MINUTES
SPECIAL JOINT WORKSHOP
MONDAY, MAY 14th, 2007 - 6:00 P.M.
1. Tree Board Chairperson Albury called the meeting to order at 6:04 p.m.
2. Pledge of allegiance was recited.

4. DISCUSSION OF COMBINING BOARDS:
The members of both boards discussed the pros and cons of joining together. The only
con mentioned was loosing the Tree City status. The members felt that joining the boards
would strengthen them, and eliminate duplicate work.
Chairperson Adams stated that the Recreation Board has a budget and that maybe the new
board could have a budget, go out for grants, assist the Environmental Planner, and do more to
preserve City property.
Chairperson Albury corrected the statement that the Arbor Day trees were received by
donations. They are actually purchased by the City and planted by the Parks Department.
Champion Tree Day is done through donations.
The board members discussed Earth Day, Arbor Day and Champion Tree Day and all the
benefits of each event and about the best way to reach the public with concerns and special
issues, such as the aquatic preserve.

Each board member introduced themselves and told a little about their background and why
they joined their board.
Ms. Cummings and Chairperson Albury explained champion trees and the process of the field
trips to measure the trees.
Ms. Reynolds spoke about the boards being a volunteer committee and the group having a very
strong voice and have the responsibility to report back to Council on what they are working on.
The board will be working on the LDC, assist in going after grants for the City, and continue
working on any special projects that they have already started. The new board would also be
working on getting the community more informed and involved in environmental issues. Ms.
Reynolds stated that the City would not loose Tree City status by merging the boards and
changing the name.
It was asked who would set the parameters for the new board. It was decided that the board
members could give their input and make suggestions. There was discussion on the mission
statement that the City Attorney wrote, some board members liked it and some didn't.
Damien Gilliams, Sebastian, suggested starting with the mission statement and creating one
that would best reflect the merger of the two boards. Come up with a strategic plan that could
be taken back to the Council to show them that the new board had an agenda to follow through
on. Environmental enforcement, education, policy, inventorying environmental lands that are in
the community were suggested ideas. Mr. Gilliams asked the board who were business owner,
worked for the government, and who were retirees.
Mr. Klitenic and Ms. Cummings would address Council on May 23rd to inform them of the
Boards decision.
It was decided by the boards that the meetings would be held on the first Tuesday of the month
at 6:OOpm. The number of members would be the number present here tonight and through
attrition the final number of members would be seven (7) regular and two (2) alternate. The
name of "Natural Resource Committee" was agreed upon.
Both Tree Board and Environmental Board members are going to come back with suggestions
for the new mission statement at the June meeting of the Environmental Board. It was
suggested to "Google" other mission statements for other cities to get some ideas.
The following MOTION was made by Mr. Slattery and SECONDED by Ms. Schuster, "I make a
motion that a new Natural Resources Committee be formed to consist of current members of
the Temporary Environmental Committee and the Tree Board that includes everybody who's
existing today and that both committees terminate upon forming of this committee." A voice
vote was taken and the motion was approved unanimously.
Damien Gilliams congratulated the boards and suggested going before Council with a list of
reasons why the boards feel they should merge and the benefits of merging (the pros & cons).
A list would solidify the union.

Combining resources, a stronger voice, minimize attrition, less duplication of effort by the
boards and staff, rejuvenate both committees, focus of direction, plan to keep outreach efforts
intact (Arbor Day, Earth Day & Champion Tree Day), promote community awareness. It was
suggested that a lot of these ideas could be used in the mission statement.
There was discussion on better advertising of board information, board meetings, standing slide
on cable, better use of the City website and maybe have the meetings televised again to prompt
citizen awareness.
The Tree Board will get the Environmental Board a copy of their work plan and the
Environmental Board will get the Tree Board a copy of their priority list. They will be emailed to
each board member. Margie Reynolds would like to get both the lists together and come up
with a new priority list.
Chairperson's Adams and Albury thanked all the board members for coming out as well as the
staff.
5. ADJOURNMENT:
Chairperson Albury adjourned the meeting at 8:16 p.m.
