City Council Chamber, 1225 Main Street, Sebastian Chairperson Koerner called the meeting to order at 6:13 p.m. The Pledge of Allegiance was recited. ROLL CALL: Present: Ginny Koerner - Chairperson Todd Klitenic Harvey Wheeler — Vice Chair Cynthia Shuster Kristi Yanchis Lynn Albury Staff & Council Members Present: Vice Mayor Sal Neglia Board Liaison Margie Reynolds Recording Secretary Donna Cyr APPROVAL OF MINUTES: March 4, 2008 Unexcused Absence: Therese Miller Jim Slattery On a MOTION by Mr. Wheeler and SECOND by Ms. Koerner, the March 4, 2008 minutes were approved as written by a unanimous voice vote. APPROVAL OF MINUTES: March 27, 2008 - Workshop On a MOTION by Mr. Wheeler and SECOND by Ms. Albury, the March 27, 2008 workshop minutes were approved as written by a unanimous voice vote. ANNOUNCEMENTS: Goby Festival is this Saturday. It was explained that it is an environmental festival put on by the Friends group to benefit the Buffer Preserve. Fish & Wildlife is having their annual Fish for Free weekend. This is where everyone can fish without a license. PUBLIC INPUT: No public input. OLD BUSINESS: A. Earth Day (April 19th) — Ms. Wood, Indian River Green Team, was unable to attend the meeting. The booths are okay. Ms. Wood still needs to get us Natural Resources Board April 1, 2008 Page Two information about the bleachers and stage. Ms. Wood is going to get Ms. Schuster flyers to pass out and display. There was discussion on charging a fee for booths for next year. The Board needs to get the park application completed and presented to Council. It was also suggested having Earth Day in Friendship Park instead of Riverview Park. Ms. Koerner let the board know about all the donations she received. Shady Grove Nursery, Auto Zone, TJ.'s Pallet, Advanced Auto, Capt. Hiram's all gave donations. Ms. Reynolds donated her Rain Barrel for the raffle. Ms. Yanchis, Ms. Schuster, Ms. Koerner and Ms. Reynolds committed to being at the park all day. Someone needs to do a sponsor sign and a Natural Resources Board sign. Ms. Yanchis mentioned fish printing. Kids loved it at the Pelican Island Festival. She will check into it for Earth Day. The remaining details were discussed. B. Wild Turkev Mine — Mr. Wheeler read his draft of what he is going to say at the Council meeting and the Board gave their approval. The Boards position has not changed in opposing the mining project. The risk is far too great to our aquifer, surrounding wetlands possible contamination to the St. Sebastian River and Indian River Lagoon, etc. The health risk and air quality are other issues. Ms. Koerner mentioned that there were questions that Mr. Slattery brought up that need to be discussed at a later date. Mr. Wheeler give the name of Karen Garrett-Kraus as the contact for SJRWMD — her phone# is 321-676-6625. She is in charge of permitting on this project. 8. NEW BUSINESS: No new business. 9. MEMBER MATTERS: Mr. Wheeler mentioned his research on the Steil's Oil / Gas station on US1 at the implied request of Councilmember Simchick. He suggested having a workshop on this matter but it was decided by the Board to put a hold on the project. Ms. Reynolds said that staff is already aware of this, has worked with the property owner and it is now a matter between the State and property owner. Mr. Wheeler wanted to have a wind energy (non-windmill type) workshop. He also suggested having a"Green City" workshop. He feels workshops are the most productive way for the board to sit around and discuss a project. Ms. Koerner asked members to come back to the next meeting with ideas on going Green, on pollution control, on water control, etc. 10. STAFF MATTERS: Ms. Reynolds told a story about saving an endangered "Indigo" snake. Natural Resources Board April 1, 2008 Page Three 11.
