MINUTES OF REGULAR MEETING
FEBRUARY 15, 2007
Chairman Allocco called the meeting to order at 7:03P.M.
The Pledge of Allegiance was said.

Chmn. Allocco announced that Mr. Simmons is excused; and Mr. Buchanan has been
appointed to a regular member position.
APPROVAL OF MINUTES: January 18, 2007
MOTION by Cardinale/Buchanan to approve the minutes of January 18, 2007. A voice
vote was taken and the minutes were approved unanimously.
OLD BUSINESS:
A. CONTINUED -QUASI-JUDICIAL PUBLIC HEARING -SITE PLAN
MODIFICATION - SEBASTIAN PRESBYTERIAN CHURCH, 1405
LOUISIANA AVENUE -PHASE ONE 1,200 SF THRIFT STORE 8~
PHASE TWO 2,206 SF BUILDING ADDITION - PS (PUBLIC SERVICE)
ZONING DISTRICT
Chmn. Allocco opened the hearing. Ms. Bosworth stated for the record that as this is a
continuation, all of the factual evidence from the January 18"' presentation and
discussion is relevant. She refreshed the commission on the application and the two
conditions for approval, that the handicap parking space be moved closer to the
entrance and away from the loading bay and verification from SJWMD that the
modifications are exempt or covered under the existing storm water permit. There was
discussion and concerns about Louisiana Avenue, which prompted the continuation of
this hearing. Ms. Bosworth reviewed the appraiser's map and historic facts regarding
ownership and subdivision platting. She said Jan King spoke with Ms. Falco and they

came to a remedy about her traffic concerns. According to Mr. Stringer it appeared that
Louisiana Avenue pre-existed the city and there are references to city maintenance of
the road going back to 1920 or 1930. There was further discussion about the ownership
of the road and Mr. Stringer explained it is a public road and the phrase "they own the
road" is not used but they have record title. If Ms. Falco had the right to block off the
church to the north of her, then the church to the south of her would have the right to
block her off. It was also stated that the address for the thrift shop would be on Cross
Street.
MOTION by Allocco/Keough to approve the site plan modification for the Sebastian
Presbyterian Church with the two conditions cited by staff.

Mr. Mahoney inquired about the variances applied for by Fisher Museum. Ms. Bosworth
gave a brief overview of the application. Mr. Keough stated for the record his
appreciation of the a-mail the commissioners and city council received from Mr. Tom
Collins. He asked about the awning colors at the Hula Grill and if they are in or will be in
compliance soon. Ms. Bosworth said she would relay the inquiry to Ms. Grohall. Mr.
Buchanan wanted to mention how pleased he was at the outcome of the fish market site
plan on Old Dixie Highway. He suggested people should ride by the Rinker Plant on
Midway Road, south of us, and sees what a concrete plant looks like. There was
discussion about the proposed concrete plan in the county on U.S. Highway 1.
DIRECTOR MATTERS:
Ms. Bosworth gave a brief review of pending applications.
ATTORNEY MATTERS:
Mr. Stringer clarified having a road without a deed.
