Chairperson Albury called the meeting to order at 5:30 p.m. 2. Pledge of allegiance was recited. 3. ROLL CALL: Members Present: Chair Lynn Albury Maureen Cummings Cynthia Schuster (a) Unexcused Absence: Neil Lagin Staff 8~ Council Members Present: Chris McCarthy, Parks & Rec. Superintendent Margie Reynolds, Environmental Planner Donna Cyr, Recording Secretary 4. APPROVAL OF APRIL 9, 2007 SPECIAL MINUTES On MOTION by Ms. Schuster and SECOND by Ms. Cummings, the April 9, 2007 minutes stand approved as read on a voice vote of 3-0. 5. ANNOUNCEMENTS: No announcements. 6. OLD BUSINESS: Arbor Day: The event went very well. There were between 60 - 70 people. The Master Gardeners gave a lot of good advice to residents. Council Member Simchick gave a nice speech. The food from the Garden Club was good. Dale Armstrong from the Florida Forest Service, showed up and he wants to get involved with the board. Activities from Earth Day were used at Arbor Day (Coloring books & pine cones with peanut butter) and it worked out very well. It kept the kids involved. Lots of door prizes were given out. The event was over at noon. It was decided that three hours is too long for the event. Review of Residential Landscape portion of LDC: The board revisited the residential portion of the LDC. Ms. Reynolds wants to make the code easier to understand for both the builders and residents. The board was asked to review the residential portion and make notes on suggested changes and try to make it Tree Board Meeting May 7, 2007 Page 2 more uniform then get back to Ms. Reynolds before the next meeting. The suitable tree list is done but there is conflict with the "Tree protection standards" and the "Tree removal, grubbing, and land clearing permits". There is a small section discussing gopher tortoises that needs to be moved to the environmental protection section of the Code. 7. NEW BUSINESS: Workshop with the Temporary Environmental Advisory Board -Set up date to meet. Meeting was set up for Monday, May 14th at 6:OOpm. Ms. Cummings mentioned that she won't be able to make the June or July meetings due to being out of town. It was discussed how soon the combined board would actually meet after the May 14tH meeting. The Tree Board members were asked to bring thoughts, ideas and concerns to the workshop to discuss. Ms. Reynolds reiterated again to the board that the City would not loose Tree City status by changing the name of the Tree Advisory Board. The City would not loose Arbor Day or Champion Tree Day by joining the committees. Also, Ms. Reynolds is meeting with the Indian River Lagoon National Estuary Program. She is meeting with them the second week in June. It is a grant program. She would like some feedback from the Tree Board on the landscaping issues at the Main Street Boat Ramp. Any kind of ideas would be great. 8. MEMBER MATTERS: No member matters. 9. STAFF MATTERS: Mr. McCarthy said that Arbor Day was good. We ran out of chairs which was a good thing. Chair Albury asked about the Storm water park on Englar and when it was due to be taken over by the City. Mr. McCarthy let her know it would be this year. Ms. Cummings asked about the concerned citizen that called all the board members about the saw palmettos being chopped down in front of the Schumann Tennis Courts. Both Ms. Reynolds and Mr. McCarthy were aware of the situation and explained it to the board. There were problems in the park and bathrooms with vandalism and sight problems with traffic. The palmettos will grow back and they grow very quickly. 10. PUBLIC INPUT: No public input. 11.
