HomeMy WebLinkAbout04232007PRRecreation Committee Meeting Minutes City of Sebastian Recreation Advisory Committee Apri123, 2007 Called to order by the Chairman: Roll Call: The following members were present Mr. Wright, Mrs. Falco, Mr. Barth, Mrs. Palfi, Mr. Kagan was absent Staff members present were Linda Kinchen, Recording Secretary, Chris McCarthy, Parks and Recreation Superintendent, Approval of Minutes: Motion to approve the minutes of March 26, 2007 by Ms. Falco second Mr. Barth, passed unanimously Old Business: Dog Park Discussion Jack and Carol Wilson give a presentation Chairman reads a letter from Humane Society - Ilka Daniels who recommends grass Mrs. Falco made a recommendation to City Council that Keen Park be called Pelican Paws Park second by Gary Barth passed unanimously. Update on Gang Violence committee -There will be a competion at the Barber Street Skate Park in Nov/Dec if approved by city council. Lions club is prepared to donate plywood for artists and there will be a concession stand. Chris says first need the football schedule then can pick a date and take to council for approval. Community Center location -look at locations and come back next month. First step is to find a site. Chris says need at least 5 or 6 acres for a one story building- if put at City hall would have to be a two story building. Land can be purchased with recreational impact fee monies. The committee feels the 33 acre site is the best. New business: Recreation Impact Fee Discussion Chris will send details as soon as possible. Status of 06-07 projects Hardee park no direction from City Manager Schumann Racquet ball courts -Chris says got proposal back to design according to new wind loads - 2° side could be new can use impact fee money for that. Parks and Recreation Minutes 4-23-07 Page Two Currently getting quotes on the gymnastics equipment Garden Club sign is in New scoreboards are in on one field and the rest will be installed on Monday. Waiting for estimates for the Fence for the basketball court at the football field. Don asks about Stonecrop park. Riverview park lighting will be installed right after 4t" of July. Easy street still needs landscaping also at Bryant and Blossom parks. Azine and S. Wimbrow park will just have walking trails Public Input: Earth Day in Sebastian was cancelled due to rain -have several bird houses to install around the city looking for suggestions as to where to put them. 20 are going to the boys and girls club but there are still 20 more available. Chairmans Matters; wants to change the members by zones says all should be at large members. Gary is in agreement if it will get us people. Cindy is also in favor of opening up the membership. Mr. Rich Stringer comes in and says impact fee ordinance by zoines and was based on demographics but can change member make up. Members Comments: None Staff comments: New developments pay impact fees for new parks to provide new recreational capacity to offset new residents. Cindy and Kelly need a parks list and the comp plan. The next meeting is May 21St Old Business: Dog Park report and the community center discussion Add recreational impact fee discussion again. Adjourned at 6:45 PM f ~ Approved June 25, 2007 Regular Meeting By ~=~~~,c.~!/G%.- Chairman, Parks and Recreation ORDINANCE 0-07-07 AN ORDINANCE OF THE CITY OF SEBASTIAN, FLORIDA, AMENDING CODE SECTIONS 2-212 AND 2-213 TO CHANGE THE SIZE AND COMPOSITION OF THE PARKS AND RECREATION ADVISORY COMMITTEE; PROVIDING FOR CONFLICT, SEVERABILITY AND EFFECTIVE DATE. WHEREAS, under Ordinance 0-03-29 the City created the Parks and Recreation Advisory Committee to advise the Council as to long-term policy on recreational activities and development of the City park system; WHEREAS, said Committee has reported to the City Council that the Committee will function better if its composition is changed from district representatives to an at-large membership a + --'` ~ ~' '' ~'^ ~"°'^ °° an adding aprovision r~uirin~ two alternates; and WHEREAS, the City Council agrees with the recommended changes; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SEBASTIAN, INDIAN RIVER COUNTY, FLORIDA, as follows: Section 1. That Section 2-212 of the Code of Ordinances, City of Sebastian, Florida, is hereby amended to read as follows: Sec. 2-212. Panel Composition. The Committee shall be composed of five residents and two alternates appointed at-large. Section 2. That Section 2-213 of the Code of Ordinances, City of Sebastian, Florida, is hereby amended to read as follows: Sec.2-213. Terms. There shall be a continuity of terms for the membership from the original establishment of the committee, with terms hereinafter governed by the general provisions of this Article. Section 3. CONFLICT. All ordinances or parts of ordinances in conflict herewith are hereby repealed. Section 4. SEVERABILITY. In the event a court of competent jurisdiction shall determine that any part of this Ordinance is invalid, the remainder of the Ordinance shall not be affected and it shall be presumed that the City Council of the City of Sebastian did not intend to enact such invalid or unconstitutional provisions. It shall further be assumed that the City Council would have enacted the remainder of this Ordinance without said invalid or unconstitutional provision, thereby causing said remainder to remain in full force and effect. Section 5. EFFECTIVE DATE. This Ordinance shall become effective immediately. The foregoing Ordinance was moved for adoption by Councilmember Paternoster .The motion was seconded by Councilmember Ne~lia and, upon being put to a vote, the vote was as follows: Mayor Andrea Coy aye Vice-Mayor Sal Neglia aye Councilmember Al Paternoster aye Councilmember Dale Simchick aye Councihnember Eugene Wolff aye The Mayor thereupon declared this Ordinance duly passed and adopted this 13th day of June, 2007. I spoke with Jason Ogilvie, Director of Animal Control for Indian River County. We are all aware that these numbers do not reflect total populations as some people do not license their pets, even though they are required by law to do so. * The 32958 zip code has a current data list of 8,247 records. Current estimates consider a factor of approximately 40% of the population as licensed. * IRC total records are 32,893 for licenses. Another method of calculating pet populations is to take the current population of the county. Estimate that half the population are pet owners, and then divide that by 1/3 as being dog owners. Either calculation puts us in the ball park figure of Animal Controls records. Approximately 20% of dog owners frequent places with their pets such as Humane Society, Petsmart, public dog events, etc. I did speak with Joan Carlson our Executive Director and we would be glad to conduct some type of survey at our front desk, should the need arise. Please keep me informed regarding any meeting that I can attend to further your efforts.
