service
boundaries. Councilwoman
Lisanne Monier voted "No"
"V oters should control the
boundaries because tliey would be
- the ones paying higher taxes to
support growth outside the present
Urban Service Area," said Mayor
Nate McCollum.
Councilman Sat Neglia said he
believes in a democratic system
where people are allowed to vote,
"Elected representatives are
supposed to do just that- -
Represent the People",

Councilwoman 'Andrea Coy,
who led opposition to new
annexations tha! boost taxes, said
"Letting the people who will pay
decide ,what they want is a
no-brainer". "Our residents want a
'small town' atmosphere, in direct
opposition to what developers
want," said Coy
County Commissioner Gary
Wheeler alerted Sebastian to the
issue in his address before the
Sebastian Property Owners
Association recently.
"I believe without this act, and
without it being in the hands of the
voters, we will go the way of
South Florida," Wheeler said,
The Urban Service Area is the part
of the county, basically lying east
of I 95 that allows high-density
development of up to six homes or
10 condominiums per acre. ,

restricted to one home per five
acres.
The county provides water and
sewer lines and service, parks and
recreation, fire and sheriff
protection to its Urban Service
areas.

In addition to the four Sebastian
Council members supporting voter
control are: The Indian River
Neighborhood Assoc.; Sebastian
Property Owners Assoc. led by
Pres. AI Paternoster; Orchid
Island Council and the Indian
River Shores Council.
Commissioner Wheeler was voted
down 3-2 by the County
Commissiol1, but continues to
work for community support,
The election in September _ of
Sebastian resident Joe Flescher to
the County Commission to join
Wheeler, could swing the county
vote in favor of voter control.
THEY KEEP THEIR
PROMISES
Campaign promises are too often
made 'tongue-in-cheek'. But not
by Mayor Nate McCollum and
Councilman Sal Neglia.
Residents objected to public's
speaking time being chopped in-
half by the previous city council.
The present council allows
residents to address them as
long as necessary to make their
arguments.
The previous council wanted to
close the trash transfer station.
The present council has
supported continuing this
service.
The previous council annexed big
residential developments, that
require new city services, (And
require higher taxes)
The present council, by 4-1,
rejected residential annexations
that do not provide additional
business/industrial uses to off-set
increased city service costs.
(The "No" vote by Councilwoman
Lisanne Monier supports, her
record favoring residential
annexations by big developers.)
The previous council wanted to
force home owners into a
mandatory trash pick-up. (50% of
city homes would be affected,)
The present council committed
to allowing residents a free
choice for trash services.

Sullivan Is An Active Former Mayor
Former Sebastian Mayor Ruth
Sullivan still keeps an ,eye on
issues she believes important to
the community.
She addressed the danger of
"eminent domain" before the
Sebastian Property Owners Assoc"
supplying flyers assisting them to
contact council members for
action to protect property rights.
Mrs, Sullivan led the fight against
a forced 'mandatory' trash
pick-up. It failed by a 4-1 public
vote.
She fought out-of-town developers
to stop over-development and
repeated moves to shut down the
city boat ramps.
. Now the same developer who
wanted to close Main St and 512
between US 1 and Indian River
Dr. (the direct access to the city's
boat ramps) wants the city to
approve another ploy against city
boaters: ' Running trolley cars
along Indian River Dr.
. Why trolleys?, It accomplishes
two things in his favor. 1.
Interferes with, boaters trying to
use the ramps and 2. By
congesting the street it could
discourage boaters and open up
the use of public parking lots for
his business parking. And there
would be the trolleys to take his
hotel guests between the
parking lots and his hotel and
restaurant.
This same fellow suggested the
city form the CRA, (Community
Re-development Agency), which
provides public tax dollars for new
commercial development, plus a,
50 % tax credit to developers,
prior to his building a resort.
City boaters should contact city
council members to protest the
trolleys and protect river access,

press a surprise in view
of voters' past decisions
One wonders why the two main
concerns of Sebastian, residents
were not asked of candidates
before making an election
endorsement by the press.
The concerns: Ov.er-development
through annexations and the
'taking' of private property to
benefit developers.
The newspaper chose as its first
choice a real estate agent, who
can financially benefit from
annexations (sale of more homes)
. His position, ,Qn; 'eminent
domain "was never, menti()ned.
Endorsed ~y the Realtors Assoc.
Councilwoman Lisanne Monier
already has a record of voting in
favor of aU annexations, despite
an over-whelming voter rejection.

Monier even voted against
allowing residents to vote on a city
charter amendment March 14, so
". property owners can be protected
against government handing over
their property to big developers by
using 'eminent domain' provisions
so the city can collect higher
taxes.
Homeowners and small business
owners have only two candidates
who have proven their allegiance
to them:
Incumbent Sal Neglia (based on
his council voting record)

property values, keep an eye on government and benefit people is the
Sebastian PropertY Owner's Association.
In 2005 the group donated to: Our Lord's Table (feeding the poor);
, Salva~ioI} Army; Ecumenical,Council of Churches (toys for children); USO
(Christmas gifts for the Armed Forces); Brian Green Fund-raiser; Victims of
Hurricane Katrina and the Sebastian River High School Scholarship Fund.

part in Sebastian can join by attending their meetings held on the 1 st
Monday of every month, at 7pm at the library on SR 512.

Councilwoman Andrea Coy looks back on a challenging year.
'If anyone asked Councilwoman
Andrea Coy five years ago if she '
saw herself in politics, she would
have said, "Absolutely not!" It
took an issue with developers and
perceived injustices in "the
system" for Ms. Coy to change her
mind,
Residents in' Sebastian, watching
city council meetings, saw a
relative newcomer stand up and
fight to preserve the environment,
her neighborhood and. Sebastian's
small town, fishing village image.
Ms. Coy, with a Masters Degree in
Education from, Penn State and 21
years of active army service, soon
learned the need to work with her
neighbors in an attempt to
influence city hall.
When she found her whole
neighborhood ignored by city hall,
she decided to run as part elf a
team 'ticket' for the city council.
10iningwith ,Nate McCollum, Sal
Neglia and Brian' Burkeen, the
foursome vowed to honor ,the'
November advisory vote of the
people (which the past council
ignored) to curtail residential
annexations and out - of - controi
growth.
All of the former councilmembers,
(except Nate McCollum who
opposed ignoring public votes),
lost their re-election bid and fresh

attitudes entered the council
chambers with the new members.
Ms, Coy has proved to be an astute
leader. When the council looked
'at the charter wording to ,protect
homes and businesses from
government condemnation for
private developers, she struck '
down wording which would have,
left the door open by allowing
developers to put together a 'mix'
'of public and private use for
'economic development' --and
still. be able ~to use the power of
government to take a person ' s
pri vate property.
Ms, Coy even insisted the wording
"shall not" be underlined on ,the
ballot so voters understand they
must vote "YES'.'"to protect their
property.
Working on the Tree and
Landscaping Advisory Board and
the Environmental Committee
Ms. Coy was directly responsible
for a new city ordinance
prohibiting clear-cutting land for
new construction.
"I have kept my word, to' the
people," said Ms.' Coy.
She is supporting two candidates
for city council who share her
high ethics: Sat Neglia and
Al Paternoster.

4-1 vote is supporting a .charter
amendment to block expanding

Lead by Mayor Nate McCollum
and Councilwoman Andrea Coy,

on the issue.
