TREE AND LANDSCAPE ADVISORY BOARD MINUTES
REGULAR MEETING
MONDAY, MARCH 5th, 2007 - 5:30 P.M.
Chairperson Albury called the meeting to order at 5:30 p.m.
2. Pledge of allegiance was recited.
3. ROLL CALL:

4. APPROVAL OF FEBRUARY 5.2007 MINUTES
On MOTION by Mr. Lagin and SECOND by Ms. Bennett, the February 5, 2007
minutes were approved as corrected on a voice vote of 5-0.
* The changes would be to add statement by Mr. Lagin regarding "based upon the
criteria that we have, a palm tree has to have six (6) feet of clear trunk, would make it a
very large palm tree and I personally don't feel that based upon that and the cost of the
palm tree we will get very many new homes with palm trees."
** Also change "Commercial Landscape portion of LDC" to "Residential Landscape
portion of LDC" under Old Business.
5. ANNOUNCEMENTS:
Discussion of combining the Tree Board with the Environmental Board. Because the
Environmental Board is getting ready to sunset, Council is trying to decide what to do
with this board. At the February 28th Council meeting, they decided to extend the
Environmental Board for six (6) months. During this time the City Attorney along with
Growth Management will come up with language for the new committee and see if this is
what Council wants. It was stated that the Board should show up at the next Council
meeting, March 14th, with their ideas.
Members discussed their thoughts on the effects of combining the Boards. Mr. Lagin
and Advisor Cardinale were against combining the boards. They had concerns that the
Tree Boards duties and focus would get lost. Ms. Schuster, Ms. Albury, Ms. Cummings
and Ms. Bennett felt combining the boards would be okay as long as the Tree Board
could continue with Arbor Day, Champion Tree Day and not loose the Tree City status.

6. OLD BUSINESS:
Residential Landscape portion of LDC - Ms. Reynolds passed out Tree Grading Cue
Cards to show the Florida grade #1 standards. Growth Management is still working on
the code. The discussion by Council to merge the Environmental Advisory Board with
the Tree Advisory Board put a stall on the update of the ordinance. Ms. Reynolds will
continue to work on the suggestions by the Tree Board but there are also environmental
issues that need to be addressed in the ordinance.
Chris from Shady Grove Nursery spoke about the City possibly changing some of the
specs of measurement requirements in the code. He said the rules are good but that
maybe could be a little more flexible. He brought up a lot of good points and
suggestions. He agreed with Mr. Lagin that as the code stands now not many
residents would be able to purchase palm tree due to the cost. A six (6) foot of clear
trunk on a palm needs to be revisited. After discussion the Board felt it should be
reviewed. Maybe give a bigger incentive to save existing trees on lots.

There was much discussion about the requirements of trees for homeowners and how
the code could be changed to benefit the City and the homeowner. It was suggested to
encourage the use of more species of trees on a lot. Make it more diverse.
It was brought up that some homeowners are receiving the Homeowner Packet at the
end of the building process and don't know about tree requirements. Ms. Reynolds will
check into this.
Arbor Dav
The Board was updated on Arbor Day. Ms. Albury wiU double check on the color guard.
Ms. Schuster will contact Father Morrissey to do the invocation. Ms. Bennett will make
the flyer and bring it into the City before the end of the week. Ms. Albury will provide the
paper for the 200 flyers. Ms. Cummings gave an update of the art contest in the
schools. Mr. McCarthy will get seedlings as handouts. The list of door prizes looks
good. Mr. Lagin has the bonds. Both Women's Club and Jr. Women's Club look like
they will donate $50 each for art supplies. The City Manager's office was contacted
through Councilmember Coy for money for art supplies.
The Committee was reminded about discussing board business outside of meetings and
individual members making board decisions without the board's approval is
unacceptable.

Mr. Lagin & Ms. Bennett would meet with the Press to discuss publicity.
Chris from Shady Grove Nursery was asked to be a speaker at Arbor Day. He will be
contacted by Ms. Reynolds on his availability. The Board secretary will check on the
number of Champion Tree plaques being presented.

7. NEW BUSINESS:
Ms. Cummings asked if the Tree Board could have a table at Earth Day. The
Environmental Board would be contacted. It would be nice to have homeowner flyers to
pass out.
It was decided to have a special meeting on April 9th to finalize Arbor Day and choose
winners for the art contest.
