Schabilion, Terrance R./Residential Construction
Mr. Schabilion was sworn in by Ch. Garland.
Some of the board members felt there should be more verification of experience than
what was in the packet. Mr. Schabilion said he was also licensed in the state of
Wyoming and that a residential contractor test had been taken and passed.
MOTION: Widup/Bulla
I make a motion that upon receipt of a copy of his Wyoming contractor license and proof
that a residential contractor exam was taken and passed, that Mr. Schabilion be approved
to take the Residential Construction exam.

Nestor, Karl/Residential Construction
Mr. Nestor was sworn in by Ch. Garland.
During a lengthy discussion, the board felt that the type of work Mr. Nestor did, did not
fall under the Residential Construction license. They also felt that by approving him to
take the Residential exam that it would allow him to build houses which he is not
qualified to do.
MOTION: Widup/Canning
I make a motion that Mr. Nestor not be required to hold a contractor license to do this
type of work but that it be done under an occupational business tax license.

TO: Chairman Garland, Construction Board Members

RE: Karl "Bo" Nestor -Professional Grouting
On July 10, 2007, the above referenced appeared before the Construction Board requesting to
take the Residential Construction Exam to do grouting work on foundation settling problems.
After a lengthy discussion, the Board felt that all Mr. Nestor needed was an Occupational
License. A motion was made and passed unanimously.
After talking with Wayne Eseltine and Indian River County, they felt he did need to take the
Structural Concrete Exam. Not wanting to make him wait until the September meeting, I polled
the Board regarding this matter. Unable to reach everyone, I was able to get a quorum vote. The
vote was as follows: Mrs. Carbano - _yes, Ch. Garland - _yes, Mr. Hosey -yes and Ms. Lannig -
yes.
Mr. Nestor has been notified and a registration form and test schedule was mailed to him.
