HomeMy WebLinkAbout06192006 RECRecreation Committee Meeting Minutes City of Sebastian Recreation Advisory Committee June 19, 2006 Called to order by the Chairman: Roll Call: The following members were present Mr. Miller, Mr. Barth, Mr. Kagan,absent excused, Mr. Wright, Mrs. Keaton, Mr. McCarthy Mrs. Falco, Absent Staff members present were Linda Kinchen, Recording Secretary, Chris McCarthy, Parks and Recreation Superintendent, Approval of Minutes: Motion to approve the minutes of May 22, 2006 by Mr. Barth second Mr. Wright, passed unanimously Old Business: Mr. Miller says their will be a workshop in July regarding the new community center and would like the members to review the list in their packages so possible recommendations on locations can be made at the workshop. Mrs. Keaton arrived at 5:40 PM Mr. McCarthy says he doesn't think the 1.6 million in the budget is enough to develop 33 acres -Kevin says only a small section at a time would be developed. New business: Mr. Wright feels the need to respect the wishes and remove the Brazilian pepper trees otherwise leave it alone. Also install a carved wood paneled sign Stonecrop nature preserve or wildlife area no parking or boardwalks. Mr. McCarty speaks about the canoe launch on 512 and how nice it is maintained. Mrs. Keaton has nothing Public input: Wanda Dill has petition wants to preserve the area as natural read the petition into the record. Mr. Wright said maybe we should install a no ATV sign Mr. McCarty asks what specifically do you want to see there. St. Sebastian Greenway concept map shows continuous public protected wildlife area. Bill Moore 1626 Stonecrop wants to leave it alone Shirley Holder 907 Starflower in favor of the fence leave pristine. Gene Lee 878 Gladiola In favor of opening up by removing Brazilian peppers if its not broke don't fix it in favor of split rail fence take down all signs. Members: Mr. McCarty heard two sides pro and con for fencing -having some type of access is good keep out signs should go and in favor of the wall or fencing John Wall 1693 Stonecrop don't clear pepper trees or will lose wildlife -leave it alone. Would like to see pathway lighting cut back r.o.w. 30 feet put the pathway in there. Mr. Miller feels the predatory plants must go Debbie Perry 1664 Stonecrop - in favor of plant removal Mr. Barth is in favor of getting rid of pepper trees, putting in a fence and a sign Mrs. Keaton in favor of fence, sign little boardwalk and no lights. Mr. Wright - if we take out peppers can we plant something else, in favor of fence maintain road area with mowing remove the signs overall just beautify and maintain. Sign should say Stonecrop Nature Preserve. Mr. Miller agrees with consensus to leave it alone but needs to remove the pepper trees planting native species back do fencing or natural looking pylons designate as a park less invasive natural mulch walkway inside the fence. Mr. McCarty speaks about the west side people. A motion to recommend to council that a split rail fence sections or continuous discuss with an environmental friendly group as well as temporary environmental and tree board to recommend plantings native species put in a mulch walkway from streamlet to Sunport Second by Mr. Barth -amended to add sign for Stonecrop Nature Preserve by Curt Oxford -passed unanimously. Member comments none Parks and Recreation Minute regular meeting June 19, 2006 Page three Staff comments: Special needs playground and mobile stage bids awarded and the bids for playgrounds for Easy Street, Bryant Court and Blossom Park were out and expected back soon. Mrs. Keaton says she doesn't like where the special needs playground is going says was approved to go next to the other playground so they could play with other kids not be segregated. Kevin wants to invite someone from the Environmental Committee to the next meeting.
