Recreation Advisory Committee
March 26, 2007
Called to order by the Chairman: Roll Call: The following members were present
Mr. Kagan, Mr. Wright, Mrs. Falco, Mr. Barth was absent Excused
Staff members present were Linda Kinchen, Recording Secretary, Chris McCarthy, Parks
and Recreation Superintendent,
Approval of Minutes: Motion to approve the minutes of February 26, 2007 by Mr. Kagan
second Ms. Falco, passed unanimously
Old Business: Dog Park Discussion
Jack Wilson read some questions Mr. Wright was to send me a copy of the agenda
Step #1 -Site Selection
Mr. Wilson says the first choice is Keen Terrace -There is shade, grass, it is of sufficient
size, says 2 acres is the right size its centrally located.
Second Choice would be Filbert Street -Objection by local residents no shade not
appropriate.
Schumann Island great piece of land -sand plenty of trees need firm lawn sand hot in the
summer not easily acceptable would like to see it open to dogs but not fenced in.
Barber Street Busy neighborhood don't think neighbors will agree would take a lot of
work.
Keen Terrace is the best choice voted by 12 people and all their dogs.
Carolyn Corum says it is best to see a park before you pick a site.
Mr. Wilson says he went to Vero Beach and there is no mulch there at all its grass.
Deborah Brown feels Sanford is not the best.
Several people spoke regarding grass verses mulch and all were in favor of grass.
Chris says he downloaded all the information about Sanford and an actual trip may not be
necessary. No subcommittee members want to go.

Andrey Coy, Carolyn Corum, Al Minner, Don Wright, Chris McCarthy, Jack Wilson will
go.
Kelly Hood says why not go to the Wickham dog park, Melbourne. Intially unmanned
and free few bad apples made them start charging a fee, which helped pay for an
attendant.
Carol Wilson went to Vero Beach also will go to Melbourne Park will visit 2 up there.
Mr. Wilson says it is difficult to ask people to take a 5 hour trip on a Saturday.
Jim Holland says dog parks are beautiful they had 2 circular parks in Boca Raton but no
restrooms for people. The park could be built at no cost to the City with volunteers.
Linda Scott -Sebastian How long will it take?
Don says we will bring a recommendation to City Council.
Marsha Hadashi says came from Brevard County they had supervisory people and still
had bad experience. 2 dogs at a time Must set Rules and post them. Hikes at the preserve
- it is a mulch trail doesn't like it recommends grass.
Resident asks if putting in a dog park would change allowing dogs walking in other parks
-Don says no.
Ginny Nichols says when mulch gets wet the park would be unusable.
Grass wins over mulch during the discussion.
Acorn Terrace needs a lot of clearing what is cost to make it acceptable?
Min 1 '/z to 2 acres small dog area, primarily grass, open space for running, must have
trees, paved paths, double gated at entrance, gate should be 5 x 5, rules posted, Kiosk
post signs, doggie bags, trash cans, 2 water stations, water spickets, kiddie pools at water
station, signs for direction.
Must consider the cost to maintain, What is already in place, hours of operation, dawn to
dusk covered pavilions benches along the path water fountain for humans, 1 small dog
area and one large dog area, agility equipment and possibly a port a potty. Mr. Wilson is
told to focus on what the rules should be how to handle non-responsible pet owners.
Maybe volunteers could take turns to watch for pier pressure report unruly dogs or people
to contact number.

Mr. Wilson says does not recommend that we charge.
Asks why is Sanford better than Wickham?
Mulch is not good in Dog Parks Grass will reseed, safer for animals and owners,
outsiders should pay not Sebastian residents.
Create an event when everything is moving forward to get volunteers.
Chris says recommend a site $20,000 not enough could get new $ from Council Chris
recommends no charge and no staffing.
Final Thought Jeff Kagan asks would it make sense to build it and then lease it to
someone to run.
Chris says never heard this for Dog Parks does it for skate parks don't believe anyone
would do it.
New Business: Motion by Kagan and Falco to recommend that the resolution or
ordinance which set up the committee be rewritten to make all positions at large rather
than by zones. Send to City Clerk.
Don reports that he told City Council about our objections to Hardee park Site.
Use of the Community Center: Chris says staff issue if classes are required on the
weekends. Only have one full time employee.
Community Center hours are Monday 9-7PM, Tuesday and Thursday 9-6PM,
Wednesday 9-6PM, Friday 9-12 and no staff on Sat or Sundays.
Carolyn asks what is the percentage given back to the city.
Chris says call Kathy for that.
Carolyn speaks says charging should not be done says fund raisers are good
Committee members: Cindy says glad to see all the people.
Jeff also glad we had so many people.
Don says must make a decision at the next meeting and then recommend to council.
Staff comments: 4-7-07 4 pm Riverview Park is Easter egg hunt. April 20th is concert in
the park

Don asks for a breakdown of the recreational impact fees fund total what was collected
last year.
Copy of the rules for the funds.
Already earmarked
Letter from the committee for Riverview park Spruce up.
Next meeting is 4-23-07
