TREE AND LANDSCAPE ADVISORY BOARD MINUTES
REGULAR MEETING
MONDAY, SEPTEMBER 11th, 2006 - 5:30 P.M.
1. Chairperson Albury called the meeting to order at 5:33 p.m.
2. Pledge of allegiance was recited.

4. APPROVAL OF MINUTES

VOICE VOTE on the motion carried unanimously
"I make a motion to accept the minutes from August 7,2006."
5. ANNOUNCEMENTS:
Mr. Lagin will be going to speak with the Vero Beach Tree Board about our
Champion Tree program. Charles Cardinale will be going along with Mr. Lagin. The
meeting is 9:30am on Sept. 21st.
6. OLD BUSINESS:
Chamoion Tree Clinic - Mr. Lagin updated the Board about the Tree Clinic. Mr. Lagin is
working on getting speakers. Spencer at Horizon Landscape will be one. They are
working on getting us material to giveaway. He will also do demonstrations on how to
prune trees. Mr. Lagin also spoke with Busy Bee. Council Member Coy will also be a
speaker. Council Member Coy will work with Mr. Rodriguez about getting prizes from
Disney. The invitation list for the Tree Clinic was reviewed. All members were asked to
contact the Board secretary regarding adding or deleting names from that list.
Ms. Albury will contact the school board regarding next years Arbor Day.
Commercial Landscaoe oortion of LDC - Rebecca Grohall, Growth Management Director
attended the meeting. She discussed putting off going over the commercial portion of
the LDC and fine tune the residential portion right now. Ms. Grohall passed out
handouts. Ms. Grohall will be at the October meeting to continue discussing
the residential portion of the LDC.

Ms Grohall did ask the Board to put together constructive comments on what they
perceived as problems within the commercial portion of the Land Development Code.
Ms. Grohall mentioned a problem in the commercial section with the tree canopy
requirement as they relate to being placed near utility lines. FP&L's "Right Tree Right
Place" is a good guide to follow.
There was discussion about adding more trees to the list of recommended trees in the
residential section of the LDC. The code needs better tree selection. It was
recommended about setting a standard in staking trees. Tree care standards are not
really addressed in the LDC. There is nothing in the code about removal of trees without
a permit or about hat racking or topping trees.
Ms. Cummings left the meeting at 6:20pm
Mr. Lagin mentioned that he would like to see any and all landscape maintenance
workers working on trees be licensed by the City. Ms Grohall said she would check with
the City's legal dept. and also see what other cities are doing.
Ms. Grohall mentioned adding Scrub Jay friendly trees to the list of trees listed in the
LDC such as Scrub Oaks. Gopher Tortoise also like certain shrubs, they should be
considered when planting.

There was a consensus of the Board to delay going over the Commercial portion of the
LDC until January 2007. Ms. Grohall will be at the October meeting and invited any of
the board members to go see her or call her at any time they have a question.
Ms. Schuster left the meeting at 6:30pm
The Board revised I updated the Champion Tree invitation list. Board members should
bring any additional names & addresses to the October meeting.

No new business.
8. MEMBER MATTERS:
No member matters.
9. STAFF MATTERS:
Mr. McCarthy wanted to remind the Board about all the work that City employees do
for Arbor Day and Champion Tree Day on their own time.
10. PUBLIC INPUT:
No public input.
11. ADJOURNMENT:
