Environmental Board Chairperson Adams called the meeting to order at 6:03 p.m. 2. Pledge of allegiance was recited. 3. ROLL CALL: Environmental Board Members Present: Chair Trish Adams Patricia Beckwith Kristi Yanchis Ginny Koerner Todd Klitenic James Slattery (a) Diane Powers (a) Staff & Council Members Present: Council Member Neglia, Board Liaison Margie Reynolds, Environmental Planner Donna Cyr, Recording Secretary Cynthia Schuster -Tree Board Member (ien at s:3opm) 4. APPROVAL OF MINUTES: I. March 27, 2007 I I. May 1, 2007 III. May 14, 2007 On a MOTION by Ms. Beckwith with a SECOND by Ms. Powers, minutes from March 27tH May 1St and May 14th were unanimously approved by a voice vote. 5. PUBLIC INPUT: There was no public input. 6. DISCUSSION OF MERGER MISSION AND WORK PLAN: There were a lot of ideas and discussion between all Environmental Board members and the Environmental Planner. Chairperson Adams would like more explanation of responsibilities, flow of decision tree for the new board, and who does the new board report to. It was recommended that they discuss these items with the City Attorney. Vice-Mayor Neglia excused himself at this time. (7.•00 pm) Regular Meeting June 5, 2007 Page 2 Ms. Schuster from the Tree Board expressed her ideas as did Ms. Cummings via emails (see attached). The final suggestion was as read by Chairperson Adams (changes are underlined): Natural Resources Board Mission Statement: To improve the quality of life in Sebastian by nurturing the balanced relationship between our citizens and our environment by protectina, preserving and promoting our natural resources. In pursuit of this mission, the Natural Resources Board will provide analysis and advice to the City Council on environmental issues with athree-pronged focus on Preservation & Enhancement, Regulatory Programs and Public Assets Management. Preservation and Enhancement guidance will feature: a. Efforts for the protection of historic, specimen and protected trees, b. Development of initiatives and programs for conservation of sensitive lands and open space, to be pursued both within the City proper and regionally on an intergovernmental basis, c. Spearheading public education and awareness events such as the Champion Tree Program, Arbor Day and Earth Day celebrations, and d. A model for monitoring and enhancing the urban forest and protected species within the habitat Regulatory Programs guidance will feature: a. Periodic review of the tree protection and landscape code provisions to formulate recommended amendments, b. Proposals for development of additional areas of environmental protection regulations, and c. Formulation of policy considerations to be used as guidelines by the Planning and Zoning Commission in considering land development regulations. Public Assets Management guidance will feature: a. Proposed planting of trees or landscaping; and b. Developing environmental best management practices to be employed by the City. Additionally, the City Council may request additional activities by the Board. The MOTION to accept as read was made by Ms. Koerner and SECONDED by Ms. Beckwith. A voice vote was taken and the motion was approved unanimously. 7. GOPHER TORTOISE UPDATE: Ms. Reynolds gave an update on the gopher tortoise management plan that's being drafted by Fish & Wildlife. Ms. Reynolds informed the board on some of the objectives of the plan. 1St. Optimize the caring capacity of appropriate habitat management on the protected lands. 2"d. Increase the protected habitat itself. 3rd' Responsibly relocate the gopher tortoises to protected suitable habitats where their future survival and long term population by ability are likely. 4th. Decrease the mortality on lands that are proposed for development. Ms. Reynolds read from the City's LDC where it states "The city staff shall review the critical habitat management plan as well as the federal and/or state agencies Regular Meeting June 5, 2007 Page 3 having jurisdiction. The final development plan shall comply with directives of the federal and/or state or local agencies having jurisdiction and the most restrictive shall apply." She said she always goes by the most restrictive code. Gopher Tortoise Protection signs were made by the City and are being placed on lots where the tortoises are being protected. There is a Fish & Wildlife meeting in Melbourne on June 13th & 14th. The Commissioners are considering a policy to end the entombing of gopher tortoises altogether. They were also going to have discussion on reclassification possibly of gopher tortoises from a species of special concern uplifted to "threatened". The next board meeting is scheduled for July 3rd. Items to add to the next agenda are: To review code 54-3-11.5 and to elect the new Chair and Vice Chair of the Natural Resources Board. It was requested of the Board secretary to bring a white board to the next meeting. 8. Hi! Please pass to the meeting this question. If a committee as defined by dictionary, usually meets to investigate and report on a specific topic/incident,and typically short term, is not board a better title.? The Tree and Landscape Board was long term and though fairly specific in it's investigations, did advise and by definition, was part of the management of the city.
