Other Officials Present: Indian River County: Supervisor of Elections, Chief Deputy Supervisor of Elections, Cathy Hart; City of Fellsmere City Clerk, Deborah Krages. Other Elections staff were also present. At 5:00 p.m. Supervisor of Elections staff provided City Canvassing Board member, Sally Maio, with two original Certificates of Official Election Returns, for execution by the Canvassing Board, which was identical in its tallies to the Certificate of Unofficial Election Return from Tuesday, March 13, 2007. This was due to the fact that one questionable provisional ballot was not counted because the individual who voted provisional did not provide a Florida voter registration by the deadline in accordance with Florida law. SOE staff also provided two surveys entitled "Conduct of Election Report" in accordance with FS 102.141(8)(a) and (b) for execution by the Canvassing Board. See documents attached. Member Sally Maio brought the certifications and survey to the other members for signature and returned one of each fully executed to the Supervisor of Elections Office on Tuesday, March 20, 2007. The report must describe: If a supervisor discovers new or additional information on any of the items required to be included in the report pursuant to paragraph (a) after the report is filed, the supervisor shall notify the division that new information has been discovered no later than the next business day after the discovery, and the supervisor shall file an amended report signed by the supervisor of elections on the conduct of the election within 10 days after the discovery. QUESTION #4 QUESTION #6 MUNICIPAL GENERAL ELECTION MARCH 13, 2007 ADDENDUM TO CONDUCT OF ELECTION REPORT CITY OF SEBASTIAN During reconciliation of votes on the Edge voting machines with signatures on the precinct registers, a discrepancy was found. In precinct 104, pollworkers Barbara Youmans and Doris Ackerly said there were two more signatures than votes and their explanation was that they believed that two individuals who came in and signed and were there to assist two other voters (one elderly citizen and one mentally challenged citizen) who were with them, never voted themselves. The Canvassing Board accepted the explanation. In precinct 106, pollworkers Barbara Trout and Liz Landino said there were 297 signatures which was two more than the number of votes, which included one provisional vote which was voted because the individual did not have a picture ID. They said they recounted several times and came up with the same information did not have any specific explanation for it. The Canvassing Board accepted the explanation. During early voting, one incidence of "vote save" error was encountered on the Edge voting machine. This results in,a voters ballot not being recorded and is handled by requesting that the voter go through the process of casting their ballot again.
