NOVEMBER 14. 2006 Meeting was called to order by V.C. Morris at 7:00 P.M. Pledge of Allegiance was led by V.C. Morris. ROLL CALL: Present: V.C. Morris Mrs. Carbano Mr. Hosey Mr. Widup Absent: Ch. Garland - excused Mr. Conover - unexcused Also present: Wayne Eseltine, Building Director/Official Rich Stringer, City Attorney APPROVAL OF MINUTES: Regular Meeting held 10/10/06. MOTION: Carbano/Widup I make a motion we approve the minutes of meeting held 10/1 0/06 as written. A voice vote was taken - passed unanimously. OLD BUSINESS: Clarification of motion for Ken Lundy order, violation hearing, 10110/06 - suspension -length oftime (see attached) MOTION: Widup/Hosey I make a motion that the fine stay at $500.00 and ifnot paid within 30 days, license to be suspended for 1 year. A voice vote was taken - passed unanimously. NEW BUSINESS: Thomson * Prometric Exam: McGuire, AaaronlJourneyman Electrician Mr. McGuire was sworn in by V.C. Morris. Ken Lundy, Anchor Aluminum 1565 Quiescent Lane 26-172(1), willful disregard of building codes. MOTION: Dalessandro/ Motion dies for lack of second. MOTION: Garland/Conover I make a motion that we fine Ken Lundy of Anchor Aluminum $500.00 to be paid in 30 days and if not paid, license be suspended in the City of Sebastian and no work can be done except those jobs that are already in process and legally permitted. Motion carries 7 - O. Steve Lundy, Lundy's Screen Rooms 170 Joy Haven 26-172( 1), willful disregard of building codes MOTION: Garland/Hosey I make a motion we allow Aaron McGuire to take the Journeyman Electrical Test. ROLL CALL: Mr. Hosey - yes Mr. Widup - yes Mr. Dalessandro - yes Motion carries 5 - O. McDonald, Deon/Journeyman Electrician Mr. McDonald was sworn in by V.C. MOlriS. MOTION: Carbano/Widup V.C. Morris - yes Mrs. Carbano - yes I make a motion we allow Deon McDonald to take the Journeyman Electrical Test. ROLL CALL: Mr. Hosey - yes Mr. Widup - yes Mr. Dalessandro - yes Motion carries 5 - O. V.C. Morris - yes Mrs. Carbano - yes' Let the record show that Mr. Conover arrived at the meeting at 7: 15 P.M. Santana, Gerson/Residential Construction Mr. Santana was sworn in by V.c. Morris. MOTION: Morris/Widup I make a motion that we approve Mr. Santana to take the Residential Contractor Exam. ROLL CALL: Mr. Widup - yes Mr. Dalessandro - yes V.C. Morris - yes Motion carried 6 - O. VIOLATION HEARINGS: None BUILDING OFFICIAL MATTERS: None ATTORNEY MATTERS: None Mrs. Carbano - yes Mr Conover - yes Mr. Hosey - yes BOARD MATTERS: 1) Violation Hearing Fines - Currently $500.00 Following a brief discussion, the Board was in agreement that a maximum fine up to $5,000.00 per violation be assessed against the contractor being brought before the Board. 2) Means to collect fines Attorney Stringer said there was really no way to collect fines. If they are a contractor you can suspend their privileges. There was a discussion concerning the Construction Board sponsoring the exams for anyone who wanted to be tested. Looking at the fees being charged and administrative costs, the Board felt money was being lost. VC Morris suggested that we sponsor only for Sebastian residents and let Indian River County take over sponsoring everyone else and eventually sponsor Sebastian as well. 3) Application fee - currently $75.00 The following is the fee schedule discussed and voted on by the Board to give to the City Attorney to do a resolution for approval by City Council: New Application - $175.00 Master 100.00 Journeyman 100.00 License Renewal 50.00 Reciprocity Letter $25.00 Reg. Cert. Contractor 25.00 Inactive Fee 50.00 Reactivation Fee 25.00 License not renewed in over a year - $175.00 Not renewed in over 3 years - back to square one Scores were recorded in scorebook - Morris/Widup.. There being no further business, meeting adjourned at 8:45 P.M.
