MINUTES
TUESDAY, SEPTEMBER 4th, 2007 - 6:00 P.M.
Chairperson Trish Adams called the meeting to order at 6:02 p.m.
Pledge of allegiance was recited.

4. APPROVAL OF AUGUST 7. 2007 MINUTES
On MOTION by Ms. Koerner and SECOND by Mr. Klitenic, the August 7, 2007
minutes were accepted as read by unanimous approval by voice vote.
5. ANNOUNCEMENTS:
Chairperson Adams introduced new member Therese Miller. Ms. Miller gave a brief
explanation of being on both the Tree Board and the Environmental Board and why she
wants to be on the new board.

PUBLIC INPUT:
No public input.
OLD BUSINESS:
Champion Tree Dav Update — Ms. Cummings is working on speakers (Dr. Baker and
Chris from Shady Grove Nursery), donations from Wal-mart, Home Depot, Publix. Ms.
Cummings said that Ms. Albury was trying to contact the Garden Club regarding
refreshments. The board members were asked to think about places that would be
willing to donate door prizes. The Master Gardeners need to be contacted.
Another suggested speaker was Dr. David Cox — Ms. Adams will see if he is available.
Ms. Miller offered a couple of trees from her yard. Ms. Miller will contact some of the
local professors to speak. It was suggested getting realtors and/or the Soil and Water
district involved. Ideas were made to make the community more aware of what they

plant in their yards such as planting a"scrub Jay" garden. The board was asked to think
about ideas to bring in kids and families.
Chairperson Adams mentioned St. Lucie County's Environmental Advisory Board's
website - http://www.co.st-lucie.fl.us/erd it has a lot of good information.
Ms. Reynolds let the board know that the Master Gardeners will be at the North Cpunty
Library on Wed., Sept. 5th, 9a —12n. She said this might be a good opportunity to
speak to them about being at Champion Tree Day.
The invitation list from last year was passed around for members to update or add to.
Advertising consists of flyers, channel 25, the website, "upcoming events" in the local
papers. The issue of a budget for this event was discussed. The board really feels that
to put on a good event they need a budget for advertising.
8. NEW BUSINESS:
Review of Residential Landscape portion of LDC — Ms. Reynolds explained again what
she wanted from the board with review of the Code. Growth Management would like the
code easier for the public to understand. They hope to have changes made and take it
before Council before the first of the year. Ms. Koerner made suggested changes -
Waiver of tree removal fee; changing tree removal on double lots perimeter line; and
gated communities having opened area for wild life to get out. The quicker the board
gives Ms. Reynolds their suggested changes the quicker she can move forward on it.
Chairperson Adams wanted more explanation regard defining habitat of endangered
species, defining critical habitat, and habitat management.
Priority List of Both Boards — Each member gave their suggested list of priorities for the
board. There was a lot of discussion. Chairperson Adams will take the ideas and put
them into list form for the board to review and finalize at the next meeting. This priority
list will then be presented at the October 10th Council meeting.
Ms. Koerner will ask "The Mangrove Lady" to come to the December meeting as a
speaker about the aquatic preserve.
Went back to Public Input -
Ms. Diane Powers read from a news article in the Press Journal (Sunday, Sept.2, 2007)
regarding a group of students from Vermont that came to Indian River County to plant
red mangroves and other plants on islands in the Lagoon. DEP's Aquatic Preserve ran
the program to clean up the spoil islands. Ms. Powers spoke of the benefit of the
mangrove plant. Ms. Reynolds stated that there are only two spoil islands under
Sebastian's jurisdiction and the rest are County.
9. MEMBER MATTERS:
Ms. Koerner won't be at the October meeting.
Ms. Adams — Just wanted to remind the members that if they speak before council they
need to let Council know that they are speaking on behalf of themselves and not the
board. She also wanted to remind the board that coastal clean up is coming up again.

Mr. Klitenic — There was an article in the Natures Conservancy magazine by Anne Birch
about oyster beds in the Indian River Lagoon. They were looking for 300 volunteers to
place mats into the Lagoon to promote oyster beds. This is something we should look
into for the Sebastian area. Chairperson Adams knows Ms. Birch and she will contact
her about placing us on her announcement list and possibly come to one of our
meetings. Georgia Wells is on the Board of Directors, is a part time Vero Beach
resident, maybe someone from the board could contact her and bring her in as a
speaker.
Ms. Cummings — Champion Tree candidates — we need some. Ms. Adams mentioned a
cypress tr�e at the Buffer Preserve. Ms. Cummings will give them a call. Mr. Klitenic
has an oak tree that the board can measure. Ms. Miller has a non-native fig tree in her
yard that she says is very large. There was discussion regarding measuring non-native
trees and if they should be champions.
Ms. Koerner made a motion to exclude non-native trees as champions. Motion died due
to no second.
Nothing from Ms. Miller or Mr. Slattery.
10. STAFF MATTERS:
Ms. Reynolds thanked Ms. Cummings, her family and the board secretary for helping
clean up the islands of debris. Mr. Reynolds estimates that around three (3) tons of
trash was picked up. There is another clean up on September 21 st.
Ms. Cummings asked about a large area of land that was cleared on the nature preserve
on Englar. Ms. Reynolds said it is an FP&L easement that has to be kept accessible.
11. ADJOURNMENT:
Chairperson Adams adjourned the meeting at 8:15 p.m.
