Garland at 7:00 P.M. Pledge of Allegiance was led by Ch. Garland. ROLL CALL: Present: Ch. Garland Mrs. Carbano Mr. Hosey Absent: V.C. Morris - Mr. Conover - APPROVAL OF MINUTES: Regular MOTION: Widup/Carbano Mr. Widup Mr. Dalessandro Ms. Canning excused -excused Meeting held 1/9/07. I make a motion we approve the minutes of meeting held 1/9/07 as written. ROLL CALL: Mrs. Carbano -yes Mr. Dalessandro -yes Mr. Hosey -yes Ch. Garland -yes Mr. Widup -yes Ms. Canning -yes Motion carries 6 - 0. OLD BUSINESS: None NEW BUSINESS: Thomson * Prometric Exam Williams, Howard E./Electrical Contractor Mr. Williams was sworn in by Ch. Garland. MOTION: Garland/Carbano I make a motion we approve Mr. Williams to take the Electrical Contracor Exam. ROLL CALL: Mrs. Carbano -yes Mr. Dalessandro -yes Mr. Hosey -yes Ms. Canning -yes Mr. Widup -yes Ch. Garland -yes Motion carries 6 - 0. McNeal Jr., Wm./Electrical Contractor Mr. McNeal was sworn in by Ch. Garland. I make a motion we approve Mr. McNeal to take the Electrical Contractor Exam. ROLL CALL: Mr. Hosey -yes Ms. Canning -yes Mr. Widup -yes Ch. Garland -yes Mr. Dalessandro -yes Mrs. Carbano -yes Motion carries 6 - 0. Bauer, Matthew/Painting & Decorating Mr. Bauer was sworn in by Ch. Garland. Ch. Garland noted that on page 3, the affidavit, had been notarized but not filled out. He felt that this page was the most important page in the packet. Mr. Bauer apologized for overlooking it. A letter from one of his suppliers was also provided along with income tax returns for proof of experience. MOTION: Widup/Garland I make a motion that the application be taken back, complete page 3 and get a letter from one of the businesses that he had done work for in Casper, Wyoming in lieu of the letter from Sherman Williams and resubmit for the March meeting. ROLL CALL: Mr. Hosey -yes Ms. Canning -yes Mr. Widup -yes Ch. Garland -yes Mr. Dalessandro -yes Mrs. Carbano -yes Motion carries 6 - 0. The Board Secretary asked the Board why they would not accept the letter from Sherman Williams. In the past when someone had their own business, a letter from one of their suppliers was acceptable for proof of experience. The Board also accepted tax reports. She also noted that on page 4, at the bottom that if you were self employed that business records could be used for proof of experience. She felt that Mr. Bauer gave the Board exactly what was asked for, yet he was turned down. She said it was hard to help guide an applicant when the Board accepts this type of experience verification and then turns it down the next time. Ms. Canning noted that there was no telephone number on Sherman Williams letterhead and that had there been one, some of the problems being discussed could have been alleviated. Mr. Hosey felt that since the application stated what was needed for verification of experience if self employed, the Board needed to go with it until it was changed. Ch. Garland said that page 3 still needed to be completed. Motion and second were withdrawn. A revised motion was made. MOTION: Widup/Garland I make a motion that page 3 of the application be completed and resubmit the application next month. The Board was asked if they were going to make Mr. Bauer wait until next month just to look at page 3. The motion was revised to make it contingent upon the completion of page 3 and one Board Member to sign it off. ROLL CALL: Mr. Widup -yes Mr. Dalessandro -yes Ms. Canning -yes Ch. Garland -yes Mrs. Carbano -yes Mr. Hosey -yes Motion carries 6 - 0. VIOLATION HEARINGS: None ATTORNEY MATTERS: None BOARD MATTERS: It was suggested that for the applicant using letters from suppliers and income tax forms to verify experience that we also ask for a letter(s) of recommendation from someone he has done work for. RECORD SCORES IN SCOREBOOK: Widup/Dalessandro 15 MINUTES TO PUBLIC: Howard Williams spoke to the Board about the required score of 75% or better for passing a test. A brief discussion followed.
