Memorandum of Understanding
WHEREAS, the Indian River County Sheriffs Office is the primary dispatch for
Indian River County Emergency Medical Services (EMS) and Fire Rescue
WHEREAS IRCSO employs Emergency Medical Dispatchers who provide Pre-
Arrival Instructions on all medical calls and;
WI~REAS the parties to this agreement desire that this Memorandum of
Understanding (MOU) shall. constitute an agreement between the parties establishing
guidelines for the transfer of calls to the IRCSO Public Safety Answering Point (PSAP)
which require dispatch of EMS and or Fire Rescue;
IT IS HEREBY agreed as follows:
PARTIES:
This MOU is made and entered into between Indian River County Sheriffs Office
(IRCSO) and Sebastian Police Department (SEBPD).
OBJECTIVE:
The objective of this MOU is to facilitate the efficient transition of transferred calls
requiring EMS or Fire Rescue for the purpose of dispatch and providing pre-arrival
instructions.
GOAL:
The mutual goal of the parties is to provide EMS and Fire Rescue services to the
residents of Indian River County in the most expedient manner possible, while at the
same time providing Law Enforcement assistance when necessary.
PURPOSE:
The purpose of this MOU is to serve as a written understanding between IRCSO and
SEBPD regarding the transfer of EMS and Fire Rescue calls for the dispatching of
appropriate services.
RESPONSIBILITIES
Upon receiving an administrative or 911 call:
• The answering agency shall ask questions to determine if EMS or Fire Rescue
services are required.
• Upon acknowledgement the call requires the dispatch of EMS or Fire Rescue; the
call shall be immediately transferred to the IRCSO PSAP for dispatch and pre-
arrival instructions, if necessary.
• Upon transfer to the IRCSO PSAP, the transferring agency shall state:
"This is a transfer from (a ency namel which
requires dispatch of (EMS or Fire Rescue)"
This will serve to identify the call as a transfer and confirm the transferring
agency is aware of the call.
• If the call is a hang-up or an abandoned call, and a call back determines it is a
request for EMS or Fire Rescue, the call shall be relayed to the IRCSO PSAP as
soon as is reasonably possible.
• The IRCSO PSAP shall interview the caller, dispatch appropriate services and
provide pre-arrival instructions as necessary.
• If the answering agency determines the call requires Law Enforcement to respond,
they may continue interviewing the caller after information for EMS or Fire
Rescue has been obtained.
• If the IRCSO PSAP receives a Law Enforcement call that would also require the
response of EMS or Fire Rescue and it was not a transferred call, the
jurisdictional agency will be notified as soon as is reasonably possible.
LIMITATIONS
IRCSO or SEBPD may request changes, modifications or amendments to this MOU.
Any request for change, modification or amendment must be in writing and must be with
the mutual consent of all parties. Any changes, modifications or amendments to this
MOU which are mutually agreed upon by the parties shall be incorporated into this MOU
and are eiTective when executed by all parties.
EFFECTIVE DATE
This MOU shall have full force and effect when signed by all parties.

By signing this MOU, all agencies agree to ensure compliance with the transfer of
EMS or Fire Rescue calls to the IRCSO PSAP for dispatch or pre-arrival
instructions.
