CAFETERIA OF OLD SCHOOL HOUSE 1245 MAIN STREET, SEBASTIAN, FLORIDA The Chairman called the meeting to order at 6:00 p.m. 2. The Pledge of Allegiance was recited. 3. ROLL CALL Present: Trish Adams Kristi Yanchis Jim Slattery Ginny Koerner Partial Attendance: Diane Powers Absent: Pat Beckwith (excused) Also Present: Council Member/Acting Liaison Dale Simchick Parks Superintendent Chris McCarthy Recording Secretary Jeanette Williams Ms. Simchick asked when the Stormwater Park would be given to the City. The Parks Superintendent said it might be in about a year because he is starting to budget for it. Ms. Simchick pointed out that the LAC acquires land, then CLAC advises how to use land and since the Environmental Committee will be dissolving that perhaps it could turn into a committee advising how to manage lands acquired by the City. Ms. Adams there is portion occupied by scrub jays. The Parks said the northwest corner has a scrub jay family and the County said they would manage that portion. EARTH DAY 2007 Ms. Simchick relayed aone-way communication from Mr. Neglia as to what he should spend the $25.00 Wal-Mart gift card on and the Wood Crafters will need a table. Steve Kozdra joined the meeting to request the inclusion of `cigarette butts' in the City's litter ordinance with strict fines. Ms. Adams invited him to have a display at Earth Day. He stated many City properties are full of cigarette butts and restaurants have areas full of butts because people must go outside to smoke. He cited Capt Hiram's sand bar as an example. Ms. Adams asked if the code has a provision for restaurants and stated the key will probably be to provide adequate facilities and regular cleaning. Ms. Simchick offered to mention this under her matters at the next council meeting if Mr. Kozdra does not want to address Council himself. The Parks said enforcement is another thing to consider. Mr. Kozdra said the City Golf Course is terribly littered. Ms. Adams advised his message to Council would be stronger if he came himself. Ms. Adams said Operation Migration would not be participating due to shortness of time, money and loss of the flock during the tornadoes. Ms. Yanchis said Michael Hughes requested a contact for City Hall. Ms. Simchick suggested the Planner's a-mail address. Discussion followed with Parks Superintendent on the need for a PA system, tables, and chairs. The Superintendent advised there would be a concert in the park the night before so the band shell and bleachers will already be at the park. He then advised that someone should put tape with a number on the sidewalk in the park where each group should be, then let them know their number for the morning of the setup. Ms. Yanchis sketched where each group would be. The Superintendent said he would put the event on the marquee the Sunday before. Ms. Powers arrived at this point and displayed donated wooden animals the children can paint; decorated grocery bags and reported on free radio advertising. She said her 7:50 pm friend is donating pastel paints for the birdhouses. Ms. Simchick said the bird houses will have a number on the bottom and the kids will be told what number they are painting and they can look for their numbered house in the City parks. Ms. Powers reported that Publix is using the decorated bags advertising the event. Ms. Powers then mentioned that in the future, the Committee should recognize the elderly man who picks up trash while he jogs in some way. The Parks Superintendent said he was featured in the paper and lives in Vero Lake Estates. Ms. Adams suggested "Champion Citizens." Ms. Powers and the Superintendent left at this point. Placement of the groups followed. (sketch attached) It was then decided to spend the next meeting lining up the speakers and arranging parking. Ms. Simchick asked that the Parks Superintendent be sure to put picnic lunch on the marquee. 2 Temporary Environmental Advisory Committee March 27, 2007 Page Three Ms. Adams went over her Earth Day update, which was to be presented to Council the next night. She then reported that advertising signs may be placed on private property with permission of the property owner. Possible sights might be Ray Coniglio's place of business and the Firehouse Garage. 5. Being no further business, the meeting adjourned at 8:15 p.m. ` ,5 ` (.~ l meeting.
