City Council Chamber, 1225 Main Street, Sebastian Chairperson Koerner called the meeting to order at 6:02 p.m. The Pledge of Allegiance was recited. ROLL CALL: Present: Ginny Koerner - Chairperson Jim Slattery Harvey Wheeler - Vice Chair Cynthia Shuster Lynn Albury arrived at 6:05pm Staff & Council Members Present: Vice Mayor Sal Neglia Board Liaison Margie Reynolds Recording Secretary Donna Cyr 4. Special Meetinq Item: "Wild Turkey Mine" Unexcused Absence: Therese Miller Excused Absence: Kristi Yanchis Todd Klitenic Mr. Slattery stated his comments and suggestions per Councils direction to review the plans and report on how the mine will affect the City of Sebastian. A copy of his notes were distributed (see attached). The State is doing an investigation on this mining issue as is St. Johns River Water Management District is working on the impact to the water shed and it was suggested someone from the Board contact their office. Possibly the County can help getting this information. Ms. Reynolds informed the Board that she heard the County was going to extend the moratorium for six more months. Ms. Koerner asked how close this mining operation was to a populated area. Ms. Reynolds explained that this is one of the issues that caused the moratorium to be extended. Ms. Reynolds stated that if the mining operation doesn't follow the rules they won't get their permit. Traffic issues were discussed. They have to have a traffic plan. The plan is necessary to get a permit. Natural Resources Board March 27, 2008 Page Two Mr. Wheeler asked about legal blocking of the mine project. After much discussion it was determined that this issue should be handled by other groups in the County. Mr. Wheeler recommended more monitoring and more testing of the mine. Mr. Wheeler asked about approaching the County to see if our board could play a roll in the planning process. Ms. Reynolds let the board know that the County has a 31 page report on the planning process that is public record and anyone can request a copy. Ms. Reynolds let the Board know about a process called Bioremediation which is a pollutant remover from the soil. A test site (leaking storage tanks) was successful at removal of 100% of the pollutants in the soils from this leak. Mr. Slattery informed the Board that there is a bill being prepared that would take all rights away from Local and County governments and let the State control mining issues. Ms. Koerner spoke about the health and safety issue of the mine. Also, that the mine is too close to a populated area. Ms. Schuster again reminded the group that as an advisory board we can only go so far but as private citizens we can contact these groups and question their actions. We can question why there isn't an Environmental Lawyer. We can write letters to Tallahassee. Kaylene Wheeler, Harvey's wife, is getting the Board the St. John's contact person. Mrs. Wheeler recommended advising the Council to keep up what the City is already doing by monitoring our water ways and watch our South Prong. We will probably not be able to stop the mining but Sebastian can make sure our water way are protected. It was decide that Mr. Wheeler would go back to Council and let them know that our position hasn't changed and we are still against the mine. We will continue to study the issue and keep the Council informed as information becomes available. 5.
